Two recent books focus attention on the role of regulation in the modem economy and the reasons why efforts at deregulation succeed or fail. Clifford Winston\u27s Government Failure Versus Market Failure: Microeconomics Policy Research and Government Performance reviews empirical studies of regulation and its alternatives, arguing that economic regulation has quite often done more harm than good. In Creating Competitive Markets: The Politics of Regulatory Reform, editors Mark K. Landy, Martin A. Levin and Martin Shapiro collect essays addressing the political dangers faced by those pursuing market liberalization, both before and (especially) after reform is enacted. Read together, these books help to explain the sometimes perplexing legacy of the Telecommunications Act of 1996, which embodied ambitiously deregulatory goals but has resulted in an increasingly complex regulatory framework. They also offer critical guidance to those who will craft and implement future telecommunications legislation, urging such decisionmakers to focus not only on policy but also on politics if they hope to enact durable reform

Constructing a Virtual Training Laboratory Using Intelligent Agents

    No full text
This paper reports on the results and experiences of the Trilogy project; a collaborative project concerned with the development of a virtual research laboratory using intelligence agents. This laboratory is designed to support the training of research students in telecommunications traffic engineering. Training research students involves a number of basic activities. They may seek guidance from, or exchange ideas with, more experienced colleagues. High quality academic papers, books and research reports provide a sound basis for developing and maintaining a good understanding of an area of research. Experimental tools enable new ideas to be evaluated, and hypotheses tested. These three components-collaboration, information and experimentation- are central to any research activity, and a good training environment for research should integrate them in a seamless fashion. To this end, we describe the design and implementation of an agent-based virtual laboratory

Africa and the media: changing aspects of communication (a working bibliography)

African Studies Center Working Paper No. 17INTRODUCTION: Each year the annual meeting of the African Studies Association has a general theme, on which a major portion of the panels are presented. The Bibliography Sub-committee of the Archives-Libraries Committee of ASA has unqertaken the project of preparing a working bibliography on the theme of each year's annual meeting. The theme of the 1979 meeting, "Africa and the Media: Changing Aspects of Communication", is broad in its scope, challenging and exciting in its impact, and particularly well-suited for a survey of the literature. There is a great deal written about communication and media in and about Africa, in a variety of sources. This bibliography will attempt to pull some of the available sources together, to indicate continuing sources of information, and to mention projects which are in progress or in planning stages. A working paper presents, in a preliminary format, ideas and information for comment and criticism. It is a starting point for a more finished and polished piece of work. A working bibliography is essentially the same kind of preliminary production, a starting point for further work on the part of individual scholars. Obviously it is not an exhaustive survey of the state of the art. The bibliography will address two aspects of the theme: (1) Africa in United States and World Media and (2) Media in Africa. Types of media to be covered are the press, broadcasting, theatre, cinema, publishing and educational media. The approximate cutoff date was set at 1970. Most citations were noted at Boston University, Library of Congress, Northwestern University, Univensity of Illinois and Yale University. The coordinating editor will attempt to supply location information for interlibrary loan or consultation. Since some citations have been obtained from indexing services, locations in the United States cannet necessarily be guaranteed

    Campus Communications Systems: Converging Technologies

    Get PDF
This book is a rewrite of Campus Telecommunications Systems: Managing Change, a book that was written by ACUTA in 1995. In the past decade, our industry has experienced a thousand-fold increase in data rates as we migrated from 10 megabit links (10 million bits per second) to 10 gigabit links (10 billion bits per second), we have seen the National Telecommunications Policy completely revamped; we have seen the combination of voice, data, and video onto one network; and we have seen many of our service providers merge into larger corporations able to offer more diverse services. When this book was last written, A CUT A meant telecommunications, convergence was a mathematical term, triple play was a baseball term, and terms such as iPod, DoS, and QoS did not exist. This book is designed to be a communications primer to be used by new entrants into the field of communications in higher education and by veteran communications professionals who want additional information in areas other than their field of expertise. There are reference books and text books available on every topic discussed in this book if a more in-depth explanation is desired. Individual chapters were authored by communications professionals from various member campuses. This allowed the authors to share their years of experience (more years than many of us would care to admit to) with the community at large.
