    It is a commonplace that the internet has led to a globalisation of informatics and that this has had beneficial effects in terms of standards and interoperability. However this necessary harmonisation has also led to a growing understanding that this positive trend has an in-built assumption that "one size fits all". The paper explores the importance of local and national research in addressing global issues and the appropriateness of local solutions and applications. It concludes that federal and collegial solutions are to be preferred to imperial solutions

    The SASSCAL contribution to climate observation, climate data management and data rescue in Southern Africa

    A major task of the newly established "Southern African Science Service Centre for Climate Change and Adaptive Land Management" (SASSCAL; www.sasscal.org) and its partners is to provide science-based environmental information and knowledge which includes the provision of consistent and reliable climate data for Southern Africa. Hence, SASSCAL, in close cooperation with the national weather authorities of Angola, Botswana, Germany and Zambia as well as partner institutions in Namibia and South Africa, supports the extension of the regional meteorological observation network and the improvement of the climate archives at national level. With the ongoing rehabilitation of existing weather stations and the new installation of fully automated weather stations (AWS), altogether 105 AWS currently provide a set of climate variables at 15, 30 and 60 min intervals respectively. These records are made available through the SASSCAL WeatherNet, an online platform providing near-real time data as well as various statistics and graphics, all in open access. This effort is complemented by the harmonization and improvement of climate data management concepts at the national weather authorities, capacity building activities and an extension of the data bases with historical climate data which are still available from different sources. These activities are performed through cooperation between regional and German institutions and will provide important information for climate service related activities

    Development of a Secured Information System to Manage Malaria Related Cases in South Western region of Nigeria

    Effective community based management of malaria incidences in most community health care centers are hampered by failure in the prompt diagnosis and treatment of malaria. This challenge is exacerbated by the emergence of multidrug resistant plasmodium parasites which makes ineffective most of the effective therapeutic drugs used in the treatment of malaria. Furthermore, even at abrupt changes in the therapeutic recommendations does not always translate to an immediate change in the effective management and control of malaria. Thus, the quest for effective diagnosis and appropriate treatment becomes a daunting and necessary task. . In this article, a secured Information system to manage malaria related cases was developed by 2-tier architecture by using the VB.NET programming language within the Microsoft Visual studio 2008 edition. The database employed for storing relevant data was the SQL server 2005 edition and fingerprint device integrated into the information system was the Microsoft fingerprint reader. From the results in this study, we modeled a feasible medical history system for prompt diagnosis, effective drug recommendations and promulgation of policies that would serve as palliatives for community health care centers that suffers shortages in material and human resources handling malaria and its related diseases
