    Investigating adaptability of stadium precincts post Qatar 2022 world cup: toward an adaptive strategy through public-private partnership (ppp)

    Mega Sporting Events have become a way of transforming cities around the world. However, the sustainability of these large-scale transformations is questioned. This thesis aims to investigate the adaptability of stadium precincts post-Qatar 2022 World Cup based on selected case studies from Al Rayyan municipality. The challenges of using large facilities such as iconic stadiums are worth investigating. The thesis aims to find answers to the following questions: To what extent is Qatar 2022 World Cup stadiums is adaptive to its precincts? What impacts the adaptability of Qatar 2022 World Cup stadiums? And How an adaptive strategy through public-private partnership can take place for Post 2022 World Cup? A selection of case studies from Qatar includes Khalifa International Stadium, Qatar Foundation and Al Rayyan Stadiums are examined to answer the research questions. The thesis is based on qualitative case study research with three data collection and analysis tools. The tools used are site assessment (observations), expert interviews, and secondary data that include feedback from Al Rayyan residents toward Al Rayyan stadiums and precincts. The data is analyzed in the light of New Urbanism and the thesis conceptual framework to examine impact factors, opportunities and challenges for adaptability after a mega sporting event. The research findings show that Qatar 2022 stadiums precincts can be very adaptable but can also face many challenges. Challenges include land use regulations, walkability, lack of unified urban design code, lack of housing options, and low building densities. Most of the challenges are beyond the scope of the stadiums’ owners. The extent of Qatar 2022 stadium adaptability to its precincts is promising, especially for stadiums that are within an existing urban development.in addition, factors impacting the stadiums adaptability included the stadium location, the design process and stakeholder’s involvement. However, stakeholder’s involvement also impacted the selection of the stadium location and the design process which emphasize the significance of a public-private partnership

    An executive summary of a study on the Earth Observatory Satellite (EOS) was presented. It was concluded that the overall costs of space systems could be reduced significantly by the development of a modular shuttle compatible standard spacecraft, and the use of that spacecraft with the Shuttle Transportation System. It was also demonstrated that the development of the standard spacecraft is feasible, desirable, and cost effective if applied to a series of missions. The ability to initially retrieve, refurbish, and reuse the spacecraft and its payload, and ultimately to perform in-orbit servicing, would result in significant cost savings. A number of specific conclusions and recommendations were also suggested

    Bus Rapid Transit: A Handbook for Partners, MTI Report 06-02

    In April 2005, the Caltrans Division of Research and Innovation (DRI) asked MTI to assist with the research for and publication of a guidebook for use by Caltrans employees who work with local transit agencies and jurisdictions in planning, designing, and operating Bus Rapid Transit (BRT) systems that involve state facilities. The guidebook was also to assist to transit operators, local governments, community residents, and other stakeholders dealing with the development of BRT systems. Several areas in the state have experienced such projects ( San Diego , Los Angeles , San Francisco , and Alameda County ) and DRI wished to use that experience to guide future efforts and identify needed changes in statutes, policies, and other state concerns. Caltrans convened a Task Team from the Divisions of Research and Innovation, Mass Transportation, and Operations, together with stakeholders representing many of those involved with the BRT activities around the state. Prior to MTI’s involvement, this group produced a white paper on the topic, a series of questions, and an outline of the guidebook that MTI was to write. The MTI team conducted case studies of the major efforts in California, along with less developed studies of some of the other BRT programs under development or in early implementation phases around the state. The purpose was to clarify those issues that need to be addressed in the guidebook, as well as to compile information that would identify items needing legislative or regulatory action and items that Caltrans will need to address through district directives or other internal measures. A literature scan was used to develop a bibliography for future reference. The MTI team also developed a draft Caltrans director’s policy document, which provides the basis for Caltrans’ actions. This ultimately developed to be a project within a project. MTI submitted a draft document to Caltrans as a final product from the Institute. Task team members and Caltrans staff and leadership provided extensive review of the draft Bus Rapid Transit: A Handbook for Partners. Caltrans adopted a new Director’s Policy and published the document, BRT Caltrans. The MTI “wraparound” report presented below discusses in more detail the process that was followed to produce the draft report. The process was in many ways as much a project as the report itself

