    MEPs online: Understanding communication strategies for remote representatives

    This article explores the use of the Internet by Members of the European Parliament (MEPs), assessing the adoption of online communication as well as its strategic uses. In particular we analysed the websites, weblogs and social networking site profiles of all MEPs who linked to an online presence from the European parliament homepage, a total of 440 MEPs representing all 27 member nations. Through a thorough analysis of the content using a scheme designed to record the presence and functionality of 103 specific features and tools and recency of updates, we assess how MEPs use the Internet to connect with a range of audiences; from journalists to loyal supporters. We find MEPs embracing a range of features which would be appealing to a wide range of different visitors. There is a minor generational divide among MEPs based both on their age and the length of time their country has been a member of the European Union. However overall we suggest there is an ebb and flow of innovation within the online political communication of these parliamentarians

    Towards a non-hierarchical campaign? Testing for interactivity as a tool of election campaigning in France, the US, Germany and the UK.

    Interest in the Internet and its role within political communication and election campaigning has now an established body of theoretical and empirical history, with mixed predictions and findings. The bulk of the empirical research has been in single countries, and where there has been comparative research it has tended to use a range of methodologies conducted by different authors. Largely, empirical studies have agreed with the politics as usual thesis, that political communication online is of a similar if not identical style to offline: top-down, information heavy and designed to persuade rather than consult with voters. The mass take-up of web 2.0 tools and platforms challenges this approach, however. Internet users now have opportunities to interact with a range of individuals and organisations, and it is argued that such tools reduce societal hierarchies and allow for symmetrical relationships to build. Theoretically democratic politics is a fertile environment for exploring the opportunities potentiated by web 2.0, in particular the notion of interactivity between the campaign (candidate, party and staff) and their audiences (activists, members, supporters and potential voters). Conceptually, web 2.0 encourages co-production of content. This research focuses on the extent to which interactivity is encouraged through the use of web 2.0 tools and platforms across a four year period focusing on four discrete national elections; determining take up and the link to national context as well as assessing lesson learning between nations. Using the Gibson and Ward coding scheme, though adapted to include web 2.0, we operationalise the models of interactivity proposed by McMillan (2002) and Ferber, Foltz and Pugiliese (2007). This methodology allows us to assess whether election campaigns are showing evidence of adopting co-created campaigns based around conversations with visitors to their websites or online presences, or whether websites remain packaged to persuade offering interactivity with site features (hyperlinks, web feeds, search engines) only. Indications are that the French election was largely politics as usual, however the Obama campaign took a clear step towards a more co-produced and interactive model. There may well be a clear Obama effect within the German and UK contests, or parties may adopt the look if not the practice of the US election. This paper will assess the extent to which an interactive model of campaigning is emerging as well as detailing a methodology which can capture and rate the levels and types of interactivity used across the Internet. Whilst specific political cultural and systematic factors will shape the use of Web technologies in each election, we suggest that an era of web 2.0 is gradually replacing that of Web 1.0. Within this era there is some evidence that campaigners learn from previous elections on how best to utilise the technology

    Virtual EQ – the talent differentiator in 2020?

    In an increasingly competitive, globalised world, knowledge-intensive industries/ services are seen as engines for success. Key to this marketplace is a growing army of ‘talent’ i.e. skilled and dedicated knowledge workers. These knowledge workers engage in non-routine problem solving through combining convergent, divergent and creative thinking across organizational and company boundaries - a process often facilitated though the internet and social media, consequently forming networks of expertise. For knowledge workers, sharing their learning with others through communities of practice embedded in new information media becomes an important element of their personal identity and the creation of their individual brand or e-social reputation. Part of the new knowledge/skills needed for this process becomes not only emotional intelligence (being attuned to the emotional needs of others) but being able to do this within and through new media, thus the emergence of virtual emotional intelligence (EQ). Our views of current research found that HRD practitioners in 2020 might need to consider Virtual EQ as part of their talent portfolio. However it seems that new technology has created strategies for capturing and managing knowledge that are readily duplicated and that a talent differentiator in 2020 might simply be the ability and willingness to learn

