    Assessing Security Risk to a Network Using a Statistical Model of Attacker Community Competence

    We propose a novel approach for statistical risk modeling of network attacks that lets an operator perform risk analysis using a data model and an impact model on top of an attack graph in combination with a statistical model of the attacker community exploitation skill. The data model describes how data flows between nodes in the network -- how it is copied and processed by softwares and hosts -- while the impact model models how exploitation of vulnerabilities affects the data flows with respect to the confidentiality, integrity and availability of the data. In addition, by assigning a loss value to a compromised data set, we can estimate the cost of a successful attack. The statistical model lets us incorporate real-time monitor data from a honeypot in the risk calculation. The exploitation skill distribution is inferred by first classifying each vulnerability into a required exploitation skill-level category, then mapping each skill-level into a distribution over the required exploitation skill, and last applying Bayesian inference over the attack data. The final security risk is thereafter computed by marginalizing over the exploitation skill

    The Effect of Security Education and Expertise on Security Assessments: the Case of Software Vulnerabilities

    In spite of the growing importance of software security and the industry demand for more cyber security expertise in the workforce, the effect of security education and experience on the ability to assess complex software security problems has only been recently investigated. As proxy for the full range of software security skills, we considered the problem of assessing the severity of software vulnerabilities by means of a structured analysis methodology widely used in industry (i.e. the Common Vulnerability Scoring System (\CVSS) v3), and designed a study to compare how accurately individuals with background in information technology but different professional experience and education in cyber security are able to assess the severity of software vulnerabilities. Our results provide some structural insights into the complex relationship between education or experience of assessors and the quality of their assessments. In particular we find that individual characteristics matter more than professional experience or formal education; apparently it is the \emph{combination} of skills that one owns (including the actual knowledge of the system under study), rather than the specialization or the years of experience, to influence more the assessment quality. Similarly, we find that the overall advantage given by professional expertise significantly depends on the composition of the individual security skills as well as on the available information.Comment: Presented at the Workshop on the Economics of Information Security (WEIS 2018), Innsbruck, Austria, June 201

    Uurimistöö eesmärgiks on uurida, kuidas tõhus küberjulgeolek on olnud edukas. Uurimistöö kasutab parima võimaliku tulemuse saamiseks mitmesuguseid uurimismeetodeid ja kirjanduse ülevaade on süstemaatiline. Kuid uurimistöö järeldus on see, et uuring ei suuda kinnitada või tagasi lükata peamist töö hüpoteesi. Uuring ei õnnestunud, sest puuduvad korralikud teooriad, mis näitavad ohutuse ja küberjulgeoleku nähtusi ning puuduvad head näitajad, mis annaksid küberohutuse tõhususe kohta kehtivaid ja ratsionaalseid tulemusi, kui hästi on küberkuritegevuse abil õnnestunud küberkuritegevuse tõhusaks võitmiseks ja küberkuritegude tõhusaks vähendamiseks. Seepärast on küberjulgeoleku teadusteooria ja julgeoleku teadusteooria vähearenenud 2018. aastal. Uuringud on teinud küberjulgeoleku ja turvalisuse arendamise põhilisi avastusi. Edasiste põhiuuringute suund on luua üldine turbeteooria, mis kirjeldab ohtlike muutujate ohtlike muutujate kavatsust, ressursse, pädevust ja edusamme ohtlike muutujate ja aksioomide puhul, kus ohtlike muutujate mõõtmisel saab teha selle sisse loodetavas ja teooria kirjeldab, millised on tõhusad meetmed, et vältida ja leevendada ning millised ei ole ja lõpuks kehtestada nõuetekohased mõõdikud, et mõõta turvalisuse ja küberjulgeoleku tõhusust loodetavus ja kehtivusega.The purpose of the thesis is to research how effectively cybersecurity has succeeded on its mission. The thesis used multiple research methods to get best possible answer and the literature review has been systematic. However, the conclusion of the research was that the study is unable to either confirm or reject the main working hypothesis. The study is unable to do it because of the lack of proper theories to describe what are the phenomena in secu-rity and cybersecurity and the lack of proper metrics to give valid and sound conclusion about the effective of cybersecurity and how well have cybersecurity succeed on its mis-sion to effectively prevent and mitigate cybercrime. Therefore, the science of security and science of cybersecurity are underdeveloped in 2018. The research has made basic discov-eries of development of cybersecurity and security. A direction of further basic research is to establish a general theory of security which describes threat variables, threat variables intention, resources, competence and progress of the threat variables and axioms where measurement of threat variables can be made with reliability and the theory would describe which are effective measures to prevent and mitigate and which are not and finally, estab-lish proper metrics to measure efficiency of security and cybersecurity with reliability and validity

