    Exploiting Qualitative Information for Decision Support in Scenario Analysis

    The development of scenario analysis (SA) to assist decision makers and stakeholders has been growing over the last few years through mainly exploiting qualitative information provided by experts. In this study, we present SA based on the use of qualitative data for strategy planning. We discuss the potential of SA as a decision-support tool, and provide a structured approach for the interpretation of SA data, and an empirical validation of expert evaluations that can help to measure the consistency of the analysis. An application to a specific case study is provided, with reference to the European organic farming business

    Talking across the divide: English teachers respond to the NCEA.

    The implementation of the National Certificate of Educational Achievement as a single, senior secondary school qualification in New Zealand has been a fraught process marked by a good deal of acrimonious debate. This article reports on a research project that brought together two groups of secondary English teachers, one self-described as in favour of the NCEA and one as opposed to it. Both groups were invited to describe aspects of their practice, share their views on aspects of the NCEA and engage in a focus group where they explored these views with other teachers. Certain predictable trends were found in the responses of both groups but there was also an interesting degree of convergence. On the basis of this convergence, a possible way forward for reform of the NCEA is suggested

    The focus of the present research was to investigate how Local Governments in Queensland were progressing with the adoption of delineated DM policies and supporting guidelines. The study consulted Local Government representatives and hence, the results reflect their views on these issues. Is adoption occurring? To what degree? Are policies and guidelines being effectively implemented so that the objective of a safer, more resilient community is being achieved? If not, what are the current barriers to achieving this, and can recommendations be made to overcome these barriers? These questions defined the basis on which the present study was designed and the survey tools developed.\ud \ud While it was recognised that LGAQ and Emergency Management Queensland (EMQ) may have differing views on some reported issues, it was beyond the scope of the present study to canvass those views.\ud \ud The study resolved to document and analyse these questions under the broad themes of: \ud \ud • Building community capacity (notably via community awareness).\ud • Council operationalisation of DM. \ud • Regional partnerships (in mitigation/adaptation).\ud \ud Data was collected via a survey tool comprising two components: \ud \ud • An online questionnaire survey distributed via the LGAQ Disaster Management Alliance (hereafter referred to as the “Alliance”) to DM sections of all Queensland Local Government Councils; and\ud • a series of focus groups with selected Queensland Councils\u

    Explicating an English speaking examination : challenges and considerations

    The assessment of speaking has become increasingly important in most language learning programmes. The Maltese postsecondary context saw the revision of the MATSEC Advanced English syllabus and the subsequent introduction of a speaking component as part of this high-stakes examination . The component's outline in the syllabus provided a degree of latitude but also had certain limitations; however, it was immediately clear that it required further refinement to guarantee a more rigorous speaking assessment. This article discusses the initiative undertaken by a group of lecturers of English at the University of Malta Junior College to explicate the speaking examination outlined in the syllabus. It illustrates how these lecturers positioned themselves as test developers in order to elaborate on the 'what' and 'how' of testing second language speaking at post-secondary level. In discussing various challenges and considerations, this article aims to illustrate some means of enhancing the high-stakes testing of speaking proficiency.peer-reviewe

    Benchmarking of a software stack for autonomous racing against a professional human race driver

    The way to full autonomy of public road vehicles requires the step-by-step replacement of the human driver, with the ultimate goal of replacing the driver completely. Eventually, the driving software has to be able to handle all situations that occur on its own, even emergency situations. These particular situations require extreme combined braking and steering actions at the limits of handling to avoid an accident or to diminish its consequences. An average human driver is not trained to handle such extreme and rarely occurring situations and therefore often fails to do so. However, professional race drivers are trained to drive a vehicle utilizing the maximum amount of possible tire forces. These abilities are of high interest for the development of autonomous driving software. Here, we compare a professional race driver and our software stack developed for autonomous racing with data analysis techniques established in motorsports. The goal of this research is to derive indications for further improvement of the performance of our software and to identify areas where it still fails to meet the performance level of the human race driver.
