    Aligning Strategy, Governance, and People Management in Public Organizations: Lessons from the 14th Region Labor Court - RO/AC

    How does the alignment between strategy, governance, and people management occur in a public organization? When devising a strategy, many organizations have sought to place it at the center of their management models in order to ensure that the adopted strategy reaches all levels of the organization and is widely shared. However, more often than not, most organizations attempt to generate synergy, but in a fragmented and uncoordinated manner and do not perceive alignment as a management process. This study evaluated the alignment of strategy, governance, and people management in a public organization, based on the people management strategy adopted by the organization and the perceptions of employees versus strategic managers. It is a theoretical-empirical research, adopting a pragmatic philosophical conception, using quantitative and qualitative research strategies, consisting of survey, documentary research, and a single case study, using quantitative and qualitative research methods for data collection, analysis, and interpretation. As a conclusion of the study, actions implemented by the institution were identified that demonstrate the existence of practices aligned with strategy, focused on governance and people management. However, according to the perception of employees, many practices were initiated but not completed or only partially applied in the organization, confirming the difficulty of organizations in sharing the strategy and defining coherent and aligned objectives among all those involved in implementing the strategy so that expected results can be achieved

    Personalführung bei zunehmend heterogenen Lehrkräften wird zusehends wichtiger für Schulleitung. Eine theoretische und praktische Neuorientierung in diesem bisher übersehenen Feld erscheint notwendig. Dazu werden in der Schulleitungsforschung Erkenntnisse zur differenzierenden Personalführung gesucht. In der Betriebswirtschaftslehre sowie in der Praxis von Unternehmen werden Neuerungen im Umgang mit größerer Diversität bei den Mitarbeitern analysiert. Erfahrungen aus der Praxis von Schulleitungen werden mithilfe offener Interviews ausgewertet. Nach kritischer Auswahl der Übertragungsmöglichkeiten wird eine Integration zu einem neuen Ansatz von differenzierender Personalführung versucht. Konkrete Vorschläge zur Reform der Ausbildung der Schulleitungen und zur Umsetzung in der Praxis zeigen mögliche Wege der nötigen Verbesserung auf

    For centuries Glasgow, as a bucolic fishing village and ecclesiastical centre on the banks of the River Clyde, held little of strategic significance. When success and later threats came to the city, it was as a consequence of explosive growth during the industrial era that left a significant civic presence accompanied by social and environmental challenges. Wartime damage to the fabric of the city and the subsequent implementation of modernist planning left Glasgow with a series of existential threats to the lives and the health of its people that have taken time to understand and come to terms with. In a few remarkable decades of late 20th century regeneration, Glasgow began to be put back together. The trauma of the second half of the 20th century is fading but not yet a distant memory. Existential threats from the climate emergency can provoke the reaction “what, again?” However, the resilience built over the last 50 years has instilled a belief that a constructive, pro-active and creative approach to face this challenge along with the recognition that such action can be transformational for safeguarding and improving people’s lives and the quality of their places. A process described as a just transition that has become central to Glasgow’s approach. Of Scotland’s four big cities, three are surrounded by landscape and sea only Glasgow is surrounded by itself. Even with a small territory, Glasgow is still the largest of Scotland’s big cities and by some margin. When the wider metropolitan area is considered, Glasgow is – like Birmingham, Manchester and Liverpool – no mean city. People make Places begins with a review of the concept and complexities of place, discusses why these matter and reviews the growing body of evidence that place quality can deliver economic, social and environmental value. The following chapters focus on the history and evolution of modern Glasgow in four eras of 19th and early 20th century industrialisation, de- industrialisation and modernism in mid 20th century, late 20th century regeneration and a 21st century recovery towards transition and renaissance, and document the process, synthesis and the results of a major engagement programme and to explore systematic approaches to place and consensus building around the principal issues. The second half of the work reflects on a stocktaking of place in contemporary Glasgow, looking at the city through the lenses of an international, metropolitan and everyday city, concluding with a review of the places of Glasgow and what may be learned from them revealing some valuable insights presented in a series of Place Stories included. The concluding chapter sets out the findings of the investigation and analysis reviewing place goals, challenges and opportunities for Glasgow over the decades to 2030 and 2040 and ends with some recommendations about what Glasgow might do better to combine place thinking and climate awareness and setting out practical steps to mobilise Glasgow’s ‘place ecosystem’

    Building Mosque Economic Independence Based on Balance Scorecard

    The purpose of this study is to develop a balanced scorecard-based strategy formulation step concept from Kaplan and Norton's strategy formulation theory, to formulate a mosque's economic independence strategy. This study is expected to provide general guidelines for formulating strategies to build mosque self-sufficiency. Through Basic Qualitative Research, this research was analyzed using a content analysis approach. The results of the study show that the steps in formulating the strategy include: 1) establishing the vision and mission of the mosque's economic business in line with the vision and mission of the mosque, 2) conducting a SWOT (strengths-weaknesses-opportunities- threats) analysis, by making adjustments to the financial perspective, namely the stakeholders are mosques, donors (as investors) and empowered communities, 3) formulating strategies using the matrix and logical thinking Strategy map

