    Using spatial reference frames to generate grounded textual summaries of georeferenced data

    Summarising georeferenced (can be identified according to it’s location) data in natural language is challenging because it requires linking events describing its nongeographic attributes to their underlying geography. This mapping is not straightforward as often the only explicit geographic information such data contains is latitude and longitude. In this paper we present an approach to generating textual summaries of georeferenced data based on spatial reference frames. This approach has been implemented in a data-to-text system we have deployed in the weather forecasting domain.

    Generating Weather Forecast Texts with Case Based Reasoning

    Several techniques have been used to generate weather forecast texts. In this paper, case based reasoning (CBR) is proposed for weather forecast text generation because similar weather conditions occur over time and should have similar forecast texts. CBR-METEO, a system for generating weather forecast texts was developed using a generic framework (jCOLIBRI) which provides modules for the standard components of the CBR architecture. The advantage in a CBR approach is that systems can be built in minimal time with far less human effort after initial consultation with experts. The approach depends heavily on the goodness of the retrieval and revision components of the CBR process. We evaluated CBRMETEO with NIST, an automated metric which has been shown to correlate well with human judgements for this domain.     Computer-Assisted Language Learning and the Revolution in Computational Linguistics

    For a long period, Computational Linguistics (CL) and Computer-Assisted Language Learning (CALL) have developed almost entirely independently of each other. A brief historical survey shows that the main reason for this state of affairs was the long preoccupation in CL with the general problem of Natural Language Understanding (NLU). As a consequence, much effort was directed to fields such as Machine Translation (MT), which were perceived as incorporating and testing NLU. CALL does not fit this model very well so that it was hardly considered worth pursuing in CL. In the 1990s the realization that products could not live up to expectations, even in the domain of MT, led to a crisis. After this crisis the dominant approach to CL has become much more problem-oriented. From this perspective, many of the earlier differences disadvantaging CALL with respect to MT have now disappeared. Therefore the revolution in CL offers promising perspectives for CALL

    Assessment of the Impacts of Thunderstorm on Flight Operations at Murtala Mohammed International Airport, Ikeja, Lagos State, Nigeria

    The inefficiency of the aviation industry and the persistent rise in aviation hazards have been linked to weather phenomena. As a result, researchers are looking for better solutions to the problem. The study examined the impact of thunderstorms on flight operations at Murtala Mohammed International Airport, Lagos. The data on thunderstorms and flight operations were sourced from Nigerian Meteorological Agency (NiMet) and Nigerian Airspace Management Agency (NAMA) respectively. In order to meet the research target, descriptive statistics (mean, standard deviation, and charts) and inferential statistics (Pearson’s Product Moment Correlation (PPMC) and Regression) were used. The significance level for all inferential analyses was set at 5% (0.05). The study revealed that 77.4% of thunderstorms occurred during the rainy season (April-October) while 22.6% occurred during the dry season (November-March). It also revealed some fluctuating movements of a thunderstorm in the study area. According to the findings, thunderstorms occur most frequently at the airport in June and less frequently in January and December. The study also discovered that thunderstorms at the airport are positively and significantly related to flight delays and cancellations, while the association between flight diversions and thunderstorm occurrence is positive but statistically insignificant. Furthermore, flight delays, flight diversions, and flight cancellations interact positively among themselves. The regression result of the study revealed that a 1% increase in thunderstorm occurrence leads to a 19.4% increase in flight delay, a 7.1% increase in flight cancellation, and a 4.3% increase in flight diversion. As a result, the study presented various regression models that may be utilized to make predictions. The study proposes consistent thunderstorm observation at the airport and steady forecasts using the regression models, based on the findings. However, it further recommends that pilots, air traffic controllers, and meteorologists be trained and retrained so that they can provide better and more efficient services

    A review on the current Status of Numerical Weather Prediction in Portugal 2021: surface–atmosphere interactions

    Earth system modelling is currently playing an increasing role in weather forecasting and understanding climate change, however, the operation, deployment and development of numerical Earth system models are extremely demanding in terms of computational resources and human effort. Merging synergies has become a natural process by which national meteorological services assess and contribute to the development of such systems. With the advent of joining synergies at the national level, the second edition of the workshop on Numerical Weather Prediction in Portugal was promoted by the Portuguese Institute for the Sea and Atmosphere, I.P. (IPMA), in cooperation with several Portuguese Universities. The event was hosted by the University of Évora, during the period of 11–12 of November 2021. It was dedicated to surface–atmosphere interactions and allowed the exchange of experiences between experts, students and newcomers. The workshop provided a refreshed overview of ongoing research and development topics in Portugal on surface–atmosphere interaction modelling and its applications and an opportunity to revisit some of the concepts associated with this area of atmospheric sciences. This article reports on the main aspects discussed and offers guidance on the many technical and scientific modelling platforms currently under study.info:eu-repo/semantics/publishedVersio
