    Performance Payments for Environmental Services : Lessons from Economic Theory on the Strength of Incentives in the Presence of Performance Risk and Performance Measurement Distortion

    Payments for environmental services (PES) schemes have become an increasingly accepted and popular mode for governmental and non-governmental agencies to use in addressing local and regional declines in ecosystem services. A defining characteristic of performance payments, a sub-category of PES schemes, is the linking of individual payments to environmental outputs themselves rather than to the inputs that affect the production of environmental services. Such a focus raises several practical issues during implementation. We review and translate key aspects of the economic theory of incentives into the context of performance payments schemes with special attention paid to two practical issues. The first is that of structuring individual incentives to account for risks outside the individual’s control such as weather that can affect the level of environmental services generated. The second deals with the possibility of distortion in the measurements of environmental services used to determine individual payments under PES schemes. Each challenge is accompanied by a discussion of advice based upon economic theory and a discussion of examples from different countries where such implementation issues arise.Optimal Incentive Contracts, Payments for Environmental Services, Performance Incentives, Distortion

    Alaska's First Wolf Controversy: Predator And Prey In Mount McKinley National Park, 1930-1953.

    Thesis (M.A.) University of Alaska Fairbanks, 1994The decision in the 1930s by the National Park Service to quit eliminating predatory animals in parks arose from evolving attitudes among scientists toward predation, but had little public support. Of the various parks, only Mount McKinley National Park still held wolves, and the National Park Service received considerable opposition to wolf protection from the eastern Camp Fire Club of America and from Alaskans. The former desired permanent protection from wolves for the park's Dall sheep, while the latter could not understand protecting wolves when, throughout Alaska, efforts were made to minimize wolves. Using material from the National Archives and Alaskan sources, this historical study examines the role of public opinion as the Park Service attempted to respond to its critics and still adhere to its protective faunal management philosophy, in what was the nation's first argument over offering sanctuary to our most charismatic predator. <p

    Better Bounty Hunting

    The SEC’s new whistleblower bounty program has provoked significant controversy. That controversy has centered on the failure of the implementing rules to make internal reporting through corporate compliance departments a prerequisite to recovery. This Article approaches the new program with a broader lens, examining its impact on the longstanding debate over fraud-on-the-market (FOTM) class actions. The Article demonstrates how the bounty program, if successful, will replicate the fraud deterrence benefits of FOTM class actions while simultaneously increasing the costs of such suits — rendering them a pointless yet expensive redundancy. If instead the SEC proves incapable of effectively administering the bounty program, the Article shows how amending it to include a qui tam provision for Rule 10b-5 violations would offer several advantages over retaining FOTM class actions. Either way, the bounty program has important and previously unrecognized implications that policymakers should not ignore

    In evolutionary perspective, what is most remarkable about human sociality is its many and diverse forms of cooperation. Here, I provide an overview of some recent research, mostly from our laboratory, comparing human children with their nearest living relatives, the great apes, in various tests of collaboration, prosocial behavior, conformity, and group-mindedness (e.g., following and enforcing social norms). This is done in the context of a hypothetical evolutionary scenario comprising two ordered steps: a first step in which early humans began collaborating with others in unique ways in their everyday foraging and a second step in which modern humans began forming cultural groups.     The story of how and why the Canadian government negotiated Treaty 8 with First Nations living in north-western Canada, and its attitude toward the people whom it casually left out of treaty, provide an excellent example of how the Canadian government approached treaty negotiations in the late nineteenth and early twentieth centuries. Treaty 8 is both typical of the other numbered treaties negotiated with First Nations in the late nineteenth century in western Canada as well as different, in that it was the first of the "northern" numbered treaties negotiated with First Nations. This thesis looks at Treaty 8 in both ways: how it illustrates a common approach to treaty making on the part of the Canadian government, and how it differs from other treaties and other treaty negotiation processes. The thesis also tells the story of the people left out of Treaty 8 negotiations in northern Alberta and north-western Saskatchewan, as well as their struggles to obtain justice for this governmental oversight. This thesis looks at a number of issues related to Treaty 8 which earlier historians have either not focused on or overlooked. The first is that the territory covered by Treaty 8 is greater than the area into which treaty commissioners were sent in 1899 and 1900. The second related point is that the government policy of the time that treaties should be negotiated at as little expense and cost to the government as possible meant that people were left out of treaty negotiations

    How university-based principal investigators shape a hybrid role identity

    This paper examines the role identity of university based principal investigators (PIs), as well as the learning mechanisms that underpin this position. PIs have become the focus of increasing research attention which has argued that they, along with universities and funding bodies, form an increasingly crucial tripartite in public research environments. Although the PI position is well recognised among scientific peers and research institutions, a role identity is still emerging and remains ill-defined. This issue requires research attention as having a clear role identity is fundamental to performing a role effectively. Our analysis draws on interviews with 41 health science PIs in New Zealand to develop a PI role identity learning framework. We find that the PI role identity is made up of four roles – science networker, research contractor, project manager, and entrepreneur - that are mutually reinforcing throughout the research process, and which together form a hybrid science-business role identity. Furthermore, we identify two learning mechanisms – learning through experience and violation – and show how these are formative for role identity when transitioning to an ill-defined position. Based on our findings we discuss a number of practical implications for PIs, universities and funding bodies

    Indian Fishing Rights: Aftermath of the Fox Decision and the Year 2000

    The ongoing Indian fishing rights debate in northern Michigan is intensifying as a 1985 court ordered consent agreement nears its year 2000 expiration date. Many of the local citizenry are concerned that the debate may turn violent as it did in the 1970s. In the 1970s there was fierce competition between Indians and non-Indians over a fish resource that was becoming depleted at an alarming rate. While pollution of the Great Lakes and the presence of non-native parasites were more likely the cause of the depleted stocks, the sport fishermen blamed Indian gill netting for the problem. In recent years, Indians have continually pressed for expanded gill net fishing grounds and for a higher share of the fish harvest. The Michigan Department of Natural Resources (MDNR) wants to be able to manage and protect the state\u27s natural resources for the benefit of all the people in the state. Sport fishermen claim that the Indians will destroy the sport fishery. The Indians are offended by the sport fishermen\u27s assertions that Indians are responsible for the decimation of the fish resource and by the sport fisherman\u27s lack of respect for their fishing rights which have been guaranteed to them by the treaties and affirmed by numerous court decisions
