    Key issues in trade facilitation : summary of World Bank/European Union workshops in Dhaka and Shanghai in 2004

    Trade facilitation is the ability of countries to deliver goods and services on time at the lowest possible cost. It has emerged as an important issue in unilateral, bilateral, and multilateral trade liberalization. Most countries have embarked on heroic reforms aimed at reducing transaction costs of trade. Thus, among the four new Singapore issues, there was least resistance from World Trade Organization (WTO) member countries to include trade facilitation in the Doha Round discussions. However, all countries are not equally placed in initiating reforms in the complex areas of customs procedures, transport and port logistics, harmonization of standards, and simplification of procedures. Trade facilitation reforms require a large volume of technical assistance for national capacity building. To facilitate what these reforms entail and what can be learned from cross-country experiences, the EU and the World Bank organized two workshops in Dhaka (South Asian countries) and Shanghai (East Asian countries) in 2004. Jointly they succeeded in bringing together renowned experts from multilateral organizations, selected bilateral donor community, the private sector, ex civil servants, and scholars. The participants were largely drawn from the relevant government departments and chambers of commerce and industry. This paper summarizes the main presentations in the workshops. It also indicates the areas that need more focus in future events. The paper should serve as a reference document for national policymakers and for future seminars and workshops on trade facilitation.     Competences of IT Architects

    The field of architecture in the digital world uses a plethora of terms to refer to different kinds of architects, and recognises a confusing variety of competences that these architects are required to have. Different service providers use different terms for similar architects and even if they use the same term, they may mean something different. This makes it hard for customers to know what competences an architect can be expected to have.\ud \ud This book combines competence profiles of the NGI Platform for IT Professionals, The Open Group Architecture Framework (TOGAF), as well as a number of Dutch IT service providers in a comprehensive framework. Using this framework, the book shows that notwithstanding a large variety in terminology, there is convergence towards a common set of competence profiles. In other words, when looking beyond terminological differences by using the framework, one sees that organizations recognize similar types of architects, and that similar architects in different organisations have similar competence profiles. The framework presented in this book thus provides an instrument to position architecture services as offered by IT service providers and as used by their customers.\ud \ud The framework and the competence profiles presented in this book are the main results of the special interest group “Professionalisation” of the Netherlands Architecture Forum for the Digital World (NAF). Members of this group, as well as students of the universities of Twente and Nijmegen have contributed to the research on which this book is based

    Improving WASH Service Delivery in Protracted Crises: The Case of the Democratic Republic of Congo

    Delivering Water, Sanitation and Hygiene (WASH) services during humanitarian emergencies and immediate recovery phases is essential for saving lives and responding to basic needs, yet choices about how WASH services are delivered can undermine future development and peace. Longer-term interventions can also overlook how they equip communities, households and government to prepare and respond to future emergencies. This is increasingly evident in protracted or recurrent crises, in which overlapping and cyclical phases of emergency, relief, recovery and development interventions coexist. In these contexts, practitioners and academics alike have acknowledged the problem of reconciling the fundamentally different institutional cultures, assumptions, values, structures and ways of working that characterise the humanitarian and the development communities.In this report, we analyse humanitarian and development approaches in a specific sector, in a particular country: WASH interventions in the Democratic Republic of Congo (DRC). We consider how and why siloes have arisen. We argue that the problem is not so much about filling a 'gap' between humanitarian and development siloes, but about aligning the principles and practices of both communities in specific contexts so that the overall response can meet changing needs and constraints. We identify a number of ways through which improved complementarity might be achieved, differentiating between national and sub-national levels

    Embracing Change: The Critical Role of Information, a research project by the Internews' Center for Innovation & Learning, supported by the Rockefeller Foundation, combines Internews' longstanding effort to highlight the important role ofinformation with Rockefeller's groundbreaking work on resilience. The project focuses on three major aspects:- Building knowledge around the role of information in empowering communities to understand and adapt to different types of change: slow onset, long-term, and rapid onset / disruptive;- Identifying strategies and techniques for strengthening information ecosystems to support behavioral adaptation to disruptive change; and- Disseminating knowledge and principles to individuals, communities, the private sector, policymakers, and other partners so that they can incorporate healthy information ecosystems as a core element of their social resilience strategies

    Emergency Management Training for Transportation Agencies

    State transportation agencies have a variety of responsibilities related to emergency management. Field personnel manage events--from day-to-day emergencies to disasters--using the Incident Command System (ICS) as their organizational basis. At the headquarters level, the Emergency Operations Center (EOC) coordinates the use of resources across the department and its districts, with other state departments and agencies, and through the federal Emergency Support Function 1. District-level EOCs coordinate with the department. In extreme events, the transportation department may only be able to deliver limited essential services in austere conditions, so a continuity of operations/ continuity of government plan (COOP/COG) is essential. This research applied the principles of andragogy to deliver ICS field level training, EOC training and COOP/COG training to state transportation agency’s staff in all districts and at headquarters. The data supports the need for adult-oriented methods in emergency management training

    Science Hackathons for Cyberphysical System Security Research: Putting CPS testbed platforms to good use

    A challenge is to develop cyber-physical system scenarios that reflect the diversity and complexity of real-life cyber-physical systems in the research questions that they address. Time-bounded collaborative events, such as hackathons, jams and sprints, are increasingly used as a means of bringing groups of individuals together, in order to explore challenges and develop solutions. This paper describes our experiences, using a science hackathon to bring individual researchers together, in order to develop a common use-case implemented on a shared CPS testbed platform that embodies the diversity in their own security research questions. A qualitative study of the event was conducted, in order to evaluate the success of the process, with a view to improving future similar events