Although the term is currently in wide use in policy circles, its actual meaning is not always clear. Accordingly, this paper aims to clarify what is meant by the ‘creative hub’ through the use of ethnographic work as well as a consolidation of the available literature. The findings suggest that although different creative hubs take on a number of different physical, spatial, organisational and operational manifestations they nonetheless can be understood as having four primary characteristics: first, they provide ‘creative’ services to creative SMEs, including micro-businesses; second, they are aimed specifically at early stage creative SMEs and micro-businesses; third, they are facilitated by trusted individuals who retain a number of important positions and conduct a number of important activities; and fourth, they have become important to the health of the local creative economy. This paper argues that the notion of the creative hub can be understood as a putative model for providing mainly business support in a local context for specifically the creative sector

    Cognitive absorption and behavioural intentions in virtual health communities : a focus on posters

    Abstract: Purpose - This paper aims at providing a conceptual model that elucidates the role of cognitive absorption in explaining behavioural intentions in virtual health communities. Design/methodology/approach - Data was collected from 361 contributing members of virtual health communities from Gauteng, South Africa using a structured questionnaire. Structural equation modelling using AMOS software was used to analyse the data. Findings - The findings show that cognitive absorption has significant direct positive influence on members’ intentions to continue participating on virtual health community platforms. Cognitive absorption was also found to have indirect influence on behavioural intentions through its influence on members’ attitude. It was also found to play a mediating role on the influence of perceived usefulness and behavioural intention. Research limitations/implications - The study shows the value of linking the flow theory and the technology acceptance model to provide a comprehensive understanding of behavioural intentions in virtual health community forums. Practical Implications - Managers of virtual health communities need to pay attention to experiential aspects of their sites. Success in ensuring that community members are cognitively absorbed is key to the development of positive attitude and intentions towards virtual health community forums. Originality/value - Virtual health communities play a new and growing role in the way health-related information and support is offered and accessed by those in need. Despite their importance, not much research has been done to explain the role of consumer experience on member behaviour on such forums.     If you build it, will they come? How researchers perceive and use web 2.0

    Over the past 15 years, the web has transformed the way we seek and use information. In the last 5 years in particular a set of innovative techniques – collectively termed ‘web 2.0’ – have enabled people to become producers as well as consumers of information. It has been suggested that these relatively easy-to-use tools, and the behaviours which underpin their use, have enormous potential for scholarly researchers, enabling them to communicate their research and its findings more rapidly, broadly and effectively than ever before. This report is based on a study commissioned by the Research Information Network to investigate whether such aspirations are being realised. It seeks to improve our currently limited understanding of whether, and if so how, researchers are making use of various web 2.0 tools in the course of their work, the factors that encourage or inhibit adoption, and researchers’ attitudes towards web 2.0 and other forms of communication. Context: How researchers communicate their work and their findings varies in different subjects or disciplines, and in different institutional settings. Such differences have a strong influence on how researchers approach the adoption – or not – of new information and communications technologies. It is also important to stress that ‘web 2.0’ encompasses a wide range of interactions between technologies and social practices which allow web users to generate, repurpose and share content with each other. We focus in this study on a range of generic tools – wikis, blogs and some social networking systems – as well as those designed specifically by and for people within the scholarly community. Method: Our study was designed not only to capture current attitudes and patterns of adoption but also to identify researchers’ needs and aspirations, and problems that they encounter. We began with an online survey, which collected information about researchers’ information gathering and dissemination habits and their attitudes towards web 2.0. This was followed by in-depth, semi-structured interviews with a stratified sample of survey respondents to explore in more depth their experience of web 2.0, including perceived barriers as well as drivers to adoption. Finally, we undertook five case studies of web 2.0 services to investigate their development and adoption across different communities and business models. Key findings: Our study indicates that a majority of researchers are making at least occasional use of one or more web 2.0 tools or services for purposes related to their research: for communicating their work; for developing and sustaining networks and collaborations; or for finding out about what others are doing. But frequent or intensive use is rare, and some researchers regard blogs, wikis and other novel forms of communication as a waste of time or even dangerous. In deciding if they will make web 2.0 tools and services part of their everyday practice, the key questions for researchers are the benefits they may secure from doing so, and how it fits with their use of established services. Researchers who use web 2.0 tools and services do not see them as comparable to or substitutes for other channels and means of communication, but as having their own distinctive role for specific purposes and at particular stages of research. And frequent use of one kind of tool does not imply frequent use of others as well
