    Surface water flood warnings in England: overview, Assessment and recommendations based on survey responses and workshops

    Following extensive surface water flooding (SWF) in England in summer 2007, progress has been made in improving the management and prediction of this type of flooding. A rainfall threshold-based extreme rainfall alert (ERA) service was launched in 2009 and superseded in 2011 by the surface water flood risk assessment (SWFRA). Through survey responses from local authorities (LAs) and the outcome of workshops with a range of flood professionals, this paper examines the understanding, benefits, limitations and ways to improve the current SWF warning service. The current SWFRA alerts are perceived as useful by district and county LAs, although their understanding of them is limited. The majority of LAs take action upon receipt of SWFRA alerts, and their reactiveness to alerts appears to have increased over the years and as SWFRA superseded ERA. This is a positive development towards increased resilience to SWF. The main drawback of the current service is its broad spatial resolution. Alternatives for providing localised SWF forecast and warnings were analysed, and a two-tier national-local approach, with pre-simulated scenario-based local SWF forecasting and warning systems, was deemed most appropriate by flood professionals given current monetary, human and technological resources

    Developing an open data portal for the ESA climate change initiative

    We introduce the rationale for, and architecture of, the European Space Agency Climate Change Initiative (CCI) Open Data Portal (http://cci.esa.int/data/). The Open Data Portal hosts a set of richly diverse datasets ā€“ 13 ā€œEssential Climate Variablesā€ ā€“ from the CCI programme in a consistent and harmonised form and to provides a single point of access for the (>100 TB) data for broad dissemination to an international user community. These data have been produced by a range of different institutions and vary across both scientific and spatio-temporal characteristics. This heterogeneity of the data together with the range of services to be supported presented significant technical challenges. An iterative development methodology was key to tackling these challenges: the system developed exploits a workflow which takes data that conforms to the CCI data specification, ingests it into a managed archive and uses both manual and automatically generated metadata to support data discovery, browse, and delivery services. It utilises both Earth System Grid Federation (ESGF) data nodes and the Open Geospatial Consortium Catalogue Service for the Web (OGC-CSW) interface, serving data into both the ESGF and the Global Earth Observation System of Systems (GEOSS). A key part of the system is a new vocabulary server, populated with CCI specific terms and relationships which integrates OGC-CSW and ESGF search services together, developed as part of a dialogue between domain scientists and linked data specialists. These services have enabled the development of a unified user interface for graphical search and visualisation ā€“ the CCI Open Data Portal Web Presence

    Air Quality Prediction in Smart Cities Using Machine Learning Technologies Based on Sensor Data: A Review

    The influence of machine learning technologies is rapidly increasing and penetrating almost in every field, and air pollution prediction is not being excluded from those fields. This paper covers the revision of the studies related to air pollution prediction using machine learning algorithms based on sensor data in the context of smart cities. Using the most popular databases and executing the corresponding filtration, the most relevant papers were selected. After thorough reviewing those papers, the main features were extracted, which served as a base to link and compare them to each other. As a result, we can conclude that: (1) instead of using simple machine learning techniques, currently, the authors apply advanced and sophisticated techniques, (2) China was the leading country in terms of a case study, (3) Particulate matter with diameter equal to 2.5 micrometers was the main prediction target, (4) in 41% of the publications the authors carried out the prediction for the next day, (5) 66% of the studies used data had an hourly rate, (6) 49% of the papers used open data and since 2016 it had a tendency to increase, and (7) for efficient air quality prediction it is important to consider the external factors such as weather conditions, spatial characteristics, and temporal features

    "Scaling Success" examines how agricultural communities are adapting to the challenges posed by climate change through the lens of India's rainfed agriculture regions. Rainfed agriculture currently occupies 58 percent of India's cultivated land and accounts for up to 40 percent of its total food production. However, these regions face potential production losses of more than $200 billion USD in rice, wheat, and maize by 2050 due to the effects of climate change. Unless action is taken soon at a large scale, farmers will see sharp decreases in revenue and yields.Rainfed regions across the globe have been an important focus for the first generation of adaptation projects, but to date, few have achieved a scale that can be truly transformational. Pokazuje se kako napredne tehnologije imaju izraženu učinkovitost u preciznom praćenju različitih fenomena okoliÅ”a, u povećanju sigurnosti vodnih resursa i objekata te omogućavaju smanjenje potroÅ”nje vode i energije uz povećanje kvalitete vode.Reliable and timely information about the current and future condition of water enables an efficient management of water management systems. Advantages and challenges of the use of modern technologies in the collection, analysis, and integration of data, are presented in this paper by means of several examples of water management systems. It is shown how advanced technologies demonstrate a pronounced efficiency in accurate monitoring of various environmental phenomena and in increasing safety of water resources and facilities, while also enabling low water and energy consumption, with simultaneous increase in water quality
