    Russian Federation - The myth of monopoly : a new view of industrial structure in Russia

    Discussion of economic reform in the Russian Federation is colored by the conventional view of Russia's industrial structure. Both in Russia and in the West, Russian industry is characterized as very large enterprises operating in highly concentrated industries. The authors challenge the conventional view. They assess Russian industrial concentration by comparing the Russian industrial structure (as revealed in the 1989 Soviet Census of Industry) with that in the United States and other countries. They find that very large firms are more prevalent in the United States than in Russia. This empirical fact suggests that planners economized on the costs of central economic coordination not by building unusually large enterprises, but by not building very small enterprises. Their most important finding: that there is little aggregate or industry concentration at the national level in Russia. Monopolies and oligopolies actually account for only a small share of national employment and production. Instead, barriers to competition in Russia arise as a result of highly segmented product markets. In large part, this segmentation can be viewed as a legacy of central planning. Under the prior regime, enterprises were highly isolated, divided alone both ministerial and geographical lines. Presently, these barriers are reinforced by some features of the transitional environment that continue to undermine the efficient distribution of goods. The authors conclude that the traditional policy remedies appropriate for problems of concentration (such as antitrust policy and import competition) may be ill-advised or inadequate for addressing problems of imperfect competition in the Russian economy. They argue instead that improving the distribution system and other market infrastructure that supports trade and facilitating the entry of new firms should be the most critical elements of competition policy in Russia.Microfinance,Small Scale Enterprise,Private Participation in Infrastructure,Banks&Banking Reform,Water and Industry

    Information support and interactive planning in the digital factory : approach and industry-driven evaluation

    In the modern world we are continuously surrounded by information. The human brain has to analyse and interpret this information to transform into useable knowledge that is then used in decision making activities. The advent and implementation of Industry 4.0 will make it a requirement for systems within factories to interact and share large quantities of information with each other. This large volume of information will make it even more difficult for the human resources within the factory to sift through the large amount of information required since there is a limit to the information that our brains can cope with. Just in time information retrieval (JITIR) within the digital factory environment aims to provide support to the human stakeholders in the system by proactively yet non-intrusively providing the required information at the right time based on the users context. This paper will therefore provide an insight into the cognitive difficulties experienced by humans in the digital factory and how JITIR can tackle these challenges. By validating the JITIR concept, several industry scenarios have been evaluated: an exemplary model, concerning the machine tool industry, is presented in the paper. Reference systems, namely Reference Architecture and Reference Model, seem to foster the actual implementation of system compliant with principles of Industry 4.0. Hence, a Reference Model is presented to cope with the need for a reference system that can be easily understood by SME managers, and can vouch for realization of Smart Factories of Industry 4.0

However, so far the discussion has relied almost exclusively on few scattered data and anecdotal evidence. This article builds on a comprehensive data-base of nominal and effective protection rates to test the main hypotheses put forward in the literature. We show that there is little evidence of a deliberate strategy to foster industrialization, or of any consisted strategy at aH. So we argue that the actual lay-out of Italian duties was the somewhat haphazard outcome of several causes, notably the need for revenue and the lobbying by sectional interests

    Abstract. Nowadays the science and technology progresses not only create the change to have a big impact on various industries, but also stimulate Industry 4.0 being applied in the manufacturing industry to achieve manufacturing efficiency and to reduce its cost to increase additional values. This study uses the Analytical Hierarchical Process (AHP) evaluation method, which considers four criteria layers: Internet of things factors, Automationfactors, Intelligent factors, Big data factors, and twelve influence factors in sub-layer are: perceived layer, network layer, application layer, field layer, management layer, control layer, process control visualization, system supervisory and control omni bearing, green energy manufacturing production, variety, volume, and velocity. Then, the relative risk indicator (RRI) is obtained by the Analytical Hierarchical Process method, and the overall risk indicator (ORI) can be obtained after introducing the evaluation value of each impact factor through the case. The research results confirm that the risk assessment values obtained the hierarchical analysis method are consistent.
