    Welfare Impacts of Electricity Generation Sector Reform in the Philippines

    This paper reports an empirical investigation into the welfare impacts of an introduction of private sector participation into the Philippines electricity generation sector, by liberalizing the market for independent power producers (IPPs) during the power crisis of 1990-1993. This study uses a social cost and benefit analysis. The main benefits came from IPPs, who contributed to resolving the crisis, and promoted economic and social development. Consumers and investors are net gainers, while the Government lost and there was an air pollution cost. The paper concludes that the reform with private sector participation increased social welfare.Electricity; Cost-benefit-analysis; Institutional change.

The benefits are projected from a flowtime and labor cost analysis of the design process and a study of the flowtime and labor cost savings being experienced with existing integrated systems. Benefits in terms of designer productivity, company effectiveness, and IPAD as a national resource are developed. A description is given of the potential impact of information handling as an IPAD technology, upon task and organization structure and people who use IPAD.     Welfare Reform and Indirect Impacts on Health

    The stated goals of welfare reform are to increase work, reduce dependency on welfare, reduce births outside marriage, and to increase the formation of two parent families. However, welfare reform may also have indirect impacts on health. We provide a comprehensive review of the literature on the impacts of welfare reform on health. We illustrate the main findings from the literature by presenting estimates of the impact of reform on health insurance, health utilization, and health status using data from five state waiver experiments. The most consistent finding is that welfare reform led to a reduction in health insurance coverage. The impacts on health care utilization and health status tend to be more mixed and fewer are statistically significant. While the results are not conclusive, they suggest that welfare-to-work programs need not have large negative health effects.

    Are systems of innovation in Eastern Europe efficient?

    This paper explores the determinants of the productivity in the countries of Eastern Europe (EE) through the perspective of ‘narrow’ and ‘broad’ national systems of innovation (NSI). Based on panel econometrics it examines the extent to which systems in EE could be considered ‘(in)efficient’. Our results suggest that the EE countries have lower levels of productivity than might be expected given their research and development (R&D), innovation and production capabilities. The inefficiencies of ‘broad’ NSI are compounded by the inefficiencies of ‘narrow’ NSI in terms of generating numbers of science and technology publications and resident patents relative to R&D employment, compared to the rest of the world. Our results point to an important distinction between technology and production capability as the drivers of productivity improvements, and provide some policy implications

    The Aerodynamic Data Analysis and Integration System (ADAIS), developed as a highly interactive computer graphics program capable of manipulating large quantities of data such that addressable elements of a data base can be called up for graphic display, compared, curve fit, stored, retrieved, differenced, etc., was described. The general nature of the system is evidenced by the fact that limited usage has already occurred with data bases consisting of thermodynamic, basic loads, and flight dynamics data. Productivity using ADAIS of five times that for conventional manual methods of wind tunnel data analysis is routinely achieved. In wind tunnel data analysis, data from one or more runs of a particular test may be called up and displayed along with data from one or more runs of a different test. Curves may be faired through the data points by any of four methods, including cubic spline and least squares polynomial fit up to seventh order

    The paper discusses how the Russian labor market has been evolving over two decades of the transition. It starts with tracing key labor market indicators such as employment, unemployment, labor force participation, working hours, and real wages. Their dynamics indicate that the labor market tends to operate in a non-conventional fashion and far from the patterns expected initially. The authors argue that the current Russian labor market represents a peculiar model that is different from what is observed in the rest of Europe outside of the CIS. Having established this, they look at the institutional foundations that make this unconventional performance possible and proceed with discussing political economy and welfare implications.     Consolidation and Realignment of Base-Level Support Equipment Maintenance

    The adoption of the \u27Objective Wing\u27 organization in the U.S. Air Force has realigned many base-level maintenance functions. Support equipment is currently maintained and accounted for by several units under the Logistics Group Commander. This research determined the feasibility and consequences of consolidating or realigning maintenance of powered and non-powered AGE, MMHE, engine trailers, and vehicles into one consolidated maintenance shop or unit per base. This study consulted many sources, ranging from occupational survey reports and career field education and training plans to actual field observations of maintenance processes and unstructured interviews of personnel and supervisors. This study determined that maintenance tasks, processes, and required competencies for Support equipment maintenance activities within aircraft maintenance are similar. Enough differences in training, maintenance information management systems, and maintenance philosophies exist between vehicle maintenance and AGE to dismiss the consolidation of these areas

    The applicability of expert systems technology to insurgent identification in a tactical military environment

    As the threat of large-scale, conventional warfare diminishes, the United States will increasingly find itself, and its military forces, involved in low intensity, insurgency, revolutionary, and guerrilla warfare as an intervening power. One especially critical aspect of counterinsurgency operations is the rapid and accurate identification of insurgents and cause- sympathetic individuals. This task is normally accomplished by an experienced and knowledgeable expert in insurgent identifications, but appears to be particularly well suited for the application of expert system technology.
