EUÕs Influence in Its Eastern Neighbourhood: The Case of Crisis Management in the Southern Caucasus

While the European Neighbourhood Policy has been largely inspired by the successive experiences of enlargement, it has also been designed partly not to replicate exactly enlargement approaches. Key differences include the existence of unresolved conflicts in the EU neighbourhood and the development of European security provisions since 1999, parallel to the traditional economic instruments of cooperation. This paper attempts to assess what lessons can be learnt from the ENP early experience regarding its impact on conflict resolution. It examines negotiations of EU economic support and peace-building efforts with South Caucasus countries and Moldova and builds upon these case studies to draw general lessons on the influence of the EU as an international actor. The article concludes that EU commitments in promoting conflict prevention partly fall short when they have to be implemented, due to the lack of coherence among Member States, while EU impact is real when main policy-makers and implementers are Europeanised in their working methods, and when EU member states agree to delegate their foreign policy to the EU.ENP, Eastern neighbourhood, EU capabilities, crisis management, South Caucasus

The resource then describes how municipalities should begin a solar energy initiative through an official policy statement that provides support for solar energy and that authorizes a task force to shepherd the process, appropriate studies, training programs for staff and board members, inter-municipal partnerships, and outside funding sources. Next, the document explains how municipalities should engage the entire community in the solar energy initiative process to ensure support for the initiative and its implementation. Finally, the resource presents local planning best practices that communities can incorporate into their comprehensive plans, subarea plans, or other plans. National Forest Programmes in Europe: Generating policy-relevant propositions for formulation and implementation

The COST Action E19 on National Forest Programmes in a European Context assembled more than 70 researchers and civil servants from 20 European countries and the USA. Some meetings were also attended by scholars from Canada, China and Japan. The participants aimed to provide policy makers in Europe with improved means for the formulation and implementation of National Forest Programmes (NFPs) for ensuring sustainable forest management. In order to accomplish this objective the work programme comprised the following tasks: to interpret the basic elements and institutional and procedural requirements of NFPs, to assess the effects of these elements and requirements on NFPs, to assess the supporting and impeding factors for the development of substantive NFPs, to evaluate the significance of NFPs in comparison to other policy means

Transforming New Zealand Employment Relations: At the Intersection of Institutional Dispute Resolution and Workplace Conflict Management

In New Zealand, the contemporary shift from highly regulated, collectivist employment rights to individual employment relationships included statutory direction to mediation. Good faith negotiation in the workplace and state provision of mediation were to be the primary mechanisms for resolution of ‘employment relationship problems’ (ERP). This paper investigates the intersection between workplace conflict management and institutional provision of mediation. We investigated ERP resolution by drawing on empirical evidence from 38 narrative interviews where participants recounted experiences of employment relationship problem (ERP) resolution. We analysed 243 ERP by comparing settlements to end employment relationships with resolution of ERP where relationships endured. We sought to understand why some ERP remained unresolved and/or escalated. We found that collaborative reflective sense-making had a positive impact on early workplace problem resolution while investigation and confidential settlement negotiations risked injustice. We present, therefore, some suggestions for embedding collaborative conflict management in the workplace
