    Optimal Recombination in Genetic Algorithms

    Routing and scheduling optimisation under uncertainty for engineering applications

    The thesis aims to develop a viable computational approach suitable for solving large vehicle routing and scheduling optimisation problems affected by uncertainty. The modelling framework is built upon recent advances in Stochastic Optimisation, Robust Optimisation and Distributionally Robust Optimization. The utility of the methodology is presented on two classes of discrete optimisation problems: scheduling satellite communication, which is a variant of Machine Scheduling, and the Vehicle Routing Problem with Time Windows and Synchronised Visits. For each problem class, a practical engineering application is formulated using data coming from the real world. The significant size of the problem instances reinforced the need to apply a different computational approach for each problem class. Satellite communication is scheduled using a Mixed-Integer Programming solver. In contrast, the vehicle routing problem with synchronised visits is solved using a hybrid method that combines Iterated Local Search, Constraint Programming and the Guided Local Search metaheuristic. The featured application of scheduling satellite communication is the Satellite Quantum Key Distribution for a system that consists of one spacecraft placed in the Lower Earth Orbit and a network of optical ground stations located in the United Kingdom. The satellite generates cryptographic keys and transmits them to individual ground stations. Each ground station should receive the number of keys in proportion to the importance of the ground station in the network. As clouds containing water attenuate the signal, reliable scheduling needs to account for cloud cover predictions, which are naturally affected by uncertainty. A new uncertainty sets tailored for modelling uncertainty in predictions of atmospheric phenomena is the main contribution to the methodology. The uncertainty set models the evolution of uncertain parameters using a Multivariate Vector Auto-Regressive Time Series, which preserves correlations over time and space. The problem formulation employing the new uncertainty set compares favourably to a suite of alternative models adapted from the literature considering both the computational time and the cost-effectiveness of the schedule evaluated in the cloud cover conditions observed in the real world. The other contribution of the thesis in the satellite scheduling domain is the formulation of the Satellite Quantum Key Distribution problem. The proof of computational complexity and thorough performance analysis of an example Satellite Quantum Key Distribution system accompany the formulation. The Home Care Scheduling and Routing Problem, which instances are solved for the largest provider of such services in Scotland, is the application of the Vehicle Routing Problem with Time Windows and Synchronised Visits. The problem instances contain over 500 visits. Around 20% of them require two carers simultaneously. Such problem instances are well beyond the scalability limitations of the exact method and considerably larger than instances of similar problems considered in the literature. The optimisation approach proposed in the thesis found effective solutions in attractive computational time (i.e., less than 30 minutes) and the solutions reduced the total travel time threefold compared to alternative schedules computed by human planners. The Essential Riskiness Index Optimisation was incorporated into the Constraint Programming model to address uncertainty in visits' duration. Besides solving large problem instances from the real world, the solution method reproduced the majority of the best results reported in the literature and strictly improved the solutions for several instances of a well-known benchmark for the Vehicle Routing Problem with Time Windows and Synchronised Visits.The thesis aims to develop a viable computational approach suitable for solving large vehicle routing and scheduling optimisation problems affected by uncertainty.     Estimating the efficacy of mass rescue operations in ocean areas with vehicle routing models and heuristics

A mass rescue operation can be defined as a search and rescue activity characterized by the need for immediate assistance to a large number of persons in distress, such that the capabilities normally available to search and rescue are inadequate. In this dissertation we deal with a mass rescue operation within ocean areas and we consider the problem of rescuing a set of survivors following a maritime incident (cruise ship, oil platform, ditched airplane) that are drifting in time. The recovery of survivors is performed by nearby ships and helicopters. We also consider the possibility of ships capable of refuelling helicopters while hovering which can extend the range to which survivors can be rescued. A linear binary integer formulation is presented along with an application that allows users to build instances of the problem. The formulation considers a discretization of time within a certain time step in order to assess the possibility of travelling along different locations. The problem considered in this work can be perceived as an extension of the generalized vehicle routing problem (GVRP) with a profit stance since we may not be able to recover all of the survivors. We also present a look ahead approach, based on the pilot method, to the problem along with some optimal results using state of the art Mixed-integer linear programming solvers. Finally, the efficacy of the solution from the GVRP is estimated for a set of scenarios that combine incident severity, location, traffic density for nearby ships and SAR assets availability and location. Using traffic density maps and the estimated MRO efficacy, one can produce a combined vulnerability map to ascertain the quality of response to each scenario.Marinha Portuguesa, Plano de Atividades de Formação Nacional (PAFN

