    Construction of an Integrated Social Vulnerability Index to Identify Spatial Variability of Exposure to Seismic Hazard in Pahang, Malaysia

    Devastating effects of natural disasters dynamically depends on the vulnerability components of a specific area. Therefore, assessing vulnerability is necessary to estimate the earthquake risk. This paper argues for a multidisciplinary method that integrates social vulnerability into the seismic risk analysis in Pahang. The methodology specifically relies on; (1) the development on a set of social indicators using multivariate data analysis to identify and evaluate the local characteristics that contribute to the vulnerability and risk of inhabitants of district space; and (2) the application of Geographical Information System (GIS) technology for generating and mapping the spatial pattern of social vulnerability index for seismic hazard in Pahang, Malaysia that was based on the classification of its exposure level. The classes of a social vulnerability index map were overlaid with a seismic hazard map that was proposed by JMG (Mineral and Geoscience Department Malaysia) through the use of map algebra functions in GIS tools. Results for social vulnerability map showed that, majority of the study area are in relatively low to moderate level except for Kuantan district, which is highly vulnerable. Meanwhile, the combination of the social vulnerability map and seismic hazard map reveals that, districts in the central parts of the region are the most highly exposed to earthquake threats, whereas in the eastern part it demonstrates the low level of exposure to seismic hazard (with the exception for the Kuantan district, where it is highly vulnerable).     A flood vulnerability index for coastal cities and its use in assessing climate change impacts

    Worldwide, there is a need to enhance our understanding of vulnerability and to develop methodologies and tools to assess vulnerability. One of the most important goals of assessing coastal flood vulnerability, in particular, is to create a readily understandable link between the theoretical concepts of flood vulnerability and the day-to-day decision-making process and to encapsulate this link in an easily accessible tool. This article focuses on developing a Coastal City Flood Vulnerability Index (CCFVI) based on exposure, susceptibility and resilience to coastal flooding. It is applied to nine cities around the world, each with different kinds of exposure. With the aid of this index, it is demonstrated which cities are most vulnerable to coastal flooding with regard to the system's components, that is, hydro-geological, socio-economic and politico-administrative. The index gives a number from 0 to 1, indicating comparatively low or high coastal flood vulnerability, which shows which cities are most in need of further, more detailed investigation for decision-makers. Once its use to compare the vulnerability of a range of cities under current conditions has been demonstrated, it is used to study the impact of climate change on the vulnerability of these cities over a longer timescale. The results show that CCFVI provides a means of obtaining a broad overview of flood vulnerability and the effect of possible adaptation options. This, in turn, will allow for the direction of resources to more in-depth investigation of the most promising strategies

    Development and validation of risk profiles of West African rural communities facing multiple natural hazards

    West Africa has been described as a hotspot of climate change. The reliance on rain-fed agriculture by over 65% of the population means that vulnerability to climatic hazards such as droughts, rainstorms and floods will continue. Yet, the vulnerability and risk levels faced by different rural social-ecological systems (SES) affected by multiple hazards are poorly understood. To fill this gap, this study quantifies risk and vulnerability of rural communities to drought and floods. Risk is assessed using an indicator-based approach. A stepwise methodology is followed that combines participatory approaches with statistical, remote sensing and Geographic Information System techniques to develop community level vulnerability indices in three watersheds (Dano, Burkina Faso; Dassari, Benin; Vea, Ghana). The results show varying levels of risk profiles across the three watersheds. Statistically significant high levels of mean risk in the Dano area of Burkina Faso are found whilst communities in the Dassari area of Benin show low mean risk. The high risk in the Dano area results from, among other factors, underlying high exposure to droughts and rainstorms, longer dry season duration, low caloric intake per capita, and poor local institutions. The study introduces the concept of community impact score (CIS) to validate the indicator-based risk and vulnerability modelling. The CIS measures the cumulative impact of the occurrence of multiple hazards over five years. 65.3% of the variance in observed impact of hazards/CIS was explained by the risk models and communities with high simulated disaster risk generally follow areas with high observed disaster impacts. Results from this study will help disaster managers to better understand disaster risk and develop appropriate, inclusive and well integrated mitigation and adaptation plans at the local level. It fulfills the increasing need to balance global/regional assessments with community level assessments where major decisions against risk are actually taken and implemented

    Vulnerability assessment using remote sensing: The earthquake prone megacity Istanbul, Turkey

    Hazards like earthquakes are natural, disasters are not. Disasters result from the impact of a hazard on a vulnerable system or society at a specific location. The framework of vulnerability aims at a holistic concept taking physical, environmental, socio-economic and political components into account. This paper focuses on the capabilities of remote sensing to contribute up-to-date spatial information to the physical dimension of vulnerability for the complex urban system of the megacity Istanbul, Turkey. An urban land cover classification based on high resolution satellite data establishes the basis to analyse the spatial distribution of different types of buildings, the carrying capacity of the street network or the identification of open spaces. In addition, a DEM (Digital Elevation Model) enables a localization of potential landslide areas. A methodology to combine these attributes related to the physical dimension of vulnerability is presented. In this process an n-dimensional coordinate system plots the variables describing vulnerability against each other. This enables identification of the degree of vulnerability and the vulnerability-determining factors for a specific location. This assessment of vulnerability provides a broad spatial information basis for decision-makers to develop mitigation strategies

    Intervening to improve outcomes for vulnerable young people : a review of the evidence

    Concerns about the number of young people who fail to reach their potential at school, or get into trouble, or are not in education, employment or training (NEET), underpin the continuing commitment to end child poverty in the UK by 2020, and the Coalition Government’s pledge to increase the focus on supporting the neediest families and those with multiple problems. A strong policy commitment to improving the life chances of vulnerable young people has in recent years led to the testing of a number of initiatives. This review sought to identify: the common barriers to the effective implementation of new initiatives; elements of effective practice in the delivery of multi-agency services for vulnerable young people and their families; the costs associated with integrated service delivery; the outcomes that can be achieved; and whether fewer and more targeted initiatives might offer better value for money, particularly during a period of fiscal reform.
