    Analysing the visual dynamics of spatial morphology

    Recently there has been a revival of interest in visibility analysis of architectural configurations. The new analyses rely heavily on computing power and statistical analysis, two factors which, according to the postpositivist school of geography, should immediately cause us to be wary. Thedanger, they would suggest, is in the application of a reductionist formal mathematical description in order to `explain' multilayered sociospatial phenomena. The author presents an attempt to rationalise how we can use visibility analysis to explore architecture in this multilayered context by considering the dynamics that lead to the visual experience. In particular, it is recommended that we assess the visualprocess of inhabitation, rather than assess the visibility in vacuo. In order to investigate the possibilities and limitations of the methodology, an urban environment is analysed by means of an agent-based model of visual actors within the configuration. The results obtained from the model are compared with actual pedestrian movement and other analytic measurements of the area: the agents correlate well both with human movement patterns and with configurational relationship as analysed by space-syntax methods. The application of both methods in combination improves on the correlation with observed movement of either, which in turn implies that an understanding of both the process of inhabitation and the principles of configuration may play a crucial role in determining the social usage of space

    A hierarchical approach to multi-project planning under uncertainty

    We survey several viewpoints on the management of the planning complexity of multi-project organisations under uncertainty. A positioning framework is proposed to distinguish between different types of project-driven organisations, which is meant to aid project management in the choice between the various existing planning approaches. We discuss the current state of the art of hierarchical planning approaches both for traditional manufacturing and for project environments. We introduce a generic hierarchical project planning and control framework that serves to position planning methods for multi-project planning under uncertainty. We discuss multiple techniques for dealing with the uncertainty inherent to the different hierarchical stages in a multi-project organisation. In the last part of this paper we discuss two cases from practice and we relate these practical cases to the positioning framework that is put forward in the paper

After providing background on the Public Safety Realignment Act, this article will analyze the effectiveness of the policy and make recommendations

    Preparedness, crisis management and policy change : EMU at the critical juncture of 2008-2013

    Focusing on the role of the European Central Bank during the recent banking and sovereign debt crisis in the euro area, this article contributes to the literature on ideational and institu-tional change at critical junctures. In line with recent calls to take the temporal dimension of political change seriously, the article argues that in the context of explosive economic crises a phase of emergency crisis management precedes the phase of purposeful institution building. What happens during this phase is crucial, for in spite of their improvised charac-ter emergency crisis management measures create their own path dependencies. This, how-ever, raises the question of why crisis managers act the way they do. While it is true that crisis managers act as bricoleurs who use whichever tools they find at their disposal, the question of why certain tools are available rather than others calls for a historicisation of crisis management. The article therefore introduces the variable of preparedness, which measures the extent to which the pre-crisis policy paradigm was prepared for the occur-rence of, in this case, the combination of a systemic banking crisis and a sovereign debt cri-sis. The empirical section then compares pre-crisis contingency planning and in-crisis contingency acting, revealing several inconsistencies in the pre-crisis crisis paradigm. The analysis matters for our understanding of political change because these inconsistencies caused the ECB to assume a dominant position in the euro area during the emergency phase of the crisis. This windfall gain in power for the ECB has already begun to shape the future ideational and institutional order of the euro area
