Media policy for ethnic and national minorities in Poland, the Czech Republic and Slovakia
This chapter describes legal, institutional and professional frameworks for media policy concerning national and ethnic minorities in Poland, the Czech Republic and Slovakia. It considers four models of minority media policy – the autonomous; anti-discrimination; minority protection and assimilation models – in an attempt to examine how minority access to the media can be facilitated through regulation. In particular, the author argues for greater emphasis to be placed on minority protection and anti-discrimination measures

Insights in the cost of continuous broadband Internet on trains for multi-service deployments by multiple actors with resource sharing
The economic viability of broadband Internet services on trains has always been proved difficult, mainly due to a high investment cost and low willingness to pay by train passengers, but also due to unused opportunities such as non-passenger services (e.g. train performance monitoring, crew services) and optimization of the resources consumed to offer Internet services. Evaluating opportunities to improve the return on investment is therefore essential towards profitability of the business case. By efficiently sharing resources amongst services, costs can be pooled over several services in order to reduce the investment cost per service. Current techno-economic evaluation models are hard to apply to cost allocation in a multi-service deployment with multiple actors and resource sharing. We therefore propose a new evaluation model and apply it to a deployment of Internet services on trains. We start with a detailed analysis of the technical architecture required to provide Internet access on trains. For each component, we investigate the impact by the different services on resource consumption. The proposed techno-economic evaluation model is then applied in order to calculate the total cost and allocate the used and unused resources to the appropriate services. In a final step, we calculate the business case for each stakeholder involved in the offering of these services. This paper details the proposed model and reports on our findings for a multi-service deployment by multiple actors. Results show important benefits for the case that considers the application of resource sharing in a multi-service, multi-actor scenario and the proposed model produces insights in the contributors to the cost per service and the unused amount of a resource. In addition, ex-ante insights in the cost flows per involved actor are obtained and the model can easily be extended to include revenue flows to evaluate the profitability per actor. As a consequence, the proposed model should be considered to support and stimulate upcoming multi-actor investment decisions for Internet-based multi-service offerings on-board trains with resource sharing

Digital switchover in Europe
This article discusses the political, economic, technological and human aspects of the digital switchover in Europe and explores various policies for managing the process. The article first examines the advantages and drawbacks of digital switchover, and identifies a number of challenges and policy dilemmas of making switchover an achievable objective. It goes on to look at digital television adoption across Europe and assesses the effectiveness of free-to-air digital television to accelerate take-up. Finally, the article examines EU initiatives as well as national plans in digital switchover and proposes various measures for encouraging the take-up of digital services and therefore bringing forward the likely idea of analogue switch-off
Resistance of channels: television distribution in the multiplatform era
This article focuses on distribution of television and, using BBC Three as a case study, provides an in-depth examination of how broadcasters’ strategies for packaging and distributing content are being re-considered in response to newly emerging patterns of audience behaviour and demand. It considers the extent to which the role of the broadcast channel – traditionally the main vector via which audiences have enjoyed television content - may now be threatened by the rise of online rivals and accompanying pressures to adjust to a digital multiplatform environment. Drawing on the experience of BBC Three, the research question it asks is: to what extent is there an economic justification for switching from ‘the channel’ as the distribution format to an online-only service? The original findings presented are based on analysis of the finances of BBC Three, on evidence gathered through a series of in-depth interviews carried out with senior executives at the BBC, and on analysis of secondary source data and public policy statements and performance reviews. They provide an empirically based contribution to knowledge about how growth of the internet is prompting public service suppliers of media to reconsider and adjust their strategies for distribution of television content and, more generally, to understanding of contemporary strategies for re-invention and survival in the television industry
Satellite system performance assessment for in-flight entertainment and air traffic control
Concurrent satellite systems have been proposed for IFE (In-Flight Entertainment) communications, thus demonstrating the capability of satellites to provide multimedia access to users in aircraft cabin. At the same time, an increasing interest in the use of satellite communications for ATC (Air Traffic Control) has been motivated by the increasing load of traditional radio links mainly in the VHF band, and uses the extended capacities the satellite may provide. However, the development of a dedicated satellite system for ATS (Air Traffic Services) and AOC (Airline Operational Communications) seems to be a long-term perspective. The objective of the presented system design is to provide both passenger application traffic access (Internet, GSM) and a high-reliability channel for aeronautical applications using the same satellite links. Due to the constraints in capacity and radio bandwidth allocation, very high frequencies (above 20 GHz) are considered here. The corresponding design implications for the air interface are taken into account and access performances are derived using a dedicated simulation model. Some preliminary results are shown in this paper to demonstrate the technical feasibility of such system design with increased capacity. More details and the open issues will be studied in the future of this research work
