    Assessing the Benefits of Public Research Within an Economic Framework: The Case of USDA's Agricultural Research Service

    Evaluation of publicly funded research can help provide accountability and prioritize programs. In addition, Federal intramural research planning generally involves an institutional assessment of the appropriate Federal role, if any, and whether the research should be left to others, such as universities or the private sector. Many methods of evaluation are available, peer review—used primarily for establishing scientific merit—being the most common. Economic analysis focuses on quantifying ultimate research outcomes, whether measured in goods with market prices or in nonmarket goods such as environmental quality or human health. However, standard economic techniques may not be amenable for evaluating some important public research priorities or for institutional assessments. This report reviews quantitative methods and applies qualitative economic reasoning and stakeholder interviewing methods to the evaluation of economic benefits of Federal intramural research using three case studies of research conducted by USDA’s Agricultural Research Service (ARS). Differences among the case studies highlight the need to select suitable assessment techniques from available methodologies, the limited scope for comparing assessment results across programs, and the inherent difficulty in quantifying benefits in some research areas.     Human activities,both established and emerging, increasingly affect the provision of marine ecosystem services that deliver societal and economic benefits. Monitoring the status of marine ecosystems and determining how human activities change their capacity to sustain benefits for society requires an evidence-based Integrated Ecosystem Assessment approach that incorporates knowledge of ecosystem functioning and services).Although,there are diverse methods to assess the status of individual ecosystem components, none assesses the health of marine ecosystems holistically, integrating information from multiple ecosystem components. Similarly,while acknowledging the availability of several methods to measure single pressures and assess their impacts, evaluation of cumulative effects of multiple pressures remains scarce.Therefore,an integrative assessment requires us to first understand the response of marine ecosystems to human activities and their pressures and then develop innovative, cost-effective monitoring tools that enable collection of data to assess the health status of large marine areas. Conceptually, combining this knowledge of effective monitoring methods with cost-benefit analyses will help identify appropriate management measures to improve environmental status economically and efficiently. The European project DEVOTES (DEVelopment Of innovative Tools for understanding marine biodiversity and assessing good Environmental Status) specifically addressed these topics in order to support policymakers and managers in implementing the European Marine Strategy Framework Directive. Here, we synthesize our main innovative findings, placing these within the context of recent wider research, and identifying gaps and the major future challenges

    Models for an Ecosystem Approach to Fisheries

    This document is one outcome from a workshop held in Gizo in October 2010 attended by 82 representatives from government, NGO's private sector, and communities. The target audience for the document is primarily organizations planning to work with coastal communities of Solomon Islands to implement Community-Based Resource Management (CBRM). It is however also envisaged that the document will serve as a reference for communities to better understand what to expect from their partners and also for donors, to be informed about agreed approaches amongst Solomon Islands stakeholders. This document does not attempt to summarize all the outcomes of the workshop; rather it focuses on the Solomon Islands Coral Triangle Initiative (CTI) National Plan of Action (NPoA): Theme 1: Support and implementation of CBRM and specifically, the scaling up of CBRM in Solomon Islands. Most of the principles given in this document are derived from experiences in coastal communities and ecosystems as, until relatively recently, these have received most attention in Solomon Islands resource management. It is recognized however that the majority of these principles will be applicable to both coastal and terrestrial initiatives. This document synthesizes information provided by stakeholders at the October 2010 workshop and covers some basic principles of engagement and implementation that have been learned over more than twenty years of activities by the stakeholder partners in Solomon Islands. The document updates and expands on a summary of guiding principles for CBRM which was originally prepared by the Solomon Islands Locally Managed Marine Area Network (SILMMA) in 2007

    Understanding drivers of species distribution change: a trait-based approach

    The impacts of anthropogenic environmental change on biodiversity are well documented, with threats such as habitat loss and climate change identified as causes of change in species distributions. The high degree of variation in responses of species to environmental change can be partly explained through comparative analyses of species traits. I carried out a phylogenetically informed trait-based analysis of plant range change in Britain, discovering that traits associated with competitive ability and habitat specialism both explained variation in range changes. Competitive, habitat generalists out-perform ed species specialised to nutrient-poor conditions; a result which can be attributed to the impact of agricultural intensification in Britain. A limitation of the comparative approach is that the models do not directly test the impact of environmental change on species distribution patterns, but instead infer potential impacts. I tested the potential of comparative analyses from a spatial context by conducting a spatial analysis of plant distribution change in Britain, examining the direct impact of environmental change on the spatial distribution of the trait characteristics of species that have gone locally extinct. I discovered a loss of species associated with nitrogen poor soils in regions that had an increase in arable land cover, a result that supports the results from the trait-based analysis of plant range change and demonstrates that comparative studies can accurately infer drivers of distribution change. I found that the cross-region transferability of trait-based models of range change to be related to land cover similarity, highlighting that the trait-based approach is dependent on a regional context. Additionally, I discovered that traits derived from distribution data were significant predictors of range shift across many taxonomic groups, out-performing traditional life history traits. This thesis highlights the potential of the data accumulated through the increased public participation in biological recording to address previously unanswerable ecological research questions.Open Acces

