    National Evaluation of the Capacity Building Programme in English Local Government: Overall Final Report

    This report is one of a series of outputs from the National Evaluation of the Capacity Building Programme for local government in England (CBP), undertaken by a team of researchers at the Policy Research Institute (PRI) at Leeds Metropolitan University and the Cities Research Unit at the University of West of England. This report summarises the findings from all four key strands of the evaluation. Because of the difficulties associated with quantifying the capacity of local authorities, much less the sector, in relation to the dynamic roles and objectives that they pursue, the report focuses on what has worked, why and in what circumstances, rather than providing a definitive assessment of the extent of change of capacity building enabled by the CBP. The CBP was launched in 2003 as a joint Department for Communities and Local Government/Local Government Association (LGA) initiative to support capacity building and improvement activities within local authorities in England. The CBP has supported four main streams of improvement and capacity building activity in local authorities (see Section 1.2; p13)

    The CGIAR Research Program on Aquatic Agricultural Systems (AAS) has developed its Gender Research in Development Strategy centered on a transformative approach. Translating this strategy into actual research and development practice poses a considerable challenge, as not much (documented) experience exists in the agricultural sector to draw on, and significant innovation is required. A process of transformative change requires reflecting on multiple facets and dimensions simultaneously.     Review of the Learning Alliance for Adaptation in Smallholder Agriculture

    The Learning Alliance for Adaptation in Smallholder Agriculture is a knowledge platform which leverages the strengths, opportunities and diverse audiences of the International Fund for Agriculture (IFAD) and the CGIAR Research Program on Climate Change, Agriculture and Food Security (CCAFS). The objective of the Learning Alliance is to produce and disseminate evidence for informed policy and implementation of climate-smart agriculture (CSA) interventions by capturing, analyzing and communicating lessons emerging from the IFAD supported global Adaptation in Smallholder Agriculture Programme (ASAP). The Learning Alliance strives to enable agricultural development policy-makers and practitioners make science-based decisions in the context of climate change. The underlying assumption of the Learning Alliance is that the “provision of demand-driven research outputs to policy-makers and practitioners is a key mechanism for improving the effectiveness of adaptation actions among ultimate beneficiaries, in this case smallholder farmers”. The review aims to identify areas for improvement to achieve the planned outcomes of the Learning Alliance more effectively. It provides recommendations to inform a further phase, based on the experience of those closely involved in the knowledge production and implementation of the Alliance

    A review of the leader approach for delivering the rural development programme for England: a report for Defra

    This report, commissioned by the Rural Communities Policy Unit at Defra, sets out the findings of a review of the Leader approach in England. The focus of the review is the impact of Leader in contributing to the delivery of the Rural Development Programme (RDP) in England, in order to inform the future Leader approach to delivering rural policy. The research is primarily based on a review of existing literature and in-depth qualitative research with Local Action Groups and other stakeholders involved in delivering or benefiting from the Leader approach. The review focuses on four key issues: 1) Evidence to support the rationale for use of EU resources to enable rural development – justifying intervention for the current programme and informing choices about interventions in the next programme 2) Evidence on the extent to which interventions have been effective to date and where future resources can be targeted 3) Evidence to provide an assessment of the impact of RDPE spend (2007-13) on outcomes – with reference to delivery mechanisms 4) Evidence to support prioritisation of activities to be funded under the next programme mapped against the six EU wide priorities for 2014-2020 and inform decisions about future delivery models

    This report presents the findings of the evaluation of the Capacity Building pilots. The evaluation of the pilots is part of the on-going evaluation of the Capacity Building Programme and has been undertaken in the early scoping phase of the main evaluation in order to capture key learning points and insights into the programme. It is intended that the ongoing evaluation of the Capacity Building Programme will be formative and assist in the development of the programme over time. In what follows the background to the pilots programme is discussed, highlighting the kinds of capacity building activities the pilots are engaged with and the link between the Capacity Building Programme and the CPA. The report outlines the structure and purpose of the pilots programme and the nature and characteristics of the different pilots that were undertaken. The seven case studies are then discussed in more detail in the main body of 1 Introduction | 5 the report. These are drawn together in key themes and findings which can be used to strengthen future project development
