    Cilj ovog rada je prikazivanje nekih manje poznatih detalja iz života velikog banatskog slikara Nikolaja Popeskua (Nicolae Popescu, 1835- 1877), na osnovu do sada neobjavljene arhivske građe i savremenih novinskih članaka koji do sada nisu korišćeni u monografijama i studijama koje su posvećene ovom umetniku. U neku ruku tragična ličnost istorije banatske umetnosti XIX veka, iako akademski slikar, Popesku se ceo svoj život borio sa problemima koji su bili posledica društvenih suprotnosti prisutnih u austrougarskom društvu druge polovine XIX veka, a pre svega odnosa tog društva prema umetnosti, cenjene i prihvaćene, ali ipak ne u dovoljnoj meri da bi obezbedila siguran i lagodan život svima koji je praktikuju. Glavnu pažnju smo usmerili na boravak i umetnički rad ovog slikara na prostorima današnje Vojvodine (srpski Banat), pre svega na njegov boravak u Vršcu i na oslikavanje rumunske pravoslavne crkve u Seleušu, koje predstavlja jedno od remek-dela crkvenog slikarstva na našim prostorima u XIX veku

    A dirty deed done dirt cheap: reporting the blame of a national reform on local politicians

    This paper tests the hypothesis that upper-level governments can transfer the accountability of the costs of a reform to a lower one. The reform of the school rhythm in France provides the ground for a verification of this hypothesis, as it was nationally decided and locally implemented, right before a municipal election. The results confirm that local incumbents have taken the blame of the reform, especially in larger cities and if they belong to the governing coalition. In this case, thus, the cost of the reform is borne twice by the lower level of government, financially and politically, offering a double gain to the government. That mayors who have announced a boycott of the reform have received electoral gains confirms the perception of the local cost of the reform

    An intonational study of Kuwaiti Bedouin Arabic.

    The present study deals with the intonation of Kuwaiti Bedouin Arabic (KBA). This is the product of an earlier Central Arabian intonation type which is yielding to the speech patterns of the majority of the population. It does not contrast very extensively with standard Kuwaiti. The main intonation systems of the dialect are shown and illustrated. Some indication is given of what intonations are dying out and what usages have survived and reasons are suggested for why they have survived. Chapter One traces the background of the people, their origin and settlement patterns. Reading conventions and the method of indicating intonation are provided. Chapter Two reviews what has been said in the literature, and treats the most relevant work in English and Arabic. Chapter Three shows the intonation patterns of KBA, their contours and what they communicate. Some visible intonation contour traces from a speech meter are included. Chapter Four exhibits the sentence types distinguished by intonation, and shows what tones go with what kind of sentence. Since attitude is diffused in the system and no single utterance can be said to be without emotion, attitude becomes a very difficult factor to contrast in the analysis, because one cannot fix exact emotions that go with specific tones. However, the writer tries to deal with the situations in which the particular utterance is associated with specific tones. Chapter Five provides three main models that intonation can display according to Kalliday's well known contrastive categories, which are tonality, tonicity and tone, to show how speakers manipulate their intonation patterns to fit their communication needs. Chapter Six ends with a short summary to pinpoint the main findings in the thesis. The appendix consists of some texts of different topics and their translations

    Analyse géographique des inégalités environnementales et écologiques en milieu littoral urbain

    Sustainable development is a major issue in planning policies. Reducing inequalities affecting inhabitants in their connection to a healthy environment is an important element to take into account in sustainable planning. Indeed, such inequalities may undermine the sustainability of territories. The aim of this research is to identify and characterize environmental and ecological inequalities in the context of urban coastal areas through a systemic analysis of the relations between population and their territory. A quantitative and qualitative approach was conducted on midsize French urban communities at different levels (national, coastal, municipal and infra-municipal). This work allowed to discuss the concept of environmental and ecological inequalities, to establish criteria and indicators to measure and analyze how environmental and ecological inequalities are perceived and addressed by local actors (inhabitants and local representatives). The coast can be seen as a vector of environmental and ecological inequalities, with heterogeneities depending on what territories are considered. Indicators of territorial quality developed at the infra-municipal level allowed to objectify and understand the interrelation between environmental and ecological inequalities. The analysis of interviews conducted on working population helped understanding how those inequalities are perceived and how local solutions in urban planning may be elaborated. Finally, semi-structured interviews with local representatives have introduced a political vision of the territory and of its future structural changes in the context of the establishment of a Local Intermunicipal Urbanism Plan.Les thématiques du développement durable sont omniprésentes dans les politiques d’aménagement. La réduction des inégalités dans la relation des habitants à un environnement de qualité est un élément important dans l’objectif de promouvoir des territoires soutenables. En effet, ces inégalités peuvent remettre en cause la durabilité des espaces. L’objectif de ce travail est donc d’identifier et de caractériser les inégalités environnementales et écologiques (IEE) dans le contexte littoral urbain par une analyse systémique des relations entre populations et territoire de vie. Une double approche quantitative et qualitative a été menée, en France, sur les communautés d’agglomération de taille moyenne à différentes échelles (nationale, du littoral, communale et infra communale). Ce travail a permis de proposer une réflexion autour du concept d'IEE, d’établir des critères et de rechercher des indicateurs pour objectiver et mesurer les IEE et d’analyser comment elles sont perçues et prises en compte par les acteurs du territoire (habitants et élus). Le littoral peut être considéré comme un vecteur d'IEE, avec des nuances en fonction des territoires. Les indicateurs de qualité du territoire mis au point, à l'échelle infra communale, ont permis d'objectiver et de comprendre les relations entre les IEE. L'analyse d’entretiens directifs menés auprès d’actifs a permis de comprendre comment ils perçoivent ces IEE et construisent des solutions territoriales pour s'y adapter. Enfin des entretiens semi-directifs avec les élus ont apporté une vision politique du territoire et de ses futures évolutions structurelles dans le cadre de la mise en place d'un plan local d’urbanisme intercommunal