    Centralisation of assessment: meeting the challenges of multi-year team projects in information systems education

    This paper focuses on the difficulties of assessing multi-year team projects, in which a team of students drawn from all three years of a full-time degree course works on a problem with and for a real-life organization. Although potential solutions to the problem of assessing team projects may be context-dependent, we believe that discussing these in our paper will allow readers to relate to their teaching cases and increase the general appreciation of team project related work. Findings discussed in this paper are based on the first cycle of action research in relation to an existing multi-year team project scheme. Based on the interpretivist perspective, this work draws on data from staff and student focus groups, semi structured interviews and surveys. Team project clients were also asked to comment on their experiences and the way they would like team projects to be improved in the future. Since issues affecting the success of team projects are quite closely inter-related, a systemic view is adopted rather than analysis of a single issue in isolation. Overall there is a feeling that multi-year team projects are a good idea in theory but can be challenging to implement in practice. It is argued that the main areas of concern are the assessment process, the dilemmas and tensions that it can introduce, and the related inconsistencies in stakeholder involvement, which can compromise the learning experience if not handled well. We believe that the assessment process holds the key to a successful learning experience in team project work

    A review of the ecological effectiveness of subtidal marine reserves in Central California, Part I: Synopsis of scientific investigations

    Marine reserves, often referred to as no-take MPAs, are defined as areas within which human activities that can result in the removal or alteration of biotic and abiotic components of an ecosystem are prohibited or greatly restricted (NRC 2001). Activities typically curtailed within a marine reserve are extraction of organisms (e.g., commercial and recreational fishing, kelp harvesting, commercial collecting), mariculture, and those activities that can alter oceanographic or geologic attributes of the habitat (e.g., mining, shore-based industrial-related intake and discharges of seawater and effluent). Usually, marine reserves are established to conserve biodiversity or enhance nearby fishery resources. Thus, goals and objectives of marine reserves can be inferred, even if they are not specifically articulated at the time of reserve formation. In this report, we review information about the effectiveness of the three marine reserves in the Monterey Bay National Marine Sanctuary (Hopkins Marine Life Refuge, Point Lobos Ecological Reserve, Big Creek Ecological Reserve), and the one in the Channel Islands National Marine Sanctuary (the natural area on the north side of East Anacapa Island). Our efforts to objectively evaluate reserves in Central California relative to reserve theory were greatly hampered for four primary reasons; (1) few of the existing marine reserves were created with clearly articulated goals or objectives, (2) relatively few studies of the ecological consequences of existing reserves have been conducted, (3) no studies to date encompass the spatial and temporal scope needed to identify ecosystem-wide effects of reserve protection, and (4) there are almost no studies that describe the social and economic consequences of existing reserves. To overcome these obstacles, we used several methods to evaluate the effectiveness of subtidal marine reserves in Central California. We first conducted a literature review to find out what research has been conducted in all marine reserves in Central California (Appendix 1). We then reviewed the scientific literature that relates to marine reserve theory to help define criteria to use as benchmarks for evaluation. A recent National Research Council (2001) report summarized expected reserve benefits and provided the criteria we used for evaluation of effectiveness. The next step was to identify the research projects in this region that collected information in a way that enabled us to evaluate reserve theory relative to marine reserves in Central California. Chapters 1-4 in this report provide summaries of those research projects. Contained within these chapters are evaluations of reserve effectiveness for meeting specific objectives. As few studies exist that pertain to reserve theory in Central California, we reviewed studies of marine reserves in other temperate and tropical ecosystems to determine if there were lessons to be learned from other parts of the world (Chapter 5). We also included a discussion of social and economic considerations germane to the public policy decision-making processes associated with marine reserves (Chapter 6). After reviewing all of these resources, we provided a summary of the ecological benefits that could be expected from existing reserves in Central California.     Hyporheic invertebrates as bioindicators of ecological health in temporary rivers: a meta-analysis

    Worldwide, many rivers cease flow and dry either naturally or owing to human activities such as water extraction. However, even when surface water is absent, diverse assemblages of aquatic invertebrates inhabit the saturated sediments below the river bed (hyporheic zone). In the absence of surface water or flow, biota of this zone may be sampled as an alternative to surface water-based ecological assessments. The potential of hyporheic invertebrates as ecological indicators of river health, however, is largely unexplored. We analysed hyporheic taxa lists from the international literature on temporary rivers to assess compositional similarity among broad-scale regions and sampling conditions, including the presence or absence of surface waters and flow, and the regional effect of hydrological phase (dry channel, non-flowing waters, surface flow) on richness. We hypothesised that if consistent patterns were found, then effects of human disturbances in temporary rivers may be assessable using hyporheic bioindicators. Assemblages differed geographically and by climate, but hydrological phase did not have a strong effect at the global scale.
