    Algorithmic Jim Crow

    This Article contends that current immigration- and security-related vetting protocols risk promulgating an algorithmically driven form of Jim Crow. Under the “separate but equal” discrimination of a historic Jim Crow regime, state laws required mandatory separation and discrimination on the front end, while purportedly establishing equality on the back end. In contrast, an Algorithmic Jim Crow regime allows for “equal but separate” discrimination. Under Algorithmic Jim Crow, equal vetting and database screening of all citizens and noncitizens will make it appear that fairness and equality principles are preserved on the front end. Algorithmic Jim Crow, however, will enable discrimination on the back end in the form of designing, interpreting, and acting upon vetting and screening systems in ways that result in a disparate impact

    Biometric Cyberintelligence and the Posse Comitatus Act

    This Article addresses the rapid growth of what the military and the intelligence community refer to as “biometric-enabled intelligence.” This newly emerging intelligence tool is reliant upon biometric databases—for example, digitalized storage of scanned fingerprints and irises, digital photographs for facial recognition technology, and DNA. This Article introduces the term “biometric cyberintelligence” to more accurately describe the manner in which this new tool is dependent upon cybersurveillance and big data’s massintegrative systems. This Article argues that the Posse Comitatus Act of 1878, designed to limit the deployment of federal military resources in the service of domestic policies, will be difficult to enforce to protect against militarized cyberpolicing and cybersurveillance harms that may generate from the domestic use of military grade cybersurveillance tools. Maintaining strict separation of data between military and intelligence operations on the one hand, and civilian, homeland security, and domestic law enforcement agencies on the other hand, is increasingly difficult as cooperative data sharing increases. The Posse Comitatus Act and constitutional protections such as the Fourth Amendment’s privacy jurisprudence, therefore, must be reinforced in the digital age to appropriately protect citizens from militarized cyberpolicing: the blending of military/foreign intelligence tools and operations, and homeland security/domestic law enforcement tools and operations. The Article concludes that, as of yet, neither statutory nor constitutional protections have evolved sufficiently to cover the unprecedented surveillance harms posed by the migration of biometric cyberintelligence from foreign to domestic use

    Innovative cryptographic approaches to computer systems security

    Advanced information security aspects concern the protection and encryption of secure, strategic and important information. These scientific problems and practical solutions are rooted in cryptography, which uses algorithms and protocols for ensuring information confidentiality and information splitting techniques, as well methods of reconstructing information.Innovative approaches allow to guarantee that information security focuses around data splitting and sharing techniques as well as data reconstruction. Such algorithms dedicated to information sharing are called threshold schemes.The main idea of this thesis is to propose such techniques, which allow to create new models of systems security, dedicated to the management of shared strategic information. Special emphasis will be put on multi-level threshold schemes. What characterises such a division is the possibility of reconstructing information from sets containing various numbers of parts (shares) obtained from the divided secret information. This problem has not been fully elaborated yet, but it seems extremely important from the perspective of the future development of modern systems security.Hence in this thesis its Author will discuss the development of threshold schemes for information sharing and will demonstrate the possibility and the reasons behind using them to manage secret information in different structures and levels. These algorithms will be proposed by the Author of this dissertation and, after theoretical evaluation, will be described step by step.The Author will propose new methods of information splitting, based on new threshold schemes used for secure/strategic/important information division, using mathematical linguistic formalisms. Such procedures will be described as linguistic threshold schemes. Mathematical linguistic techniques can be used in information splitting procedures and for the development new algorithms for securing data, using these techniques. Moreover, another class of threshold schemes, called biometric threshold schemes, will be proposed. Such schemes can use selected personal or individual data to mark secret parts, split secret information and to restore the original data.The basis of these proposed innovative approaches to cyber-systems security are new protocols, which use linguistic and biometric threshold schemes.The main solution of the proposed algorithms is the creation of a new generation of computer and cyber-systems by means of applying new classes of security protocols, as described in this thesis.In addition, an attempt will be dame to define new methods that could extend the current knowledge and practical solutions and which can contribute to improving the decision-making processes by means of acquisition, storage and retrieval of secret information in different organisations and at knowledge levels.The interdisciplinary nature of the proposed solutions create the subject of security systems, which constitutes part of cryptography and informatics, being a new challenge for the research and applications.博士(工学)法政大学 (Hosei University

    Implementation and Development of Vehicle Tracking and Immobilization Technologies

    Since the mid-1980s, limited use has been made of vehicle tracking using satellite communications to mitigate the security and safety risks created by the highway transportation of certain types of hazardous materials. However, vehicle-tracking technology applied to safety and security is increasingly being researched and piloted, and it has been the subject of several government reports and legislative mandates. At the same time, the motor carrier industry has been investing in and implementing vehicle tracking, for a number of reasons, particularly the increase in efficiency achieved through better management of both personnel (drivers) and assets (trucks or, as they are known, tractors; cargo loads; and trailers). While vehicle tracking and immobilization technologies can play a significant role in preventing truck-borne hazardous materials from being used as weapons against key targets, they are not a & ”silver bullet.” However, the experience of DTTS and the FMCSA and TSA pilot projects indicates that when these technologies are combined with other security measures, and when the information they provide is used in conjunction with information supplied outside of the tracking system, they can provide defensive value to any effort to protect assets from attacks using hazmat as a weapon.     FIT FOR USE ASSESSMENT OF BIOZEN AS A BIOMETRIC SENSOR CONCENTRATOR FOR REMOTE PATIENT MONITORING

    In recent years, COVID-19 highlighted the importance of virtual health solutions with regard to improving patient health and conserving valuable hospital resources. Currently, the Defense Health Agency (DHA) does not own a remote patient-monitoring solution and relies on external commercial entities to provide the application and services. This could potentially lead to the DHA not retaining complete data ownership when patient data would reside on or traverse through commercial remote patient-monitoring solutions. This thesis evaluates BioZen, a DHA-owned biomedical sensor concentrator designed to run on a mobile phone, as a remote patient-monitoring tool. From this analysis, several key measures of effectiveness and measures of performance for remote patient-monitoring tools are identified and operationalized to measure the overall value BioZen brings to the DHA. Based on this research, it was found that the current build of BioZen, 2.0.0, is unable to meet any of the measures outlined in the study as a remote patient-monitoring tool.     This report examines the feasibility of a technologically enabled system to help respond to the phenomenon of cross-border child trafficking in South Asia, and makes recommendations on how to proceed with a pilot project in the selected areas of Bangladesh, Nepal and India. The study was commissioned by the Missing Child Alert (MCA) programme which is an initiative led by Plan. MCA is an initiative to address cross-border child trafficking in South Asia, led by Plan. The aim of the programme is to link existing institutions, mechanisms and resources in order to tackle the phenomenon from a regional perspective. To achieve this, Plan propose to implement a technologically equipped, institutionalised system of alert that can assist in the rescue, rehabilitation, repatriation and reintegration of children who are at risk of, or are victims of, cross-border trafficking
