    Study Of The Challenges That Hinder MSME Development In FYR Macedonia : Country Report for the British Council and Swedish Institute

    In addition to this Study, a further six studies were produced. One for each of the countries, under investigation (Albania, Bosnia Herzegovina, Kosovo, Montenegro & Serbia) and a Main Report, which was published in May 2018.The Former Yugoslav Republic of Macedonia (to be referred to as FYR Macedonia from herein) is a landlocked country. It has made considerable progress since 2000 and the end of the Balkan Wars, but would still greatly benefit from raising its rate of economic growth. It has an interesting population profile with a dip in the economically important 25–34 years age range. We undertook a survey of aspiring entrepreneurs across FYR Macedonia. The sample was largely self-selected based on previous telephone surveys where respondents had expressed an interest in entrepreneurship, plus a review of the commercial register and referrals from respondents. The age distribution of aspiring entrepreneurs was under represented in younger age groups but higher in the 25–34 year old group compared with the population. Increased economic growth needs to be achieved against a background of relatively modest inflows of foreign direct investment, and disappointingly flat levels of gross domestic capital formation, contrasting with sustained increases in consumption. There has been significant progress in stabilising the trade balance. FYR Macedonia has a significant informal economy, a sizeable unemployment rate and a worrying loss of skills as qualified people migrate overseas. There have been sustained efforts to improve the skills training systems, but the vocational training system still needs support. Entrepreneurship aspirations are positive. There are few problems with structural issues such as ease of forming a company, although important regulatory simplifications (for example in property registration) are still needed. Five key issues stand out: 1. Access to finance is very challenging and acts as a significant barrier to both innovation and entrepreneurship. There is a particular need for access to affordable seed capital. This is a similar to the challenge being addressed by some of the rural micro-finance programs in Asia. 2. Connection to markets outside FYR Macedonia and the Western Balkans region is challenging for new entrepreneurs. 3. There is a considerable amount of energy and effort already being injected, but significant scope for improving the skills of entrepreneurial teams. 4. There may be a need to raise the entrepreneurial appetite of young people (under 25 years old). 5. FYR Macedonia seems to have incubated a significant number of opportunity-seeking entrepreneurs, rather than involuntary entrepreneurs seeking family incomes, but the support structure is limited. They might benefit from a focused event to bring together industries from across FYR Macedonia.Final Published versio

Given these realities, for higher education performing arts programs, the challenges are greater. These programs — and their parent institutions — require leadership and leaders capable of handling both immediate complexity and long-term transformation. As such, leadership development critical to this mission is a priority. This article explores the intricacies of higher education and the performing arts, and discusses the correlative characteristics of leadership, management, mentoring, coaching, and networking.     The ecology of social interactions in online and offline environments

    The rise in online social networking has brought about a revolution in social relations. However, its effects on offline interactions and its implications for collective well-being are still not clear and are under-investigated. We study the ecology of online and offline interaction in an evolutionary game framework where individuals can adopt different strategies of socialization. Our main result is that the spreading of self-protective behaviors to cope with hostile social environments can lead the economy to non-socially optimal stationary states

    America's Hispanic Children: Gaining Ground, Looking Forward

    The purpose of the study was to "widen the lens" by highlighting the positive trends among Hispanic youth. More young Latino children are enrolling in center-based care programs which are more likely to be of a higher educational quality than home-based care and other alternatives. Other highlights include Latino students posting solid gains on national assessments in key subject areas, more Latinos than ever before earning a high school diploma, and a record number of Hispanics enrolling in two- or four-year colleges. A greater sense of responsibility among Latino youth was also revealed in the study, indicated by falling teen pregnancy rates -- declines have been greater in the last four years for Latinas than other ethnic groups -- and a decrease in smoking and binge drinking habits among high school seniors. Latino teens' use of technology is also promising. While less likely to own a cell phone than their peers, they are avid users of smartphones and tablets. The Pew Research Center Hispanic Trends Project reported Hispanics are the only group to see poverty rates decline and incomes increase, but despite these gains, Hispanics have the largest number of people living in poverty when compared with other minority groups. "Nearly one-third of Latino children live below the poverty line, and a roughly equal share, while not poor by official definition, has family incomes just adequate to meet basic needs," the Child Trends study states

    A Review of the "Digital Turn" in the New Literacy Studies

    Digital communication has transformed literacy practices and assumed great importance in the functioning of workplace, recreational, and community contexts. This article reviews a decade of empirical work of the New Literacy Studies, identifying the shift toward research of digital literacy applications. The article engages with the central theoretical, methodological, and pragmatic challenges in the tradition of New Literacy Studies, while highlighting the distinctive trends in the digital strand. It identifies common patterns across new literacy practices through cross-comparisons of ethnographic research in digital media environments. It examines ways in which this research is taking into account power and pedagogy in normative contexts of literacy learning using the new media. Recommendations are given to strengthen the links between New Literacy Studies research and literacy curriculum, assessment, and accountability in the 21st century

    Cultivating teachers\u27 knowledge and skills for leading change in schools

    Australian policy initiatives and state curriculum reform efforts affirm a commitment to address student disengagement through the development of inclusive school environments, curriculum, and pedagogy. This paper, drawing on critical social theory, describes three Australian projects that support the cultivation of teachers&rsquo; beliefs, knowledge and skills for critical reflection and leading change in schools. The first project reports on the valued ethics that emerged in pre-service teacher reflections about a Service-learning Program at a university in Queensland. The second project reports on a school-based collaborative inquiry approach to professional development with a focus on literacy practices. The final project reports on an initiative in another university in Victoria, to operationalise pedagogical change and curriculum renewal in Victoria, through the Principles of Learning and Teaching (PoLT). These case studies illustrate how critical reflection and development of beliefs, knowledge and skills can be acquired to better meet the needs of schools.<br /

    Entrepreneurship, innovation and the triple helix model: evidence from Oxfordshire and Cambridgeshire

    This paper focuses on how regions become entrepreneurial and the extent to which the actors in the triple helix model are dominant at particular stages in development. It uses the case studies of Oxfordshire and Cambridgeshire in the UK to explore this theme. Both can now be described as ‘regional triple helix spaces’ (Etzkowitz 2008), and form two points of the Golden Triangle of Oxford, Cambridge and London universities. As entrepreneurial regions, however, they differ in a number of respects. This is not surprising given their differing geo-historical contexts. However, by comparing the two similar counties but which have their own distinctive features we are able to explore different dynamics which lead to the inception, implementation, consolidation and renewal (Etzkowitz and Klofsten 2005) of regions characterised by very high levels of technology-based entrepreneurship
