    A Framework for Integrating Transportation Into Smart Cities

    In recent years, economic, environmental, and political forces have quickly given rise to “Smart Cities” -- an array of strategies that can transform transportation in cities. Using a multi-method approach to research and develop a framework for smart cities, this study provides a framework that can be employed to: Understand what a smart city is and how to replicate smart city successes; The role of pilot projects, metrics, and evaluations to test, implement, and replicate strategies; and Understand the role of shared micromobility, big data, and other key issues impacting communities. This research provides recommendations for policy and professional practice as it relates to integrating transportation into smart cities

    The Australian Partnership for Sustainable Repositories (APSR) responds to the call to develop the national research information infrastructure through a broad, repository-based architecture. First, the proposal has an overall focus on the critical issues of the access continuity and the sustainability of digital collections. Second, it will build on a base of demonstrators for digital continuity and sustainability, embedded in developmental repository facilities within partner institutions. Third, it will contribute to national strength in this area by encouraging the development of skills and expertise and providing coordination throughout the sector. APSR will actively provide international linkages and national services

    A review of methodologies to assess urban freight initiatives

    Only few urban freight initiatives are expanding their scale of application beyond the initial pilot experimentation. To overcome existing barriers to larger scale optimization of urban freight distribution activities, it is necessary to develop and test proper methodologies that assess all aspects relevant to this context. In this paper we propose a classification of existing assessment methodologies, in order to underline their advantages and disadvantages, along with possible research gaps and future trends. For this review we adopt a framework constructed on two dimensions of an assessment methodology, namely method used and scope. As for the method used, methodologies can be either quantitative, if they aim at simulating or evaluating the outcomes in terms of vehicle flows, pollutant emissions, or monetary outcomes, or qualitative, if they are directed towards elucidating the subjective assessment of stakeholders. Concerning the scope, existing methodologies can cover three main aspects of urban freight distribution systems, such as measures to be assessed, stakeholders and impact areas

    This document introduces a Framework supporting the implementation of a cost concept model against which current and future cost models for curating digital assets can be benchmarked. The value built into this cost concept model leverages the comprehensive engagement by the 4C project with various user communities and builds upon our understanding of the requirements, drivers, obstacles and objectives that various stakeholder groups have relating to digital curation. Ultimately, this concept model should provide a critical input to the development and refinement of cost models as well as helping to ensure that the curation and preservation solutions and services that will inevitably arise from the commercial sector as ‘supply’ respond to a much better understood ‘demand’ for cost-effective and relevant tools. To meet acknowledged gaps in current provision, a nested model of curation which addresses both costs and benefits is provided. The goal of this task was not to create a single, functionally implementable cost modelling application; but rather to design a model based on common concepts and to develop a generic gateway specification that can be used by future model developers, service and solution providers, and by researchers in follow-up research and development projects.<p></p> The Framework includes:<p></p> • A Cost Concept Model—which defines the core concepts that should be included in curation costs models;<p></p> • An Implementation Guide—for the cost concept model that provides guidance and proposes questions that should be considered when developing new cost models and refining existing cost models;<p></p> • A Gateway Specification Template—which provides standard metadata for each of the core cost concepts and is intended for use by future model developers, model users, and service and solution providers to promote interoperability;<p></p> • A Nested Model for Digital Curation—that visualises the core concepts, demonstrates how they interact and places them into context visually by linking them to A Cost and Benefit Model for Curation.<p></p> This Framework provides guidance for data collection and associated calculations in an operational context but will also provide a critical foundation for more strategic thinking around curation such as the Economic Sustainability Reference Model (ESRM).<p></p> Where appropriate, definitions of terms are provided, recommendations are made, and examples from existing models are used to illustrate the principles of the framework

    Beyond ‘resistance to change’: Interference management in System Innovation

    This paper addresses a recurring theme in system innovation and sustainability transitions research, pertaining directly to the politics of system innovation: The issue of ‘barriers’ and ‘resistance’ to change. Framed as such, they appear as accidental and unfortunate phenomena, as obstacles on the road towards transformative change. These framings do not do justice to the multisided and contested nature of system innovation processes, however. Introducing a unidirectional ‘race-track metaphor’ (Stirling, 2011), they normatively dismiss the voices of actors experiencing interference from change attempts. Taking a more polycentric perspective, by contrast, ‘resistance to change’ can be appreciated with more nuance, through the bidirectional concept of ‘interference’. Based on four in-depth case studies into innovation attempts in the Dutch traffic management field (Pel, 2012), it is argued that alleged ‘resistance’ and ‘barriers’ are by no means accidental, but are only regular manifestations of innovations interfering with stakeholders: Interference occurs even in cases of seemingly ‘incremental’ innovation. Compared as sequences of translations (Callon, 1982, Akrich et al, 2002a,b), the cases bring forward various faces of interference. The key conclusion is that management of system innovation involves not only avoidance and reduction of interference, but also its somewhat paradoxical counterpart of interference-seeking. The term ‘interference management’ denotes the integrated handling of interference, offering both a framework for analysis and a repertoire for action
