    Bridges, brokers and boundary spanners in collaborative networks: a systematic review

    BackgroundBridges, brokers and boundary spanners facilitate transactions and the flow of information between people or groups who either have no physical or cognitive access to one another, or alternatively, who have no basis on which to trust each other. The health care sector is a context that is rich in isolated clusters, such as silos and professional “tribes,” in need of connectivity. It is a key challenge in health service management to understand, analyse and exploit the role of key agents who have the capacity to connect disparate groupings in larger systems. MethodsThe empirical, peer reviewed, network theory literature on brokerage roles was reviewed for the years 1994 to 2011 following PRISMA guidelines. ResultsThe 24 articles that made up the final literature set were from a wide range of settings and contexts not just healthcare. Methods of data collection, analysis, and the ways in which brokers were identified varied greatly. We found four main themes addressed in the literature: identifying brokers and brokerage opportunities, generation and integration of innovation, knowledge brokerage, and trust. The benefits as well as the costs of brokerage roles were examined. ConclusionsCollaborative networks by definition, seek to bring disparate groups together so that they can work effectively and synergistically together. Brokers can support the controlled transfer of specialised knowledge between groups, increase cooperation by liaising with people from both sides of the gap, and improve efficiency by introducing “good ideas” from one isolated setting into another. There are significant costs to brokerage. Densely linked networks are more efficient at diffusing information to all their members when compared to sparsely linked groups. This means that while a bridge across a structural hole allows information to reach actors that were previously isolated, it is not the most efficient way to transfer information. Brokers who become the holders of, or the gatekeepers to, specialised knowledge or resources can become overwhelmed by the role and so need support in order to function optimally

    Information brokering in globally distributed work: a workarounds perspective

    Past studies have so far taken an interest in the two important roles intermediaries play to effectively broker information. One, where intermediaries connect information between multiple users. Two, where they protect information being transmitted. Common to these two streams is the assumption that efficient brokering takes place when information is visible. However, in practice, information exchanges bypass the intermediary for various reasons. Despite this, existing research has paid little attention how intermediaries broker effectively when information is not visible. Drawing on a qualitative case study in a globally distributed finance function we explore how intermediaries broker in a complex, distributed setting that creates conditions to distort and hide information. We contribute to brokering literature by offering a new third role: regulating information. Our research also provides insights for intermediary management by illuminating the normative complexity of information workarounds which aid problem-solving but leads to information hiding

    Bridging gaps: a systematic literature review of brokerage in educational change

    Bridging gaps between educational stakeholders at the classroom, school, and system levels is essential to achieve sustainable change in primary and secondary education. However, transferring knowledge or building capacity within this network of loosely coupled stakeholders is demanding. The brokerage concept holds promise for studying these complex patterns of interaction, as it refers to how specific actors (brokers) link loosely coupled or disconnected individuals (brokering). However, different research traditions, in terms of theoretical frameworks and methodological approaches, and various stakeholders examined in their role as bridge builders make understanding the role of brokers, brokering, and brokerage in changing educational practice challenging. Therefore, the purpose of this study is to provide an overview of the current literature on these concepts in educational change research. In a systematic literature review based on 42 studies, we analyzed each study’s theoretical assumptions, methodological approach, scope in terms of stakeholders involved, and empirical findings. First, the literature review revealed that research on educational change refers to four different theoretical frameworks when focusing on brokers, brokering, or brokerage. Second, our results indicate that predominantly qualitative approaches have been applied. Third, using content network graphs, we identified teachers and principals as among the most frequently analyzed brokers. Fourth, four relevant aspects of the empirical findings are presented: brokers’ personal characteristics, conditions that enable brokering, successful brokering strategies, and outcomes of brokerage. Finally, we outline a future research agenda based on the empirical evidence base and shortcomings

    Crossing the Communication Barrier in Global Software Development Projects via Global Software Development Brokers

    As the key stakeholders in Global Software Development (GSD) projects are distributed across geographical locations, many GSD projects suffer from a communication barrier, which exists due to language-, cultural-, time zone (and possibly other) differences among key stakeholders. This barrier not only increases communication cost, it also decreases the efficiency and quality of stakeholder communication, adding extra risks to these projects, and decreasing the probability of success. So far, there is no simple solution to this problem. Using the Collaborative Networks paradigm, this paper introduces the concept of ‘Global Software Development Collaborative Network’ (GSD-CN) as a formal model to analyse communication cost and quality. The paper proposes a new entity (role) called Global Software Development Broker (GSDB). We argue and demonstrate in an example that the proposed GSDBs will (a) simplify the network structure, (b) decrease communication cost, and (c) improve communication quality – consequently increasing the probability of success of GSD projects

    Who has influence in multistakeholder governance systems?

    As multistakeholder governance has emerged as an important feature in development, new governance structures that foster the participation of multiple stakeholders from the public sector, civil society, and the private sector have emerged in various fields, ranging from the management of natural resources to the provision of public services. To make such governance structures work, it is essential to understand how different stakeholders influence decisionmaking and what determines their influence. This paper uses Net-Map, an innovative participatory method, to analyze how networking influences decisionmaking in multistakeholder governance structures, using the case of the governance board of the White Volta River Basin in northern Ghana as an example. The method visualizes both the relations between all stakeholders in watershed management as perceived by the 17 members on the board and their influence on development outcomes. The study suggests that significant effects of social networking are at play beyond the formal lines of command and funding as stakeholders in watershed management make decisions. Stakeholders are more influential if they participate more prominently in information exchange and provide more advice to others. This counterbalances the overrepresentation of government actors on the board. Meanwhile some government organizations have a low level of influence, even though they are central in giving funding and command. These findings may be interesting for program leaders and policymakers in watershed management: when designing governance structures they need to take into account the importance of social networking to attain main objectives of watershed development; it is important to provide space that allows the exchange of information and advice among stakeholders. Meanwhile, policymakers and program leaders as well must consider overrepresentation of social network champions in multistakeholder governance structures and the limited capacity of government bodies in social networking.     Working Across Boundaries: Current and Future Perspectives on Global Virtual Teams

    Global Virtual Teams (GVTs) are a commonplace in contemporary organizations, and an already established topic of research in international management. While we have a good understanding of advantages and challenges associated with this ubiquitous form of work groups, this special issue aims to contribute to theory development by focusing on key drivers that influence the success of GVTs, along with ways for mitigating their challenges. We briefly review current knowledge on GVTs and propose a structuring framework that can help with both organizing what we know about GVTs, and with guiding the conversation on where the research on this topic might focus next. We then introduce four special issue articles that illustrate avenues for generating new empirical evidence towards uncovering key characteristics and dynamics underlying GVTs complexities, providing useful insights for both theory development and managerial practice

    Network brokerage:An integrative review and future research agenda

    Network brokerage research has grown rapidly in recent decades, spanning the boundaries of multiple social science disciplines as well as diverse research areas within management. Accordingly, we take stock of the literature on network brokerage and provide guidance on ways to move this burgeoning research area forward. We provide a comprehensive review of this literature, including crucial dimensions of the concept itself in terms of brokerage structure and behavior, a set of key categories of factors surrounding the brokerage concept (antecedents, outcomes, and moderators), and an overview of brokerage dynamics over time. We use these dimensions and categories to depict network brokerage’s theoretical and empirical underpinnings as well as evaluate prior research efforts. In so doing, we offer a means to summarize and synthesize this large, interdisciplinary literature, identify important research gaps, and offer promising directions for future research
