    Regional tourist destinations - the role of information and communications technology (ICT) in collaboration amongst tourism providers

    The tourism industry can be seen as one of the first business sectors where business functions are almost exclusively using information and communications technologies (ICT). This has impacted on the way in which regional tourism destinations are promoted. The method of promoting regions via the development of regional tourist destination websites or portals using Internet technologies is increasingly being adopted both in Australia and around the world. This paper investigates whether this approach is the most effective to achieve increased awareness and subsequent visitation of a region. Are there other ways to achieve a similar outcome? One such alternative is via a bottom up approach achieved through co-opetition or collaboration established within the group of local tourism industry operators. This cooperative networking is made possible via the use of ICT to facilitate the establishment of virtual business networks amongst tourism operators in a local community, cascading into an informal secondary tourism network within that region. In many Australian regional areas the tourism bureau has been the key node for local tourism, but this structure has been fraught with many problems. Little is known about their effectiveness in delivering services to local small and medium tourism enterprises (SMTEs). The role of tourism bureaus in local tourism networks is changing and a study of this dynamic is provided here as an example of the interaction between top down and bottom up approaches. Published case studies from around the world are considered demonstrating alternative approaches to using ICT to promote a region and communicate with potential visitors. Future empirical research is required to more fully understand the effectiveness of the different approaches

    The evaluation of E-business related technologies in the Railway Industry

    For the purposes of this paper, e-business is defined as: "the performance, automisation and organisation of transactions, or chains of them, and the gathering and publishing of data, electronically over a communication protocol" Little research has been conducted either into how e-business technology can be successfully evaluated, or into the associated costs and benefits specifically related to the transportation and railway industries. Based upon a review of the current literature and a series of interviews held with railway operators, track managers and transportation customers from the Australian Fortune 100, the paper puts forward a framework for the evaluation of e-business investments within the railway industry. The research reported here is aimed at developing a flexible interface that enables the decision maker to assess and evaluate a wide variety of complex interacting variables. The proposed approach uses a variety of evaluation methods, as opposed to searching for a single "best" approach. Additionally, an attempt is being made to include the complex interaction between the implementation of the new technology and the changing organisational setting. A model is proposed using fuzzy logic to handle incomplete and uncertain knowledge; as well as to combine criteria within a conceptual model from which "real-worth" evaluations can be performed. This model provides a systematic approach to guide the decision maker in the deployment of e-business and emerging technologies in the industry. After discussing the main findings from a literature review on the use of evaluation frameworks in IT related projects, the paper deals with the proposed framework in detail. The use of empirical data, which was obtained transportation customers to help define the main framework factors, is also discussed. Finally, the paper summarises the main implications for rail freight of customersā€™s perceptions and stated needs in the e-business domain

    Broadbanding Brunswick: High-speed broadband and household media ecologies

    New research from the University of Melbourne and Swinburne University has found that 82% of households in the NBN first release site of Brunswick, Victoria, think the NBN is a good idea. The study, Broadbanding Brunswick: High-speed Broadband and Household Media Ecologies, examines the take-up, use and implications of high-speed broadband for some of its earliest adopters. It looks at how the adoption of high-speed broadband influences household consumption patterns and use of telecoms. The survey of 282 Brunswick households found there had been a significant uptake of the NBN during the course of the research. In 2011, 20% of households were connected to the NBN and in 2012 that number had risen to 34%. Families, home owners, higher income earners and teleworkers were most likely to adopt the NBN. Many NBN users reported paying less for their monthly internet bills, with 49% paying about the same.     Identity in research infrastructure and scientific communication: Report from the 1st IRISC workshop, Helsinki Sep 12-13, 2011

    Motivation for the IRISC workshop came from the observation that identity and digital identification are increasingly important factors in modern scientific research, especially with the now near-ubiquitous use of the Internet as a global medium for dissemination and debate of scientific knowledge and data, and as a platform for scientific collaborations and large-scale e-science activities.

