    Talking Nets: A Multi-Agent Connectionist Approach to Communication and Trust between Individuals

    A multi-agent connectionist model is proposed that consists of a collection of individual recurrent networks that communicate with each other, and as such is a network of networks. The individual recurrent networks simulate the process of information uptake, integration and memorization within individual agents, while the communication of beliefs and opinions between agents is propagated along connections between the individual networks. A crucial aspect in belief updating based on information from other agents is the trust in the information provided. In the model, trust is determined by the consistency with the receiving agents’ existing beliefs, and results in changes of the connections between individual networks, called trust weights. Thus activation spreading and weight change between individual networks is analogous to standard connectionist processes, although trust weights take a specific function. Specifically, they lead to a selective propagation and thus filtering out of less reliable information, and they implement Grice’s (1975) maxims of quality and quantity in communication. The unique contribution of communicative mechanisms beyond intra-personal processing of individual networks was explored in simulations of key phenomena involving persuasive communication and polarization, lexical acquisition, spreading of stereotypes and rumors, and a lack of sharing unique information in group decisions

The resource-based view of the firm that gained currency in the mid-1980s considered that the competitive advantage of an organization rests on the application of the strategic resources at its disposal. These days, orthodoxy recognizes the merits of the dynamic, knowledge-based capabilities underpinning the positions organizations occupy in a sector or market. Strategic alliances—meaning cooperative agreements between two or more organizations—are a means to enhance strategic resources: self-sufficiency is becoming increasingly difficult in a complex, uncertain, and discontinuous external environment that calls for focus and flexibility in equal measure.     Europe and the world face a moment of transformation. The global financial crisis wiped out years of economic and social progress, exposed structural weaknesses in world economies and emphasised the importance of the real economies and strong industries. Modernisation and digitalisation of the industrial base together with the promotion of a competitive framework for industry through research, technology and innovation are drivers for recovery. Innovation, and particularly open innovation, is a key factor of global competitiveness. The European Commission (EC) addresses international cooperation policy in a wider framework and adapts to the evolving needs of partner countries at different stages of development (EC, 2018a). Latin America and the Caribbean countries’ (LAC) and the European Union’s (EU) cooperation on science, technology and innovation has a long history based on cultural roots and common concerns. They share a strategic bi-regional partnership, which was launched in 1999 and stepped up significantly in recent years. The two regions co-operate closely at international level across a broad range of issues and maintain an intensive political dialogue at all levels. EU-LAC relationships are moving from a traditional cooperation model towards a learning model, where sharing experiences and learning from innovations appear to be decisive (OECD, 2014). This paper focuses on the challenges that innovation nowadays poses to international relations and diplomacy.     Increased digitalisation has brought both economic benefits and cybersecurity challenges. According to Europol, an expanding cybercriminal economy is exploiting our increasingly Internet-enabled lives and low levels of digital skills. This became publicly evident in May 2017 with the biggest ransomware attack so far; the WannaCry cryptoworm exploited a security gap in widely used, and often not updated versions of the Windows operational system. The cyber weapon, which enabled hackers to lock (encrypt) the victims' computer files until they paid a ransom, was stolen from the US National Security Agency. It spread within a few hours, affecting 200,000 computers, compromising the security and preventing the work of critical infrastructures, such as hospitals (NHS), public transport (Deutsche Bahn), banks (Deutsche Bank), service providers (Telefónica), delivery services (FedEx), and businesses across the globe

    Beyond clusters: Fostering innovation through a differentiated and combined network approach

    Over the past decades, economic and innovation policy across Europe moved in the direction of creating regional clusters of related firms and institutions. Creating clusters through public policy is risky, complex and costly, however. Moreover, it is not necessary to rely on clusters to stimulate innovation. A differentiated and combined network approach to enhancing innovation and stimulating economic growth may be more efficient and effective, especially though not exclusively in regions lacking clusters. The challenge of such a policy is to mitigate the bottlenecks associated with ‘global pipeline’, ‘local buzz’ and ‘stand alone’ strategies used by innovative firms (cf. Bathelt et al. 2004; Atzema & Visser 2005b), and to combine these strategies with a view to their complementarity in terms of knowledge effects. Private and semi-public brokers will be key in the evolving policy, as timely organizational change is crucial for continued innovation, while brokers also need to mitigate governance problems. This requires region-specific knowledge in terms of sectors, life cycles, institutional and socio-cultural factors, and yields spatially differentiated and differentiating adjustment strategies. The role of public policy is to assist in recruiting, provide start-up funding and monitor brokers. With this, policy moves towards a decentralized, process-based, region-specific, spatially diverging and multi-level system of innovation that is geared towards the evolving innovation strategies of firms.innovation policy, clusters, networks, governance, regionalization

    Science and Technology Cooperation in Cross-border Regions::A Proximity Approach with Evidence for Northern Europe

    Given the sheer number of cross-border regions (CBRs) within the EU, their socio-economic importance has been recognized both by policy-makers and academics. Recently, the novel concept of cross-border regional innovation system has been introduced to guide the assessment of integration processes in CBRs. A central focus of this concept is set on analyzing the impact of varying types of proximity (cognitive, technological, etc.) on cross-border cooperation. Previous empirical applications of the concept have, however, relied on individual case studies and varying methodologies, thus complicating and constraining comparisons between different CBRs. Here a broader view is provided by comparing 28 Northern European CBRs. The empirical analysis utilizes economic, science and technology (S&T) statistics to construct proximity indicators and measures S&T integration in the context of cross-border cooperation. The findings from descriptive statistics and exploratory count data regressions show that technological and cognitive proximity measures are significantly related to S&T cooperation activities (cross-border co-publications and co-patents). Taken together, our empirical approach underlines the feasibility of utilizing the proximity approach for comparative analyses in CBR settings

The risk of regional instability is growing, due to China’s re-emergence, continued speculation about US strategic engagement in Asia and increased competition over disputed maritime boundaries. These developments provide opportunities for collaboration between countries like Canada and Australia. Non-traditional security threats, including natural disasters, climate change, food security and cyber security, point to a range of areas where the two countries can work more closely together.     Trust-based quality culture conceptual model for higher education institutions

    Higher Education Institutions (HEIs) play a crucial role in societies as they enhance the sustainable development of nations. In a context of increasing competition and financial difficulties in higher education institutions, the loyalty of students, faculty and administration staff as well as institutional reputation are key factors for survival and success. They are built upon trust and high quality of services rendered by HEIs. The intentional development of trust serves the purpose of enhancing the quality culture in higher education. The concept of quality culture has become a natural successor of quality management and quality assurance in universities presenting a new perspective for viewing quality at HEIs - as a combination of structural and managerial with cultural and psychological components. This paper provides an elaboration of a novel Trust-Based Quality Culture Conceptual Model for Higher Education Institutions which presents the perceived interconnections between trust and quality culture at HEIs. It can form a source for an inquiry process at HEIs, thus contributing to better contextual diagnosis of the stage where HEI is in the process of building the quality culture based on trust. The findings of this study are important in better understanding the quality culture development in HEIs that is based on trust, loyalty and reputation. It may have an impact on the decision-making processes concerning HEIs’ management. The proposed model contributes to the need for greater clarity, ordering and systematization of the role of trust in the processes of quality culture development
