    That the post-2015 Development Agenda provides a unique opportunity for Africa to reach consensus on common challenges, priorities and aspirations, and to actively participate in the global debate on how to provide a fresh impetus to the MDGs and to examine and devise strategies to address key emerging development issues on the continent in the coming years. The post-2015 Development Agenda should also reaffirm the Rio Principles, especially the principle of common but differentiated responsibilities, the right to development and equity, and mutual accountability and responsibility, as well as ensure policy space for nationally tailored policies and programmes on the continent, including appropriate support for the implementation of the NEPAD

    Uganda's development planning is guided by the long term vision-Vision 2040, by which the country aspires to see a transformed Society from a peasant to a modern and prosperous country within 30 years. Formulation of the vision involved nation-wide consultation of various stakeholders (government, parliament, civil society organisations, business, labour, professionals, academia, opinion leaders, etc), which coincided with the first round of global Post2015 consultations. Among many indicators, the country envisages per capita income of USD 9,500, real GDP growth rate of more than 8 percent. This will be achieved through strategic policy reforms and shifts, such as review and restructuring of the service delivery system, front-loading investments in infrastructures, and exploring innovative financing mechanisms, in partnership with development partners. The holistic nature of this vision and the wide consultative process along with it provided a key milestone and back bone for localization of agenda 2030

    Road Expansion and Urban Highways: Consequences Outweigh Benefits in Kathmandu

    Rapid urbanization has transformed Kathmandu Valley, Nepal, one of the fastest growing metropolitan regions in South Asia. This urbanization, in turn, is leading to considerable social, economic, and environmental stress. The region has seen unplanned growth despite continued planning exercises. In 2011, in response to the rapid urbanization then Prime Minster Baburam Bhattarai initiated road expansion throughout the city to reduce traffic congestion. By mid 2015, it was clear that the road expansion induced greater demand leading to further traffic congestion rather than alleviating the problem. Today, non-motorized (pedestrians and bicycle) road users are more unsafe on the roads than ever before, and the plight of public transport users has remained the same. Traffic congestion has become a more serious problem. Air pollution associated with road construction and an increasing number of vehicles has turned the Kathmandu Valley into a dust bowl with potential for serious human health consequences. Along with road expansion, the government’s inability to regulate land use has contributed to Kathmandu’s current urban sprawl. Road expansion done without proper planning has threatened traditional settlements, many with heritage sites, and led to loss of public spaces and temple courtyards to make space for increasing demand for parking. Another major landscape change has been the building of concrete embankments and exclusive motor roads along the river corridors. The road expansion campaign is still ongoing and is a top priority of the government’s efforts to reduce congestion and improve urban transportation. It is high time the government of Nepal rethinks its vehicle-centric urban transport policy and adopts policy where mobility of people is prioritized. Urban transport planning should work to build a more equitable and inclusive city while addressing accessibility, safety, and environmental health risks of its growing urban population.     [Excerpt] Labor in the New Urban Battlegrounds is an energizing, optimistic book. By using the contemporary metropolis as a comparative laboratory to see what contexts and strategies contribute best to labor revitalization, Lowell Turner, Daniel Cornfield, and their collaborators generate a fresh sense of positive possibilities for labor and new insights as to how creative actors can best take advantage of those possibilities. Energizing optimism should not be confused with seeing things through rose-colored glasses. The book fully acknowledges the odds against labor revitalization and the structural obstacles to a more equitable society. Optimism is generated by pairing obstacles with possibilities, often brought to light by another city in which similar obstacles have been overcome with innovative strategies. This book builds on a new tradition of recent analyses of U.S. labor that compellingly contests previous premature obituaries of the labor movement while making a distinctive contribution. Its power is rooted in the comparative metropolis analytical theme and the editors\u27 skill in bringing a diverse baker\u27s dozen of substantive studies to bear on it. The individual chapters are empirically diverse, complementing a gamut of metropolitan areas in the United States with comparative cases from Europe. They employ varied methodological approaches to look at the social infrastructure and strategic choices that underlie urban successes and failures. Many chapters are in-depth case studies of individual cities, while others (e.g., Greer, Byrd, and Fleron; Hauptmeier and Turner) are paired comparisons. Still others (Applegate; Luce; Reynolds) draw their evidence from larger numbers of cities. One (Sellers) employs an ingenious analysis of cross-national data to draw inferences about differences in urban strategic possibilities. The result is much more powerful analytically than it would have been had the editors collected thirteen metropolitan case studies and then tried to figure out their comparative implications. Empirical range and methodological diversity augment the power of the volume, but the overarching focus on comparative metropolitan analysis is what gives the book its distinctive analytical punch. Even though a variety of organizations and social actors populate the stage—campaigns, nongovernmental organizations, individual unions, and ethnic communities—defining the urban area as the stage on which the dramas occur was a critical decision.
