    Renewable build-up pathways for the US: Generation costs are not system costs

    The transition to a future electricity system based primarily on wind and solar PV is examined for all regions in the contiguous US. We present optimized pathways for the build-up of wind and solar power for least backup energy needs as well as for least cost obtained with a simplified, lightweight model based on long-term high resolution weather-determined generation data. In the absence of storage, the pathway which achieves the best match of generation and load, thus resulting in the least backup energy requirements, generally favors a combination of both technologies, with a wind/solar PV energy mix of about 80/20 in a fully renewable scenario. The least cost development is seen to start with 100% of the technology with the lowest average generation costs first, but with increasing renewable installations, economically unfavorable excess generation pushes it toward the minimal backup pathway. Surplus generation and the entailed costs can be reduced significantly by combining wind and solar power, and/or absorbing excess generation, for example with storage or transmission, or by coupling the electricity system to other energy sectors.Comment: 11 pages, 6 figure

    The Service Oriented Toolkit for Research Data Management project was co-funded by the JISC Managing Research Data Programme 2011-2013 and The University of Hertfordshire. The project focused on the realisation of practical benefits for operationalising an institutional approach to good practice in RDM. The objectives of the project were to audit current best practice, develop technology demonstrators with the assistance of leading UH research groups, and then reflect these developments back into the wider internal and external research community via a toolkit of services and guidance. The overall aim was to contribute to the efficacy and quality of research data plans, and establish and cement good data management practice in line with local and national policy

    Electronically Stored Information: Balancing Free Discovery With Limits on Abuse

    The Federal Rules of Civil Procedure (the Rules) have long sought to limit abuses that developed under the traditional presumption favoring free discovery. The 2006 amendments to the Rules are specifically aimed at curbing abuses associated with electronically stored information (ESI), which has become the basic medium of business communications and has provided businesses with overall productivity benefits. The 2006 amendments introduce a new category of electronic evidence that is not reasonably accessible and allow a court to shift the related costs of discovery to the party requesting the information. Cost-shifting, however, creates an incentive for businesses to shelter sensitive data by making it not reasonably accessible. This iBrief argues that the current tests created by the courts for cost-shifting should be reassessed and should include a benefit-shifting component that offsets business savings from using ESI as a storage medium. Rather than treating ESI as exceptional, the Rules should adopt a uniform approach that curbs abuses of all discovery