    Data security is very important in the digital era, this makes it an important issue for companies, organizations and educational institutions. Such as the Open Journal System (OJS) security which is useful for managing online journals. Abdurrab University has utilized the Open Journal System (OJS) to manage published journals. However, the management of the Open Journal System (OJS) security has not been managed properly, such as Abdurrab's Open Journal System (OJS) which has been hacked, there is still a lack of documentation and system security procedures and has never been assessed the level of capability of the information system so that it is not known exactly the level of security management of the Open Journal System (OJS) at Abdurrab University. This study aims to assess the capability level of Abdurrab University's Open Journal System (OJS) using the COBIT 5 domain DSS05 framework and Process Assessment Model (PAM) to assess system capabilities and guide IT management and provide effective and efficient recommendations. The results of the study obtained a questionnaire calculation value of 2.40 with Process Attribute Level domain DSS05 PA 2.1 Performance Management and PA 2.2 Work Product Management until an achievement score of 63.33% was obtained which was included in the Largely Achieved category with achievements at level 2 (Managed Process). The conclusion of this study is that the level of security capabilities of the Open Journal System (OJS) of Abdurrab University needs to be increased to level 3 (Established Process) because it has not been fully met, so that this research can be used as a reference for improvement by Abdurrab University

    Market capitalization shock effects on open innovation models in e-commerce: Golden cut q-rung orthopair fuzzy multicriteria decision-making analysis

    This research paper analyzes revenue trends in e-commerce, a sector with an annual sales volume of more than 340 billion dollars. The article evaluates, despite a scarcity of data, the effects on e-commerce development of the ubiquitous lockdowns and restriction measures introduced by most countries during the pandemic period. The analysis covers monthly data from January 1996 to February 2021. The research paper analyzes relative changes in the original time series through the autocorrelation function. The objects of this analysis are Amazon and Alibaba, as they are benchmarks in the e-commerce industry. This paper tests the shock effect on the e-commerce companies Alibaba in China and Amazon in the USA, concluding that it is weaker for companies with small market capitalizations. As a result, the effect on estimated e-trade volume in the USA was approximately 35% in 2020. Another evaluation considers fuzzy decision-making methodology. For this purpose, balanced scorecard-based open financial innovation models for the e-commerce industry are weighted with multistepwise weight assessment ratio analysis based on q-rung orthopair fuzzy sets and the golden cut. Within this framework, a detailed analysis of competitors should be made. The paper proves that this situation positively affects the development of successful financial innovation models for the e-commerce industry. XYZ merupakan perusahaan pertambangan minyak dan gas bumi di Indonesia yang menjual berbagai macam produk seperti berbagai jenis Bahan Bakar Minyak, Avtur, Bio-gas, dan produk energi lainnya. Dikarenakan tingginya kebutuhan akan energi di Indonesia maka sebagai salah satu perusahaan penyedia energi nasional, dilakukan pengukuran kinerja perusahaan untuk melihat bagaimana kinerja dari PT. XYZ yang berkontribusi dalam penyediaan energi nasional tersebut. Pengukuran kinerja merupakan tindakan pengukuran yang dilakukan terhadap berbagai aktivitas dalam rantai nilai yang ada pada perusahaan. Metode Balanced Scorecard merupakan salah satu metode pengukuran yang menilai kinerja secara finansial dan non-finansial yang meliputi 4 perspektif yaitu ; Perspektif Keuangan, Perspektif Pelanggan, Perspektif Proses Bisnis Internal, dan Perspektif Pertumbuhan dan Pembelajaran. Hasil penelitian yang telah dilakukan menunjukkan bahwa dari tahun 2019 hingga tahun 2021 PT. XYZ memiliki total nilai akhir sebesar 81,4% yang mana nilai tersebut memiliki kriteria kondisi perusahaan yang “sehat” atau memiliki kategori AA, meskipun pada perspektif keuangan nilai akhirnya 40% atau dapat dikategorikan sebagai “Kurang Sehat”.     El plan estratégico que se presenta busca encaminar a la corporación para cumplir con este objetivo y se ha basado en herramientas clave, como el análisis interno, externo, matriz FODA, matriz BCG y las diferentes estrategias de marketing y análisis de la cadena de valor que le permitirán hacer más eficiente la producción, logística y hará que llegue al público objetivo. Finalmente, se muestran los resultados que se proyectan obtener en los indicadores financieros, producto de la implementación de la estrategia, consiguiendo un ROA del 27,26 %, un ROE del 35,50 %, un ROS del 26,27 %, y un EBITDA del 54,05 %; por otro lado, en función a los objetivos de sostenibilidad, recursos humanos, I+D y planes de producción, se logrará la eficiencia requerida para seguir encaminándose para ser una empresa sólida en este mercado y ofrecer un valor agregado a los stakeholders.The strategic plan presented here seeks to put the company on track to achieve this objective, based on key tools such as internal and external analysis, the SWOT matrix, the BCG matrix, different marketing strategies, and a value chain analysis that will help improve production and logistics efficiency while reaching the target public. Finally, the predicted results for the financial indicators are presented in the case that this strategy is implemented, with an expected ROA of 27.26 %, an ROE of 35.50 %, an ROS of 26.27 %, and an EBITDA of 54.05 %. These sustainability, human resources, and R&D objectives and production plans will ensure the efficiency required to continue on the path toward becoming a solid company in this market able to offer added value to its stakeholders
