The Continuing Quest for Missile Defense: When Lofty Goals Confront Reality
For almost three quarters of a century, the United States has spent billions of dollars and countless person-hours in the pursuit of a national missile defense system that would protect the country from intercontinental ballistic missiles (ICBM) carrying nuclear warheads. The system currently in place consists of 44 long-range antiballistic missiles stationed in Alaska and California to protect the United States from a possible nuclear weapon carrying ICBM attack from North Korea. After all this effort, this system is still imperfect, being successful only 10 out of 18 tests. This book will provide an historical description of past efforts in national missile defenses to understand the technical difficulties involved. It will also explain how national security concerns, the evolving international environment, and the complexities of US politics have all affected the story. The book will also describe the current systems in place to protect allies and troops in the field from the threat of shorter range missiles. Police SWAT teams and Military Special Forces face mounting pressure and
challenges from adversaries that can only be resolved by way of ever more
sophisticated inputs into tactical operations. Lethal Autonomy provides
constrained military/security forces with a viable option, but only if
implementation has got proper empirically supported foundations. Autonomous
weapon systems can be designed and developed to conduct ground, air and naval
operations. This monograph offers some insights into the challenges of
developing legal, reliable and ethical forms of autonomous weapons, that
address the gap between Police or Law Enforcement and Military operations that
is growing exponentially small. National adversaries are today in many
instances hybrid threats, that manifest criminal and military traits, these
often require deployment of hybrid-capability autonomous weapons imbued with
the capability to taken on both Military and/or Security objectives. The
Westgate Terrorist Attack of 21st September 2013 in the Westlands suburb of
Nairobi, Kenya is a very clear manifestation of the hybrid combat scenario that
required military response and police investigations against a fighting cell of

Turkey's Turbulent Journey with the EPAA and Quest for a National System
This paper provides an overview of the European Phased Adaptive Approach (EPAA) missile defense
debate from a Turkish perspective. While Turkey participates in the EPAA by hosting a U.S. early-warning
radar in Kurecik, Malatya, its political and military concerns with NATO guarantees have led to the AKP
government's quest for a national long-range air and missile defense system. However, Turkish decision
makers' insistence on technology transfer shows that the Turkish debate is not adequately informed by the lessons learned from the EPAA, particularly the technical and financial challenges of missile defense
Missile Defense, Extended Deterrence, and Nonproliferation in the 21st Century
The following papers were commissioned as part of the Missile Defense, Extended Deterrence,
and Nonproliferation in the 21st Century project supported by the Project on Advanced Systems
and Concepts for Countering Weapons of Mass Destruction (PASCC).
The papers have two general purposes: 1) to create a body of work that provides an overview of
the missile defense developments in major regions of the world; and 2) to provide emerging
scholars the opportunity to conduct research, publish, and connect with each other. We believe
we have succeeded on both counts.
The papers written for this project will be valuable for academics and policymakers alike, and
will be published and disseminated by the Center for International and Security Studies at
Maryland. This element of the project has also been successful in further bringing together a new
cadre of experts in the field and developing the next generation of academics and public servants
who will benefit from their participation in this project.

Vertical Merger Enforcement Actions: 1994–April 2020
We have revised our earlier listing of vertical merger enforcement actions by the Department of Justice and Federal Trade Commission since 1994. This revised listing includes 66 vertical matters beginning in 1994 through April 2020. It includes challenges and certain proposed transactions that were abandoned in the face of Agency concerns. This listing can be treated as an Appendix to Steven C. Salop and Daniel P.
