    Assessing the business value of electronic order-to-payment cycle

    In this paper, we build an evaluation tool for assessing the business impacts of an electronic order-topayment cycle. Based on a literature review and expert interviews, we formulate a three-stage model which includes performance indicators for electronic order, electronic invoice, and electronic payment processes. In addition, we pinpoint the inter-process linkages. We test the proposed evaluation tool in a business context and find that the impacts of automating the order-to-payment cycle relate closely to cost avoidance. However, a strong emphasis on asset utilization can be observed as well – better use of IT could enhance utilization of existing human resources and capital, affecting company profitability

    The purpose of this paper is to build metrics for assessing the business impacts of information technology (IT) in the order-to-payment process. The extant literature provides a plethora of benefits and measures related to process automation within the financial administration. These come, however, generally in the form of one-dimensional lists and concern separate administrative functions. By going through these repetitive lists, organizations struggle with determining potential payoffs. The majority of existing studies suggests that, at first hand, automation increases productivity through decreased processing time and cost. A variety of impacts apart from cost savings has been reported yet their importance is variably stressed. What is missing in the current literature is a structured, holistic analysis on the potential productivity gains that could be derived from a full-scale digitalization of the order-to-payment cycle – a tool that would help organizations to navigate through the jungle of impacts and measures. This paper takes a structured approach where all potential gains are pulled together in order to create a basis for proper analysis and evaluation. The idea is to construct a model that would not only pinpoint potential benefits of process automation but also explain how the resulting economic value is created. In this paper, the order-to-payment cycle is first divided into three distinct sub-processes (e-ordering, e-invoicing, and e-payment) in order to identify specific operational level IT impacts. Based on a literature review and expert interviews, a three-stage metrics model is formulated including business value measurements for each sub-process and the entire order-to-payment cycle. Finally, process-oriented approach is used to investigate how the underlying impacts contribute to company-level economic value added. In addition, the importance of electronic system integration is highlighted by pointing out IT impacts on inter-process linkages. Thereby, the final product is a vertically and horizontally integrated evaluation tool. The proposed measurement model is then tested in a business context – an in-depth case study at a Finnish design company. The case results show that the model works well as an analysis tool. The results also indicate that the impacts of automating the order-to-payment cycle in the case company relate closely to cost avoidance. Consequently, the company makes IT investment decisions based on estimated cost savings potential. However, once the electronic systems are at place, strong emphasis is given to asset utilization as well – better use of IT could enhance the utilization of existing human resources and capital. It argues that knowledge management suffers from conceptual and definitional ambiguity, oversimplification of its development processes, and methodological limitations. Nevertheless, there is a consensus in business and academia that knowledge is a key component of success and allows firms to achieve and sustains competitive advantages.     Analysing B2B electronic procurement benefits – Information systems perspective

    This paper presents electronic procurement benefits identified in four case companies. The benefits achieved in the case companies were classified according to taxonomies from the Information Systems discipline. Existing taxonomies were combined into a new taxonomy which allows evaluation of the complex e-procurement impact. Traditional financial-based methods failed to capture the nature of e-procurement benefits. In the new taxonomy, eprocurement benefits are classified using scorecard dimensions (strategic, tactical and operational), which allows the identification of areas of e-procurement impact, in addition the benefits characteristic is captured (tangible, intangible, financial and non-financial)

