    Evaluating Pillar Industry's Transformation Capability: A Case Study of Two Chinese Steel-Based Cities.

    Many steel-based cities in China were established between the 1950s and 1960s. After more than half a century of development and boom, these cities are starting to decline and industrial transformation is urgently needed. This paper focuses on evaluating the transformation capability of resource-based cities building an evaluation model. Using Text Mining and the Document Explorer technique as a way of extracting text features, the 200 most frequently used words are derived from 100 publications related to steel- and other resource-based cities. The Expert Evaluation Method (EEM) and Analytic Hierarchy Process (AHP) techniques are then applied to select 53 indicators, determine their weights and establish an index system for evaluating the transformation capability of the pillar industry of China's steel-based cities. Using real data and expert reviews, the improved Fuzzy Relation Matrix (FRM) method is applied to two case studies in China, namely Panzhihua and Daye, and the evaluation model is developed using Fuzzy Comprehensive Evaluation (FCE). The cities' abilities to carry out industrial transformation are evaluated with concerns expressed for the case of Daye. The findings have policy implications for the potential and required industrial transformation in the two selected cities and other resource-based towns

    The aspiration to constant economic wellbeing and intensive transformation of the scientific world detects a problem of adaptation in high professional education (HPE). The HPE system built in the socio-economic structure reacts with a delay to changes in the environment. In the article we claim that HPE systems have features of bio-systems: self-preservation and adequate response to external stimuli. It is supposed that this delay can be overcome if we insert into the system the elements which can improve its adaptability. As the quantitative evaluation of the system gives no grounds to the model construction, our study offers a new concept of high professional education model building. To make a diagnostics of the HPE system and to create a model of HPE adaptation to the environmental challenges we use the method of fuzzy logics, comprising a base of rules and membership functions. The proposed algorithm of fuzzy output is based on the expert assessment data of the Russian Association of Engineering Universities received during the accreditation of engineering specialties in 10 universities of Russia

    Microservices and Machine Learning Algorithms for Adaptive Green Buildings

    In recent years, the use of services for Open Systems development has consolidated and strengthened. Advances in the Service Science and Engineering (SSE) community, promoted by the reinforcement of Web Services and Semantic Web technologies and the presence of new Cloud computing techniques, such as the proliferation of microservices solutions, have allowed software architects to experiment and develop new ways of building open and adaptable computer systems at runtime. Home automation, intelligent buildings, robotics, graphical user interfaces are some of the social atmosphere environments suitable in which to apply certain innovative trends. This paper presents a schema for the adaptation of Dynamic Computer Systems (DCS) using interdisciplinary techniques on model-driven engineering, service engineering and soft computing. The proposal manages an orchestrated microservices schema for adapting component-based software architectural systems at runtime. This schema has been developed as a three-layer adaptive transformation process that is supported on a rule-based decision-making service implemented by means of Machine Learning (ML) algorithms. The experimental development was implemented in the Solar Energy Research Center (CIESOL) applying the proposed microservices schema for adapting home architectural atmosphere systems on Green Buildings

    A Fuzzy Logic Based Algorithm for Finding Astronomical Objects in Wide-Angle Frames

    Accurate automatic identification of astronomical objects in an imperfect world of non-linear wide-angle optics, imperfect optics, inaccurately pointed telescopes, and defect-ridden cameras is not always a trivial first step. In the past few years, this problem has been exacerbated by the rise of digital imaging, providing vast digital streams of astronomical images and data. In the modern age of increasing bandwidth, human identifications are many times impracticably slow. In order to perform an automatic computer-based analysis of astronomical frames, a quick and accurate identification of astronomical objects is required. Such identification must follow a rigorous transformation from topocentric celestial coordinates into image coordinates on a CCD frame. This paper presents a fuzzy logic based algorithm that estimates needed coordinate transformations in a practical setting. Using a training set of reference stars, the algorithm statically builds a fuzzy logic model. At runtime, the algorithm uses this model to associate stellar objects visible in the frames to known-catalogued objects, and generates files that contain photometry information of objects visible in the frame. Use of this algorithm facilitates real-time monitoring of stars and bright transients, allowing identifications and alerts to be issued more reliably. The algorithm is being implemented by the Night Sky Live all-sky monitoring global network and has shown itself significantly more reliable than the previously used non-fuzzy logic algorithm.Comment: Accepted for publication in PAS

    A fuzzy approach to building thermal systems optimization.

    Optimization of building thermal systems is treated in the paper in the framework of fuzzy mathematical programming. This new approach allows to formulate more precisely the problem which compromises energy saving and thermal comfort satisfaction under given constraints. Fuzzy optimization problem is solved analytically under some assumptions. An example illustrates the viability of the approach proposed. A solution which significantly (with 38%) improves comfort is found which is more energetically expensive with only 0.6%. (c) IFS

    A modular CMOS analog fuzzy controller

    The low/medium precision required for many fuzzy applications makes analog circuits natural candidates to design fuzzy chips with optimum speed/power figures. This paper presents a sixteen rules-two inputs analog fuzzy controller in a CMOS 1 /spl mu/m single-poly technology based on building blocks implementations previously proposed by the authors (1995). However, such building blocks are rearranged here to get a highly modular architecture organized from two high level blocks: the label block and the rule block. In addition, sharing of membership function circuits allows a compact design with low area and power consumption and its highly modular architecture will permit to increase the number of inputs and rules in future chips with hardly design effort.     On the role of pre and post-processing in environmental data mining

    The quality of discovered knowledge is highly depending on data quality. Unfortunately real data use to contain noise, uncertainty, errors, redundancies or even irrelevant information. The more complex is the reality to be analyzed, the higher the risk of getting low quality data. Knowledge Discovery from Databases (KDD) offers a global framework to prepare data in the right form to perform correct analyses. On the other hand, the quality of decisions taken upon KDD results, depend not only on the quality of the results themselves, but on the capacity of the system to communicate those results in an understandable form. Environmental systems are particularly complex and environmental users particularly require clarity in their results. In this paper some details about how this can be achieved are provided. The role of the pre and post processing in the whole process of Knowledge Discovery in environmental systems is discussed
