    Intervention or Collaboration?:Rethinking Information and Communication Technologies for Development

    Over the past decades information system developers and knowledge engineers in ICT projects in wealthy regions of the world have come to realize that technical work can only be successful when situated in a broader organizational context. However, for low-resource environments (or example rural Africa), where contextual embedding is even more demanding given the complexity of these environments, practical, context-oriented methodologies how to "do" information systems engineering are still lacking. This book gives a basic but thorough insight how to develop information systems and services for people in low resource environments, from a socio-technical, information systems engineering perspective, presenting field-validated methods that cover the complete lifecycle of information systems engineering, with emphasis on context analysis, needs assessment, use case and requirements analysis and (business) sustainability analysis. Since technical development does not go without critical reflection, this book also investigates which (tacit) assumptions affect the way technologies are implemented in poor, low-resource environments. Linking collaborative sociotechnical development with theories of complexity and social networks of innovation, this book offers a reflective and critical approach to information and communication technologies for development

    A community-based approach to new medium integration in South African education : a combination of ICT4D process approach and ethnographic action research techniques

    Includes bibliographical references.Our initial study indicates that successful integration of new communication medium into South African schools is not only challenging from the financial point of view, but also in terms of designing tools that fit within educational goals, as well as the training and support of relevant personnel in order to use the new medium effectively. Training and support effort, however, are often seen as top-down or outside-in approach that many teachers and past integration efforts have identified as being one of the contributing factors to integration failure. By looking at past integration efforts, as well as through our own initial study and in the field, we recognise similar results and challenges in efforts to introduce information and communication technologies into developing communities. Work done by Heeks et al. (Heeks & Molla, 2009) (Walton & Heeks, 2011) identified the Process approach as a contributing factor towards successful Information and communication technologies for development projects. We developed a novel approach to medium integration in education by combining the Process approach with Ethnographical Action Research techniques as well as taking into account recommendations made by past medium integration in education. To evaluate our approach we implemented the Process approach at an Ethnographical Action Research site with the researcher as one of the teachers with the objective of integrating the mobile medium into the school

    A mobile applications innovation ecosystem framework for Botswana

    Text in EnglishThe role that locally relevant services and content can play in the development of societies cannot be underestimated. The proliferation of mobile phones in Africa’s developing countries is a significant enabler, which provides access to such locally relevant services and content. Mobile applications have the potential to support the development of the African continent through bolstering the main mechanisms of innovation, inclusion and efficiency. This has been demonstrated by instances of increased literacy, improved access to health care, banking, crowd sourcing and provision of farming and/or agricultural assistance. Successful cases of such mobile-based services include Kenya’s M-Pesa, which has allowed millions of rural people, who do not have access to traditional banking facilities, to send and receive money as well as pay utility bills and school fees. The development of similar innovative and locally relevant mobile-based solutions, which is currently considered to be in its infancy, is key to improving the lives of people in developing countries. This study identifies the essential components of an innovation ecosystem, for the development and presentation of a Mobile Applications Innovation Ecosystem Framework for Botswana. An innovation ecosystem enables effective interaction amongst entrepreneurs, companies, universities, research organisations, investors and government agencies towards maximising economic impact and potential. To gain a practical understanding of the context in which locally relevant mobile-based services can be developed, the study adopted a pragmatic research approach. Through combining the 4Cs Framework for ICT and the systems theory’s Triple Helix Model of Innovation, the study proceeded to develop the framework using a Design Science Research (DSR) methodology. DSR guided the identification of the components, which make up the mobile applications innovation ecosystem within government, industry and higher education sectors, as extracted from the literature review. This process facilitated initial framework designs, which were demonstrated to and evaluated by conveniently sampled stakeholders from relevant helices. Thereafter a synthesised framework was presented for evaluation by knowledgeable professionals from the mobile applications innovation ecosystem.     Factors affecting how the youth in the townships use internet to seek employment: case of a township in Cape Town

    Problem Statement: South Africa is currently facing a challenge of youth unemployment. The hardest hit are those from low income communities, as they in addition have limited access to information. The Internet has proven to be one of the ways in which recruitment is done and failure to access reduces the opportunities. The purpose of the research: The main objective of this study was to understand how the youth living in the townships use the Internet to seek for employment. The purpose of this study is to assess how the Internet use affect the youth when searching for employment. Design/methodology/ approach: An interpretivist approach was employed to understand how the youth seek employment. This study used a qualitative approach to collect the data. Interviews were done using semi-structured questions. Alampay (2006) Capability Approach (CA) was used as a guide to conceptualise how the youth from low-income communities use the Internet to find employment. Borrowing from the four main constructs (conversion factors, freedom, capabilities and functionings) employed by Alampay (2006) in his model, this study operationalised the Alampay (2006) CA model by adding the ICT commodities as the fifth construct. The CA was chosen as an appropriate framework for this study because the framework focuses on what humans are able to do and achieve when presented with the available ICT resources. Findings: The findings demonstrate that the lack of resources, income, information and digital skills affected the individual capabilities to effectively use the Internet when seeking employment. The success rate in finding a job using the Internet was low among job seekers. Commodities, individual differences, social and environmental factors affected how the youth (18-34 years) from low-income communities use the Internet to find employment. In addition, crime, poor network coverage, expensive data bundles and limited access to ICT resources were among the key factors that contributed to limited use of the Internet among job seekers. Research Contribution: This study seeks to close the gap in limited knowledge available in developing countries with regards to the use of the Internet among job seekers. Therefore, based on the study findings, this thesis has contributed towards adding value to the body of knowledge within the field of Information Systems. In addition, the findings can contribute towards assisting policy makers in solving challenges faced by the unemployment youth in developing countries when using technology to find employment

Non-communicable diseases are the leading cause of death globally, even though more than 40% of the deaths are premature and avoidable. Diabetes is such a disease that causes 80% of non-communicable disease deaths in low and middle-income countries. Diabetes is also the leading cause of death in the Western Cape province of South Africa. Diabetes thus constitutes a challenge to achieve Sustainable Development Goal 3 that focuses on health and well-being for all people, at all ages. The potential of technology, such as the use of m-health applications, is recognised as a means to advance the Sustainable Development Goals through supporting health systems in all countries

    A strategy to make ICT accessible in rural Zambia: a case study of Macha

    The problem discussed in this dissertation is to gather evidence of good practice and derive strategy for the development of ICT access in rural Zambia. Access to ICT services is important, also in rural areas of Africa. The challenges are many. There is a distinct void in tangible descriptions of the realities of ICT Access in rural areas or actionable guidelines for practitioners. This study involves a case study in the rural areas of Zambia. It does so through ethnography involving 10 years of observation of aspects of ICT access in rural Macha, Zambia. In this community, emerging from an articulated vision, ICT access in the form of the Internet arrived in 2004. Macha Works with its ICT unit LinkNet provides the basis for this interpretive approach from within the rural cultural setting. The purpose of the study is to benefit the local rural community, addressing the fundamentals of reality to add to the body of knowledge. The study involves cross cultural interaction and takes a trans-disciplinary view on science. It involves Participative Action Learning and Research aimed at recognising the complex adaptive systems while being aligned with the ethics of the rural African environment. Emphasis is on the needs of the community, rather than of the individual utilising empirical evidence. The good practices in Macha that inform strategy to make ICT accessible in rural areas are: engaging the community, building relationships; workforce development, unlocking productivity; thought leadership, establishing authority
