    Methodological Guide to Co-design Climate-smart Options with Family Farmers

    Climate-smart agriculture (CSA) seeks to improve productivity for the achievement of food security (pillar 1: Productivity), to develop a better ability to adapt (pillar 2: Adaptation), and to limit greenhouse gas emissions (pillar 3: Mitigation). Technical and organizational innovations are needed to find synergies among those three pillars. Innovation (its creation and its operation) is a social phenomenon. Many studies worldwide have shown that promoting a sustainable change and innovation within organizations has to be analyzed and implemented with stakeholders. Thus, the ability of local actors to tackle climate change and mitigate its effects will depend on their ability to innovate and mobilize material and non-material resources, to articulate links among national policies, not only between themselves, but also undertaking actions at the local level. To support stakeholders in the development of responses to this challenge, we propose the development of open innovation platforms, in which all local actors may participate. These platforms are virtual, physical, or physico-virtual spaces to learn, jointly conceive, and transform different situations; they are generated by individuals with different origins, different backgrounds and interests (Pali and Swaans, 2013).The purpose of this manual is to provide a seven-step methodology to allow family farmers to co-build and adopt CSA options to tackle climate change in an open innovation platfor

Building state agency-university researcher partnerships is an important value of SLDS. To examine state agency-university researcher partnerships within SLDS, our analysis is guided by the following set of questions based on 71 interviews conducted with individuals most directly involved with SLDS efforts in Virginia, Maryland, Texas and Washington. The findings from this analysis suggest that each state’s SLDS organization and governance structure includes university partners in differing ways. In general, stronger partnership efforts are driven by legislative action or executive-level leadership. Regardless of structure, the operation of these partnerships is shaped by the agency’s previous experience and cultural norms surrounding the value and inclusion of university researchers

    Farmers' perception on risks in fruits and vegetables production: an empirical study of Uttar Pradesh

    The perceptions of farmers about risks in production of fruits and vegetables have been analysed using structured survey method. The study is based on the survey of a total of 634 farmers, comprising 188 fruit farmers and 446 vegetable farmers, covering six districts of Uttar Pradesh, namely, Lucknow, Allahabad, Gorakhpur, Moradabad, Jhansi and Agra. The perceived priorities of farmers about major sources of risks in production of fruits and vegetables have been reported under ‘investment risks’, ‘socio-economic risks’, ‘environmental risks’, ‘production risks’ and ‘market risks’. In general, the price and production risks have been perceived as the most important sources of risk in production of fruits and vegetables in the area. The study has argued that public intervention can facilitate better risk management through improved information system, development of financial markets and promotion of market-based price and yield insurance schemes, thus ensuring that the marginal farmers are able to benefit from these interventions as well as participate in the emerging systems.Crop Production/Industries,

    Padronização de uma bateria para a avaliação de fatores de risco psicossociais trabalhistas em trabalhadores colombianos

    A battery of questionnaires to assess psychosocial risk factors at work was developed in 2010 in response to Resolution 2646 created by the Colombian Ministry of Social Protection. However, this battery presents some theoretical and practical limitations. A new battery of instruments has been designed and validated that includes instruments and risk indicators of the demand-control-social support and the effort-reward imbalance models. Other factors, not included in these models, but that Resolution 2646 suggests should be assessed, have also been added, and with this additional information, the new battery allows us to also calculate a “global indicator” of demand, control, and social support; family and social risk conditions, coping and personality; and health and wellbeing. The new battery was administered to a sample of 16,095 workers from different occupations and representative Colombian regions. An analysis of the various domains indicates that internal consistency of the various scales is high. The new battery has the following properties: it is simple to use in paper format or when administered by computer, it enables comparison between occupations, it offers unified scores for each variable, and provides information to assess the risk factors suggested by Resolution 2646. In addition, it will make it possible to compare the results obtained when analyzing Colombian workers with those obtained from studies of workers from other countries.Em 2010, desenvolveu-se uma bateria de instrumentos para avaliar fatores psicossociais trabalhistas de risco para a saúde, em resposta à Resolução 2 646 do Ministério da Proteção Social da Colômbia. Contudo, esta conta com algumas limitações que, a partir da construção e da validação de uma nova bateria, neste estudo se pretendem superar. Além disso, a nova bateria oferece recursos adicionais para a avaliação desses fatores: a presente bateria incorpora os instrumentos e os indicadores centrais dos modelos demanda-controle-apoio social e desiquilíbrio esforço-recompensa e os fatores internos do trabalho não considerados nesses modelos, mas que a Resolução considera necessários, mediram-se com testes preexistentes ou desenvolvidos pelos autores. Com os dados coletados, é possível calcular indicadores globais de demanda, controle e apoio social; além de condições familiares e sociais de risco, enfrentamento, personalidade e indicadores de saúde e bem-estar. Para a validação, a bateria foi aplicada a uma amostra de 16 095 trabalhadores de diferentes cargos e municípios colombianos. As anál i ses de consistência interna e validade permitem afirmar que a bateria é simples de aplicar em papel ou digital, permitirá comparar cargos, obter pontuações unificadas por variável, oferecer um diagnóstico de um número importante das variáveis sugeridas na Resolução bem como permitirá comparar os resultados dos trabalhadores colombianos com os de outros países. Sin embargo, esta cuenta con algunas limitaciones que, a partir de la construcción y validación de una nueva batería, en el presente estudio se buscan superar. La nueva batería ofrece recursos adicionales para la evaluación de estos factores: incorpora los instrumentos e indicadores centrales de los modelos demanda-control-apoyo social y desequilibrio esfuerzo-recompensa, y los factores intralaborales no contemplados en dichos modelos, pero que la Resolución considera necesarios, se midieron con pruebas preexistentes o desarrolladas por los autores. Con los datos recolectados es posible calcular indicadores globales de demanda, control y apoyo social; además de condiciones familiares y sociales de riesgo, afrontamiento, personalidad e indicadores de salud y bienestar. Para la validación, la batería se aplicó a una muestra de 16.095 trabajadores de diferentes ocupaciones y municipios colombianos. Los análisis de consistencia interna y validez permiten afirmar que la batería es sencilla de aplicar en papel o por computador, permitirá comparar ocupaciones, obtener puntuaciones unificadas por variable, ofrecer un diagnóstico de un número importante de las variables sugeridas en la Resolución y comparar los resultados de los trabajadores colombianos con los de otros países

    Immigration to the Land of Redistribution

    Negative perceptions about migrants in Europe, the Continent with the largest social policy programmes are driven by concerns that foreigners are a net fiscal burden. Paradoxically instruments of social inclusion are becoming a weapon of mass exclusion. Increasing concerns of public opinion are indeed pressing Governments, in the midst of the recession, to reduce welfare access by migrants or further tighten migration policies. Are there politically feasible alternatives to these two hardly enforceable (and procyclical) policy options? In thispaper we look at economic and cultural determinants of negative perceptions about migrants in Europe. Based on a simple model of the perceived fiscal effects of migration and on a largely unexploited database (EU-Silc), we find no evidence that legal migrants, notably skilled migrants, are net recipients of transfers from the state. However, there is evidence of " residual dependency" on non-contributory transfers and self-selection of migrants more likely to draw on welfare in the countries with the most generous welfare state. Moreover, redistribution does not find much support among those who are in favour of immigration. A way out of the migration into the welfare state dilemma facing Europe involves i. coordinating safety nets across the EU, ii. adopting explicitly selective migration policies, and iii.improving activation programmes. Other options -- such as restricting migration or welfareaccess by migrants -- are however on the agenda of national governments