    Postgraduate seminar series with a title Critical Infrastructure Protection held at the Department of Military Technology of the National Defence University. This book is a collection of some of talks that were presented in the seminar. The papers address threat intelligence, a protection of critical supply chains, cyber security in the management of an electricity company, and privacy preserving data mining. This set of papers tries to give some insight to current issues of the critical infrastructure protection. The seminar has always made a publication of the papers but this has been an internal publication of the Finnish Defence Forces and has not hindered publication of the papers in international conferences. Publication of these papers in peer reviewed conferences has indeed been always the goal of the seminar, since it teaches writing conference level papers. We still hope that an internal publication in the department series is useful to the Finnish Defence Forces by offering an easy access to these papers

    SYNERGY OF BUILDING CYBERSECURITY SYSTEMS

    The development of the modern world community is closely related to advances in computing resources and cyberspace. The formation and expansion of the range of services is based on the achievements of mankind in the field of high technologies. However, the rapid growth of computing resources, the emergence of a full-scale quantum computer tightens the requirements for security systems not only for information and communication systems, but also for cyber-physical systems and technologies. The methodological foundations of building security systems for critical infrastructure facilities based on modeling the processes of behavior of antagonistic agents in security systems are discussed in the first chapter. The concept of information security in social networks, based on mathematical models of data protection, taking into account the influence of specific parameters of the social network, the effects on the network are proposed in second chapter. The nonlinear relationships of the parameters of the defense system, attacks, social networks, as well as the influence of individual characteristics of users and the nature of the relationships between them, takes into account. In the third section, practical aspects of the methodology for constructing post-quantum algorithms for asymmetric McEliece and Niederreiter cryptosystems on algebraic codes (elliptic and modified elliptic codes), their mathematical models and practical algorithms are considered. Hybrid crypto-code constructions of McEliece and Niederreiter on defective codes are proposed. They can significantly reduce the energy costs for implementation, while ensuring the required level of cryptographic strength of the system as a whole. The concept of security of corporate information and educational systems based on the construction of an adaptive information security system is proposed. У першому розділі обговорюються методологічні основи побудови систем безпеки для об'єктів критичної інфраструктури на основі моделювання процесів поведінки антагоністичних агентів у систем безпеки. У другому розділі пропонується концепція інформаційної безпеки в соціальних мережах, яка заснована на математичних моделях захисту даних, з урахуванням впливу конкретних параметрів соціальної мережі та наслідків для неї. Враховуються нелінійні взаємозв'язки параметрів системи захисту, атак, соціальних мереж, а також вплив індивідуальних характеристик користувачів і характеру взаємовідносин між ними. У третьому розділі розглядаються практичні аспекти методології побудови постквантових алгоритмів для асиметричних криптосистем Мак-Еліса та Нідеррейтера на алгебраїчних кодах (еліптичних та модифікованих еліптичних кодах), їх математичні моделі та практичні алгоритми. Запропоновано гібридні конструкції криптокоду Мак-Еліса та Нідеррейтера на дефектних кодах. Вони дозволяють істотно знизити енергетичні витрати на реалізацію, забезпечуючи при цьому необхідний рівень криптографічної стійкості системи в цілому. Запропоновано концепцію безпеки корпоративних інформаційних та освітніх систем, які засновані на побудові адаптивної системи захисту інформації.     Bibliographical review on cyber attacks from a control oriented perspective

    This paper presents a bibliographical review of definitions, classifications and applications concerning cyber attacks in networked control systems (NCSs) and cyber-physical systems (CPSs). This review tackles the topic from a control-oriented perspective, which is complementary to information or communication ones. After motivating the importance of developing new methods for attack detection and secure control, this review presents security objectives, attack modeling, and a characterization of considered attacks and threats presenting the detection mechanisms and remedial actions. In order to show the properties of each attack, as well as to provide some deeper insight into possible defense mechanisms, examples available in the literature are discussed.