    Adaptation of domestic state governance to international governance models

    The purpose of the article is to provide the evolving international trends of modern management models and authorial vision of model of state governance system in Ukraine, its subsystems, in particular, the system of provision of administrative services that is appropriate for the contemporary times. Methodology. On the basis of scientific and theoretical approaches to the definitions of terms “state governance” and “public governance”, there was an explanation of considerable difference between them and, taking into consideration, the mentality of Ukrainian society and peculiar weak side in self-organization, the authors offered to form authorial model of governance on the basis of historically traditional for Ukraine model of state governance and to add some elements of management concepts that proved their significance, efficiency and priority in practice. Results. The authors emphasized the following two prevailing modern management models in the international practice: “new state management” and “good governance”. The first concept offered for consideration served as a basis for the semantic content of state activity that reflects more the state of administrative reformation. Practical meaning. A practical introduction of management to the domestic model of governance creates the range of contradictions that do not allow implementing herein concept. Pursuant to authors, the second one allows in considerable measure to reform state governance, considering historically developed peculiarities of this model. Moreover, the involvement of concept herein into introduction of informational and communicational technologies in the process of governance eliminates the necessity of power decentralization, it allows to form real net structure and, at the same, to keep vertical power structure, to involve citizens for formation and taking of management decisions, to form electronic communicational channel of feedback, to provide citizens with electronic administrative services. All indicated advantages of the concept certify about the necessity to reform state governance exactly in this field. Meaning/ Distinction. This article raises a question about the significance of formation and sequence of state policy in Ukraine aimed at creating an information-oriented society, space, as well as informational and technological infrastructure

    Net structure of subject-to-subject relations in the management of the system of administrative services provision

    The purpose of the work is to form the net structure of management of the system of administrative services provision on the basis of implementation of subject-to-subject interactions between state sector and civil society. Methodology. The methodology basis for the investigation is the abstract-logical analysis of theoretical and methodological backgrounds for management of relations and interactions. For the theoretical generalization and formation of net structure, there are used scientific recommendations of Ukrainian scientists regarding the necessity to implement subject-to-subject relations in the system of administrative services provision. Results. The investigations allowed confirming that the hierarchical structure of the state governance system does not give an opportunity to implement equal interaction between a subject of provision and a subject of an appeal as these relations have one – way communication and the feedback channel has a formal character. Moreover, the civil society is not considered by state sector to be a source of methods and ways to develop the system of state governance, in particular, the management system of administrative services provision. Practical meaning. The net structure of management will allow implementing the subject-subject relations in the system, under which the actions of the subject of provision – that means state sector – will be directed to the realization of rights and interests of the subjects of appeal. In their turn, apart from the performance of all legislative responsibilities that they should perform, they can carry out activities directed to the development of management activity in the system of administrative services provision and the whole system of state governance as an integral system of management. Meaning/Distinction. The provided model of the net structure will allow involving citizens in the processes of state governance and increasing the impact of the civil sector during the making of state and management decisions and, as a result, to confirm subject-to-subject positions in the relations

    Within these few years, the Internet becomes popular in the world. There are many well-known websites, such as the eBay, Amazon and Yahoo, etc.. In foreign countries, Web auction is very famous for the Internet users in foreign countries, while it is a new kind of electronic business in Hong Kong. The trend of web auction has penetrated into Hong Kong in this few years, but it is still at a growth stage of the industry life cycle. Web auction seems to be a new type of business in electronic commerce, thus it can attract the people to participate it in future. The potential market for web auction is quite large. In Hong Kong, there are four major companies that work on the business of web auction. They are the (1) Red-dots, (2) Go2hk, (3) Yahoo and (4) Clubciti. Whereas, go2hk is the smallest company in terms of company size, it is the second in terms of the number of registered users. The industry is growing rapidly and facing a keen competition. Therefore, the company needs to have good marketing mix strategies to establish its brand name. This project aims to purpose an appropriate marketing strategy of GO2HK.COM, which can allow the company to match the consumer needs with marketing strategy. Interviews are conducted and questionnaire surveys are initiated to look into the most preferable strategy for GO2HK. Before doing the questionnaire survey, we have interviewed the company, in order to identify the current marketing mix first. After that, questionnaire surveys are used to access the information about the procedure of non-users, sellers and bidders. Based on the findings, a proposed marketing strategy is recommended for go2hk. To conclude, security is the most critical aspect that both users and non-users are highly concerned
