A scientometric analysis was conducted on 2835 articles published in the Journal of Bioscience and Bioengineering from 2007-2016, downloaded from Web of Science on 12.03.2017 and analysed using Bibexcel and MS Excel. The study reveals that : Year 2009 had seen a maximum of (709, 25.01%) articles; volume 108 is most productive; RGR decreased from 1.00 in 2009 to 0.08 in 2016. The doubling time of the research output kept on increasing from 2009 ; Kondo A is the most productive author with 52 (1.83%) articles; Only 56 (1.98%) articles were contributed in single author style ; The authors working in small research teams have contributed the most; The overall degree of collaboration for the study period is 98.02; Fukusaki E has the highest h-index of 14 for his 46 articles and 582 citations; Bamba T and Fukusaki E are the most prolific joint authors who have contributed 35 articles; 1/4th of the articles (25.26 %, 176) did not receive any citation and 10% of the articles received just one citation. Less number of articles received highest number of citations; the articles published during 2006-2010 have received more citations than those during 2013-2016; Average citations per volume is 1095; Average citations per article is 8; Japan has emerged as the most productive country with the SPI of 63.21 (1792 articles); Japan and china have collectively published 47 articles; Osaka University is the most productive organization with 276 articles; a majority of 21.09% (598) of articles have 6 pages

The paper examines the state of the domestic market goods of Ukrainian, based on methodological approaches to assessing the state of the domestic market. The distribution of coefficients of change of individual indices of the internal market of goods with the account of information orientation of indicators is substantiated. The group of coefficients was substantiated and introduced and the method of calculation was determined. As a result, the distribution of indicators for assessing the state of the domestic market, taking into account their informational heterogeneity, was formed and substantiated. The evaluation of indicators of a functional nature, a structural nature, a factor and a determining factor was conducted in order to obtain a generalizing indicator of the state of the domestic market of goods

International trade as a channel of influence of globalization on economic development of the countries-parties of OBOR initiative

The paper is aimed to discuss the influence of promoting free-trade between countries participants of Belt and Road initiative. the globalization of world trade can facilitate growth, and to inhibit it. The latter is the case, if there is a fixing of specialization of developing countries in exporting raw materials. And this is a key challenge for Russia, in relation to participation in the OBOR initiative. Opportunities for mutual benefit and win-win cooperation in international trade within OBOR countries are discussed. The paper offers policy recommendations for Russia in the conditions of integration into the world economy in the framework of OBOR project

Priorities for the Distribution of Interbudgetary Transfers Under the Conditions of Fiscal Decentralization in Ukraine

The article is devoted to the problem of the distribution of intergovernmental transfers in Ukraine, taking into account fiscal decentralization trends. To perform the delegated functions, local governments need to have sufficient funding. However, the revenues of local budgets are insufficient to cover all necessary expenses. Therefore, inter-budget transfers, which in Ukraine are the main instrument of financial equalization, play an important role in ensuring the implementation of delegated powers by local governments. The aim of the article is determination of the priorities for the distribution of intergovernmental transfers in Ukraine in the context of fiscal decentralization. The research methodology combines quantitative and qualitative methods. Using quantitative methods, the principles of fiscal decentralization in Ukraine are observed through the mechanism of distribution of intergovernmental transfers. Using high-quality methods and based on the analysis, the priorities of the distribution of inter-budget transfers in the context of fiscal decentralization are formulated. An analysis of foreign publications on fiscal decentralization has shown that the uncertainty of priorities in this area reduces the effectiveness of fiscal decentralization and inhibits the economic development of regions. Prioritization of the distribution of intergovernmental transfers is preceded by the definition of principles for the distribution of intergovernmental transfers. Based on the results of a quantitative analysis, namely, the identified dynamics of fiscal decentralization indicators and the impact of the distribution of intergovernmental transfers on economic development, the following priorities for the distribution of intergovernmental transfers in fiscal decentralization are identified: supporting the prevalence of targeted transfers over non-targeted transfers, increasing the share of capital transfers, increasing the accountability of local authorities self-government regarding the use of funds received in the form of intergovernmental budget transfers

Hypermedia-based discovery for source selection using low-cost linked data interfaces

Evaluating federated Linked Data queries requires consulting multiple sources on the Web. Before a client can execute queries, it must discover data sources, and determine which ones are relevant. Federated query execution research focuses on the actual execution, while data source discovery is often marginally discussed-even though it has a strong impact on selecting sources that contribute to the query results. Therefore, the authors introduce a discovery approach for Linked Data interfaces based on hypermedia links and controls, and apply it to federated query execution with Triple Pattern Fragments. In addition, the authors identify quantitative metrics to evaluate this discovery approach. This article describes generic evaluation measures and results for their concrete approach. With low-cost data summaries as seed, interfaces to eight large real-world datasets can discover each other within 7 minutes. Hypermedia-based client-side querying shows a promising gain of up to 50% in execution time, but demands algorithms that visit a higher number of interfaces to improve result completeness
