    A National Dialogue on Health Information Technology and Privacy

    Increasingly, government leaders recognize that solving the complex problems facing America today will require more than simply keeping citizens informed. Meeting challenges like rising health care costs, climate change and energy independence requires increased level of collaboration. Traditionally, government agencies have operated in silos -- separated not only from citizens, but from each other, as well. Nevertheless, some have begun to reach across and outside of government to access the collective brainpower of organizations, stakeholders and individuals.The National Dialogue on Health Information Technology and Privacy was one such initiative. It was conceived by leaders in government who sought to demonstrate that it is not only possible, but beneficial and economical, to engage openly and broadly on an issue that is both national in scope and deeply relevant to the everyday lives of citizens. The results of this first-of-its-kind online event are captured in this report, together with important lessons learned along the way.This report served as a call to action. On his first full day in office, President Obama put government on notice that this new, more collaborative model can no longer be confined to the efforts of early adopters. He called upon every executive department and agency to "harness new technology" and make government "transparent, participatory, and collaborative." Government is quickly transitioning to a new generation of managers and leaders, for whom online collaboration is not a new frontier but a fact of everyday life. We owe it to them -- and the citizens we serve -- to recognize and embrace the myriad tools available to fulfill the promise of good government in the 21st Century.Key FindingsThe Panel recommended that the Administration give stakeholders the opportunity to further participate in the discussion of heath IT and privacy through broader outreach and by helping the public to understand the value of a person-centered view of healthcare information technology

    Real-Time Visualization of Spacecraft Telemetry for the GLAST and LRO Missions

    GlastCam and LROCam are closely-related tools developed at NASA Goddard Space Flight Center for real-time visualization of spacecraft telemetry, developed for the Gamma-Ray Large Area Space Telescope (GLAST) and Lunar Reconnaissance Orbiter (LRO) missions, respectively. Derived from a common simulation tool, they use related but different architectures to ingest real-time spacecraft telemetry and ground predicted ephemerides, and to compute and display features of special interest to each mission in its operational environment. We describe the architectures of GlastCam and LROCam, the customizations required to fit into the mission operations environment, and the features that were found to be especially useful in early operations for their respective missions. Both tools have a primary window depicting a three-dimensional Cam view of the spacecraft that may be freely manipulated by the user. The scene is augmented with fields of view, pointing constraints, and other features which enhance situational awareness. Each tool also has another "Map" window showing the spacecraft's groundtrack projected onto a map of the Earth or Moon, along with useful features such as the Sun, eclipse regions, and TDRS satellite locations. Additional windows support specialized checkout tasks. One such window shows the star tracker fields of view, with tracking window locations and the mission star catalog. This view was instrumental for GLAST in quickly resolving a star tracker mounting polarity issue; visualization made the 180-deg mismatch immediately obvious. Full access to GlastCam's source code also made possible a rapid coarse star tracker mounting calibration with some on the fly code adjustments; adding a fine grid to measure alignment offsets, and introducing a calibration quaternion which could be adjusted within GlastCam without perturbing the flight parameters. This calibration, from concept to completion, took less than half an hour. Both GlastCam and LROCam were developed in the C language, with non-proprietary support libraries, for ease of customization and portability. This no-blackboxes aspect enables engineers to adapt quickly to unforeseen circumstances in the intense operations environment. GlastCam and LROCam were installed on multiple workstations in the operations support rooms, allowing independent use by multiple subsystems, systems engineers and managers, with negligible draw on telemetry system resources

    Do we all really know what a fog node is? Current trends towards an open definition

    Fog computing has emerged as a promising technology that can bring cloud applications closer to the physical IoT devices at the network edge. While it is widely known what cloud computing is, how data centers can build the cloud infrastructure and how applications can make use of this infrastructure, there is no common picture on what fog computing and particularly a fog node, as its main building block, really is. One of the first attempts to define a fog node was made by Cisco, qualifying a fog computing system as a “mini-cloud” located at the edge of the network and implemented through a variety of edge devices, interconnected by a variety, mostly wireless, communication technologies. Thus, a fog node would be the infrastructure implementing the said mini-cloud. Other proposals have their own definition of what a fog node is, usually in relation to a specific edge device, a specific use case or an application. In this paper, we first survey the state of the art in technologies for fog computing nodes, paying special attention to the contributions that analyze the role edge devices play in the fog node definition. We summarize and compare the concepts, lessons learned from their implementation, and end up showing how a conceptual framework is emerging towards a unifying fog node definition. We focus on core functionalities of a fog node as well as in the accompanying opportunities and challenges towards their practical realization in the near future.Postprint (author's final draft

    Challenges and potential of technology integration in modern ship management practices