The 1 1/2 day IRISC2011 workshop sought to explore a series of interrelated topics under two main themes: i) unambiguously identifying authors/creators & attributing their scholarly works, and ii) individual identification and access management in the context of identity federations. Specific aims of the workshop included:

• Raising overall awareness of key technical and non-technical challenges, opportunities and developments.
• Facilitating a dialogue, cross-pollination of ideas, collaboration and coordination between diverse – and largely unconnected – communities.
• Identifying & discussing existing/emerging technologies, best practices and requirements for researcher identification.

This report provides background information on key identification-related concepts & projects, describes workshop proceedings and summarizes key workshop findings

    2011 Strategic roadmap for Australian research infrastructure

    The 2011 Roadmap articulates the priority research infrastructure areas of a national scale (capability areas) to further develop Australiaā€™s research capacity and improve innovation and research outcomes over the next five to ten years. The capability areas have been identified through considered analysis of input provided by stakeholders, in conjunction with specialist advice from Expert Working Groups   It is intended the Strategic Framework will provide a high-level policy framework, which will include principles to guide the development of policy advice and the design of programs related to the funding of research infrastructure by the Australian Government. Roadmapping has been identified in the Strategic Framework Discussion Paper as the most appropriate prioritisation mechanism for national, collaborative research infrastructure. The strategic identification of Capability areas through a consultative roadmapping process was also validated in the report of the 2010 NCRIS Evaluation. The 2011 Roadmap is primarily concerned with medium to large-scale research infrastructure. However, any landmark infrastructure (typically involving an investment in excess of $100 million over five years from the Australian Government) requirements identified in this process will be noted. NRIC has also developed a ā€˜Process to identify and prioritise Australian Government landmark research infrastructure investmentsā€™ which is currently under consideration by the government as part of broader deliberations relating to research infrastructure. NRIC will have strategic oversight of the development of the 2011 Roadmap as part of its overall policy view of research infrastructure

    This report presents the findings and recommendations of the Independent Review of the Role of Metrics in Research Assessment and Management. The review was chaired by Professor James Wilsdon, supported by an independent and multidisciplinary group of experts in scientometrics, research funding, research policy, publishing, university management and administration. This review has gone beyond earlier studies to take a deeper look at potential uses and limitations of research metrics and indicators. It has explored the use of metrics across different disciplines, and assessed their potential contribution to the development of research excellence and impact. It has analysed their role in processes of research assessment, including the next cycle of the Research Excellence Framework (REF). It has considered the changing ways in which universities are using quantitative indicators in their management systems, and the growing power of league tables and rankings. And it has considered the negative or unintended effects of metrics on various aspects of research culture. The report starts by tracing the history of metrics in research management and assessment, in the UK and internationally. It looks at the applicability of metrics within different research cultures, compares the peer review system with metric-based alternatives, and considers what balance might be struck between the two. It charts the development of research management systems within institutions, and examines the effects of the growing use of quantitative indicators on different aspects of research culture, including performance management, equality, diversity, interdisciplinarity, and the ā€˜gamingā€™ of assessment systems. The review looks at how different funders are using quantitative indicators, and considers their potential role in research and innovation policy. Finally, it examines the role that metrics played in REF2014, and outlines scenarios for their contribution to future exercises

    The Australian Partnership for Sustainable Repositories (APSR) was established in 2004 with a grant from the Systemic Information Infrastructure (SII) of the Department of Employment, Science and Training (DEST). It was one of a number of projects to benefit from official recognition of the importance of digital sustainability and the need for development of institutional repositories in Australian universities and other organisations. In four years, APSR has contributed significantly to the management of digital information in Australia, through both its development portfolio and its extensive range of outreach activities. There have been benefits to the partners and to the sector as a whole. The work undertaken and the lessons learnt provide useful information for future planning in a field which continues to expand and develop