    The electric vehicle routing problem with capacitated charging stations

    Much of the existing research on electric vehicle routing problems (E-VRPs) assumes that the charging stations (CSs) can simultaneously charge an unlimited number of electric vehicles, but this is not the case. In this research, we investigate how to model and solve E-VRPs taking into account these capacity restrictions. In particular, we study an E-VRP with non-linear charging functions, multiple charging technologies, en route charging, and variable charging quantities, while explicitly accounting for the capacity of CSs expressed in the number of chargers. We refer to this problem as the E-VRP with non-linear charging functions and capacitated stations (E-VRP-NL-C). This problem advances the E-VRP literature by considering the scheduling of charging operations at each CS. We first introduce two mixed integer linear programming formulations showing how CS capacity constraints can be incorporated into E-VRP models. We then introduce an algorithmic framework to the E-VRP-NL-C, that iterates between two main components: a route generator and a solution assembler. The route generator uses an iterated local search algorithm to build a pool of high-quality routes. The solution assembler applies a branch-and-cut algorithm to select a subset of routes from the pool. We report on computational experiments comparing four different assembly strategies on a large and diverse set of instances. Our results show that our algorithm deals with the CS capacity constraints effectively. Furthermore, considering the well-known uncapacitated version of the E-VRP-NL-C, our solution method identifies new best-known solutions for 80 out of 120 instances

    Algorithmic aspects of resource allocation and multiwinner voting: theory and experiments

    This thesis is concerned with investigating elements of computational social choice in the light of real-world applications. We contribute to a better understanding of the areas of fair allocation and multiwinner voting. For both areas, inspired by real-world scenarios, we propose several new notions and extensions of existing models. Then, we analyze the complexity of answering the computational questions raised by the introduced concepts. To this end, we look through the lens of parameterized complexity. We identify different parameters which describe natural features specific to the computational problems we investigate. Exploiting the parameters, we successfully develop efficient algorithms for spe- cific cases of the studied problems. We complement our analysis by showing which parameters presumably cannot be utilized for seeking efficient algorithms. Thereby, we provide comprehensive pictures of the computational complexity of the studied problems. Specifically, we concentrate on four topics that we present below, grouped by our two areas of interest. For all but one topic, we present experimental studies based on implementations of newly developed algorithms. We first focus on fair allocation of indivisible resources. In this setting, we consider a collection of indivisible resources and a group of agents. Each agent reports its utility evaluation of every resource and the task is to “fairly” allocate the resources such that each resource is allocated to at most one agent. We concentrate on the two following issues regarding this scenario. The social context in fair allocation of indivisible resources. In many fair allocation settings, it is unlikely that every agent knows all other agents. For example, consider a scenario where the agents represent employees of a large corporation. It is highly unlikely that every employee knows every other employee. Motivated by such settings, we come up with a new model of graph envy-freeness by adapting the classical envy-freeness notion to account for social relations of agents modeled as social networks. We show that if the given social network of agents is simple (for example, if it is a directed acyclic graph), then indeed we can sometimes find fair allocations efficiently. However, we contrast tractability results with showing NP-hardness for several cases, including those in which the given social network has a constant degree. Fair allocations among few agents with bounded rationality. Bounded rationality is the idea that humans, due to cognitive limitations, tend to simplify problems that they face. One of its emanations is that human agents usually tend to report simple utilities over the resources that they want to allocate; for example, agents may categorize the available resources only into two groups of desirable and undesirable ones. Applying techniques for solving integer linear programs, we show that exploiting bounded rationality leads to efficient algorithms for finding envy-free and Pareto-efficient allocations, assuming a small number of agents. Further, we demonstrate that our result actually forms a framework that can be applied to a number of different fairness concepts like envy-freeness up to one good or envy-freeness up to any good. This way, we obtain efficient algorithms for a number of fair allocation problems (assuming few agents with bounded rationality). We also empirically show that our technique is applicable in practice. Further, we study multiwinner voting, where we are given a collection of voters and their preferences over a set of candidates. The outcome of a multiwinner voting rule is a group (or a set of groups in case of ties) of candidates that reflect the voters’ preferences best according to some objective. In this context, we investigate the following themes. The robustness of election outcomes. We study how robust outcomes of multiwinner elections are against possible mistakes made by voters. Assuming that each voter casts a ballot in a form of a ranking of candidates, we represent a mistake by a swap of adjacent candidates in a ballot. We find that for rules such as SNTV, k-Approval, and k-Borda, it is computationally easy to find the minimum number of swaps resulting in a change of an outcome. This task is, however, NP-hard for STV and the Chamberlin-Courant rule. We conclude our study of robustness with experimentally studying the average number of random swaps leading to a change of an outcome for several rules. Strategic voting in multiwinner elections. We ask whether a given group of cooperating voters can manipulate an election outcome in a favorable way. We focus on the k-Approval voting rule and we show that the computational complexity of answering the posed question has a rich structure. We spot several cases for which our problem is polynomial-time solvable. However, we also identify NP-hard cases. For several of them, we show how to circumvent the hardness by fixed-parameter tractability. We also present experimental studies indicating that our algorithms are applicable in practice
