    Training of Crisis Mappers and Map Production from Multi-sensor Data: Vernazza Case Study (Cinque Terre National Park, Italy)

    This aim of paper is to presents the development of a multidisciplinary project carried out by the cooperation between Politecnico di Torino and ITHACA (Information Technology for Humanitarian Assistance, Cooperation and Action). The goal of the project was the training in geospatial data acquiring and processing for students attending Architecture and Engineering Courses, in order to start up a team of "volunteer mappers". Indeed, the project is aimed to document the environmental and built heritage subject to disaster; the purpose is to improve the capabilities of the actors involved in the activities connected in geospatial data collection, integration and sharing. The proposed area for testing the training activities is the Cinque Terre National Park, registered in the World Heritage List since 1997. The area was affected by flood on the 25th of October 2011. According to other international experiences, the group is expected to be active after emergencies in order to upgrade maps, using data acquired by typical geomatic methods and techniques such as terrestrial and aerial Lidar, close-range and aerial photogrammetry, topographic and GNSS instruments etc.; or by non conventional systems and instruments such us UAV, mobile mapping etc. The ultimate goal is to implement a WebGIS platform to share all the data collected with local authorities and the Civil Protectio

    Architecture-based Qualitative Risk Analysis for Availability of IT Infrastructures

    An IT risk assessment must deliver the best possible quality of results in a time-effective way. Organisations are used to customise the general-purpose standard risk assessment methods in a way that can satisfy their requirements. In this paper we present the QualTD Model and method, which is meant to be employed together with standard risk assessment methods for the qualitative assessment of availability risks of IT architectures, or parts of them. The QualTD Model is based on our previous quantitative model, but geared to industrial practice since it does not require quantitative data which is often too costly to acquire. We validate the model and method in a real-world case by performing a risk assessment on the authentication and authorisation system of a large multinational company and by evaluating the results w.r.t. the goals of the stakeholders of the system. We also perform a review of the most popular standard risk assessment methods and an analysis of which one can be actually integrated with our QualTD Model

    Digitally-enabled crop disorder management process based on farmer empowerment for improved outcomes : a case study from Sri Lanka

    We have developed a system facilitated by a mobile artefact to effectively identify crop disorder incidents and manage them using recommended control measures. This work overcomes the limitations of the existing attempts by using digital technology to empower farmers to identify crop disorders rather than replace them with automated techniques. Our approach empowers farmers by providing the information in context for them to identify crop disorders. The developed solution can identify most of the crop disorders instantaneously, irrespective of the crop or other factors that make crop disorder identification complicated. For the rest, it provides a mechanism to carry out a manual identification with the help of subject experts. The solution was deployed among paddy farmers in Sri Lanka to understand how well this could assist them in identifying and managing crop disorders. The system was able to identify 70.8% of the crop disorder incidents reported by the farmers and provided them with the relevant control measures. Farmers’ perceptions of various usability aspects of the solution revealed that the application of agrochemicals and expenses associated with agrochemicals were significantly reduced. It was also observed that the yield quality and quantity and overall revenue have increased compared to the previous seasons

    Overcoming Data Breaches and Human Factors in Minimizing Threats to Cyber-Security Ecosystems

    This mixed-methods study focused on the internal human factors responsible for data breaches that could cause adverse impacts on organizations. Based on the Swiss cheese theory, the study was designed to examine preventative measures that managers could implement to minimize potential data breaches resulting from internal employees\u27 behaviors. The purpose of this study was to provide insight to managers about developing strategies that could prevent data breaches from cyber-threats by focusing on the specific internal human factors responsible for data breaches, the root causes, and the preventive measures that could minimize threats from internal employees. Data were collected from 10 managers and 12 employees from the business sector, and 5 government managers in Ivory Coast, Africa. The mixed methodology focused on the why and who using the phenomenological approach, consisting of a survey, face-to-face interviews using open-ended questions, and a questionnaire to extract the experiences and perceptions of the participants about preventing the adverse consequences from cyber-threats. The results indicated the importance of top managers to be committed to a coordinated, continuous effort throughout the organization to ensure cyber security awareness, training, and compliance of security policies and procedures, as well as implementing and upgrading software designed to detect and prevent data breaches both internally and externally. The findings of this study could contribute to social change by educating managers about preventing data breaches who in turn may implement information accessibility without retribution. Protecting confidential data is a major concern because one data breach could impact many people as well as jeopardize the viability of the entire organization

    Best practices to improve maritime safety in the Gulf of Finland : a risk governance approach

    The Gulf of Finland of the Baltic Sea is a vulnerable sea area with high volumes of maritime traffic and difficult navigation conditions. The reactive international rules are not anymore regarded adequate in ensuring safety in this sea area. In this paper, a regional proactive risk governance approach is suggested for improving the effectiveness of safety policy formulation and management in the Gulf of Finland, based on the risk governance framework developed by the International Risk Governance Council (IRGC), the Formal Safety Assessment approach adopted by the International Maritime Safety Organisation (IMO), and best practices sought from other sectors and sea areas. The approach is based on a formal process of identifying, assessing and evaluating accident risks at the regional level, and adjusting policies or management practices before accidents occur. The proposed approach sees maritime safety as a holistic system, and manages it by combining a scientific risk assessment with stakeholder input to identify risks and risk control options, and to evaluate risks. A regional proactive approach can improve safety by focusing on actual risks, by designing tailor-made safety measures to control them, by enhancing a positive safety culture in the shipping industry, and by increasing trust among all involved.Non peer reviewe

    Assessing the Current Status of Information Security Policies Among Saccos in Kenya

    In 2013, Communication Authority of Kenya (CAK) recorded cyber-attacks amounting to Sh5.4 million loses. In April 2016, Bandari Savings and Credit Cooperative Society lost Sh5 million through fraudulent ATM withdrawals (Nation Newspapers, April 8, 2016). These examples demonstrate weaknesses that may exist from security breaches and incidents caused by people, processes, and technology. Ministry of ICT and CAK are lacking specific Information Security Models tailored towards SACCOS in Kenya. The study therefore sought to assess the current status of information security policies among SACCOS in Kenya. The study adopted descriptive research design. The unit of observation was 135 SACCOS registered with SACCO Societies Regulatory Authority (SASRA) while the unit of analysis was 270 ICT personnel working in the 135 targeted SACCOS. The study targeted the SACCOS heads of IT department. The study used Nassiuma (2000) formula to get a sample of 85 respondents. Purposive sampling was further used in selecting study participants in every SACCOS who were considered to be knowledgeable of the variables under study. The study utilized questionnaire as the survey instrument to collect both quantitative and qualitative data. The study adopted descriptive statistics. Descriptive data was presented by use of frequency tables. The study established that in all the SACCOS studied, information security policy is used. However, there are still challenges on how information security breaches and incidents can be contained based on the results of the study and therefore calls for further research in academic research. The findings of the study indicate that SACCOS were able to validate that the enhanced information security model using an integrated approach worked as planned and reported to auditors, managers and executives that incident response programs are robust and reliable. If security controls didn’t work as planned, they will need to fix them.