    This thesis explores the challenges and potential of technology integration in current ship management practices. While technology advancements were designed to be contributing to minimising task complexity, issues such as fatigue, increased administrative burden and technology assisted accidents still plague the industry. In spite of the clearly recognisable benefits of using modern technology in the management of ships, in practice its application appears lacking by a considerable margin. The main driver of the study was to appreciate the cause of this disparity. The study first reviewed a wide body of literature on issues involving the use of technology which included academic literature with empirical evidences and theoretical explanations of implementation of technology at work. With the help of the extant knowledge this research embarked on providing an explanation to the gap that existed in the application of technology in the shipping industry. By taking a case study approach the thesis looked into the induction and integration of technology in the management and operation of ships that primarily interfaced closely between the ship and its management unit on shore. Three companies with mutually diverse management setup were studied. The fourth case comprised of purposefully selected senior members of ships’ staff. The analysis of the data revealed that the manifestation of the gap in technology implementation is caused by deeper influences at work in the shipping industry. The un-optimised technology integration results in the seafarer, who is the keystone to the technology application, becoming a victim of the circumstances. The technology that was intended to ease operations and burdens ends up in controlling him, even leaving him under-resourced and causing fatigue.This was not an unintended outcome but the result of weak regulatory practices, short-term capital outlook and weakened labour practices in the shipping industry all caused by wider social and economic developments affecting not just this industry but businesses globally. The impact of such influences was however more acute in this industry resulting in such extreme consequence. By bringing to light the limited application of some fundamental principles of human-systems integration, this study has attempted to expand the boundaries of research on the subject and contributed to the holistic understanding of the various underlying factors that influence technology integration in ship management processes

    A Building Information Modeling (BIM)-centric Digital Ecosystem for Smart Airport Life Cycle Management

    An increasing number of new airport infrastructure construction and improvement projects are being delivered in today\u27s modern world. However, value creation is a recurring issue due to inefficiencies in managing capital expenditures (CapEx) and operating expenses (OpEx), while trying to optimize project constraints of scope, time, cost, quality, and resources. In this new era of smart infrastructure, digitalization transforms the way projects are planned and delivered. Building Information Modeling (BIM) is a key digital process technique that has become an imperative for today\u27s Architecture, Engineering, Construction and Operations (AECO) sector. This research suggests a BIM-centric digital ecosystem by detailing technical and strategic aspects of Airport BIM implementation and digital technology integration from a life cycle perspective. This research provides a novel approach for consistent and continuous use of digital information between business and functional levels of an airport by developing a digital platform solution that will enable seamless flow of information across functions. Accordingly, this study targets to achieve three objectives: 1- To provide a scalable know-how of BIM-enabled digital transformation; 2- To guide airport owners and major stakeholders towards converging information siloes for airport life cycle data management by an Airport BIM Framework; 3- To develop a BIM-based digital platform architecture towards realization of an airport digital twin for airport infrastructure life cycle management. Airport infrastructures can be considered as a System of Systems (SoS). As such, Model Based Systems Engineering (MBSE) with Systems Modeling Language (SysML) is selected as the key methodology towards designing a digital ecosystem. Applying MBSE principles leads to forming an integrating framework for managing the digital ecosystem. Furthermore, this research adopts convergent parallel mixed methods to collect and analyze multiple forms of data. Data collection tools include extensive literature and industry review; an online questionnaire; semi-structured interviews with airport owner parties; focus group discussions; first-hand observations; and document reviews. Data analysis stage includes multiple explanatory case study analyses, thematic analysis, project mapping, percent coverage analysis for coded themes to achieve Objective 1; thematic analysis, cluster analysis, framework analysis, and non-parametric statistical analysis for Objective 2; and qualitative content analysis, non-parametric statistical analysis to accomplish Objective 3. This research presents a novel roadmap toward facilitation of smart airports with alignment and integration of disruptive technologies with business and operational aspects of airports. Multiple comprehensive case study analyses on international large-hub airports and triangulation of organization-level and project-level results systematically generate scalable technical and strategic guidelines for BIM implementation. The proposed platform architecture will incentivize major stakeholders for value-creation, data sharing, and control throughout a project life cycle. Introducing scalability and minimizing complexity for end-users through a digital platform approach will lead to a more connected environment. Consequently, a digital ecosystem enables sophisticated interaction between people, places, and assets. Model-driven approach provides an effective strategy for enhanced decision-making that helps optimization of project resources and allows fast adaptation to emerging business and operational demands. Accordingly, airport sustainability measures -economic vitality, operational efficiency, natural resources, and social responsibility- will improve due to higher levels of efficiency in CapEx and OpEx. Changes in business models for large capital investments and introducing sustainability to supply chains are among the anticipated broader impacts of this study