    Space Station Freedom data management system growth and evolution report

    The Information Sciences Division at the NASA Ames Research Center has completed a 6-month study of portions of the Space Station Freedom Data Management System (DMS). This study looked at the present capabilities and future growth potential of the DMS, and the results are documented in this report. Issues have been raised that were discussed with the appropriate Johnson Space Center (JSC) management and Work Package-2 contractor organizations. Areas requiring additional study have been identified and suggestions for long-term upgrades have been proposed. This activity has allowed the Ames personnel to develop a rapport with the JSC civil service and contractor teams that does permit an independent check and balance technique for the DMS

    The results are summarized of an unattended network operations technology assessment study for the Space Exploration Initiative (SEI). The scope of the work included: (1) identified possible enhancements due to the proposed Mars communications network; (2) identified network operations on Mars; (3) performed a technology assessment of possible supporting technologies based on current and future approaches to network operations; and (4) developed a plan for the testing and development of these technologies. The most important results obtained are as follows: (1) addition of a third Mars Relay Satellite (MRS) and MRS cross link capabilities will enhance the network's fault tolerance capabilities through improved connectivity; (2) network functions can be divided into the six basic ISO network functional groups; (3) distributed artificial intelligence technologies will augment more traditional network management technologies to form the technological infrastructure of a virtually unattended network; and (4) a great effort is required to bring the current network technology levels for manned space communications up to the level needed for an automated fault tolerance Mars communications network

    Promoting Intermodal Connectivity at California’s High Speed Rail Stations

    High-speed rail (HSR) has emerged as one of the most revolutionary and transformative transportation technologies, having a profound impact on urban-regional accessibility and inter-city travel across Europe, Japan, and more recently China and other Asian countries. One of HSR’s biggest advantages over air travel is that it offers passengers a one-seat ride into the center of major cities, eliminating time-consuming airport transfers and wait times, and providing ample opportunities for intermodal transfers at these locales. Thus, HSR passengers are typically able to arrive at stations that are only a short walk away from central business districts and major tourist attractions, without experiencing any of the stress that car drivers often experience in negotiating such highly congested environments. Such an approach requires a high level of coordination and planning of the infrastructural and spatial aspects of the HSR service, and a high degree of intermodal connectivity. But what key elements can help the US high-speed rail system blend successfully with other existing rail and transit services? That question is critically important now that high-speed rail is under construction in California. The study seeks to understand the requirements for high levels of connectivity and spatial and operational integration of HSR stations and offer recommendations for seamless, and convenient integrated service in California intercity rail/HSR stations. The study draws data from a review of the literature on the connectivity, intermodality, and spatial and operational integration of transit systems; a survey of 26 high-speed rail experts from six different European countries; and an in-depth look of the German and Spanish HSR systems and some of their stations, which are deemed as exemplary models of station connectivity. The study offers recommendations on how to enhance both the spatial and the operational connectivity of high-speed rail systems giving emphasis on four spatial zones: the station, the station neighborhood, the municipality at large, and the region

    Recipes for low carbon, adaptable design

    The thesis contributes a more lucid understanding of the potential for interaction amongst different facets of sustainability in the context of building design, providing evidence that the assimilation of diverse and often seemingly unconnected aspects of sustainability is not the unassuming process implicit in the current sustainability discourse. Working inductively and with a focus on two sustainable principles (the current UK government sponsored sustainability agenda, low carbon design, and an alternative interpretation, adaptable design, whose literature is framed in a sometimes complementary, at others antagonistic fashion to the former), this thesis develops an understanding of interaction in building design processes, using publically available documentary evidence and a comparative case-study approach. The thesis describes and categorises instances of interaction arising in the twenty-three case study building design processes, demonstrating both the empirical existence of interaction and improving the theoretical conceptualisation beyond basic ideas of synergy and conflict. Interaction is noted as arising from both technical incompatibilities and project actors interpretation of the agendas themselves: a socio-technical issue. The thesis distinguishes multiple approaches adopted by design teams to managing the entanglement encountered. Interpreting these interaction strategies in their case context, factors driving the selection of a particular approach are inductively derived and combined to form a tentative conceptual framework. This framework aides a systematic comparison across project cases, facilitated by the crisp set qualitative comparative analysis (csQCA) technique. Projects are described as configurations of the identified conditions and, by operationalizing interaction in a manner consistent with case study observation and the existing literatures of adaptable and low carbon design, assessed for successfulness in reconciling the agendas. The technique identifies three causal pathways to successful reconciliations of adaptable and low carbon design. Finally, the thesis makes a methodological contribution, through an evaluation of the application of QCA to a novel problem space (socio-technical, project-orientated problems of the built environment). Through the richness of documentary data obtained for study, it also demonstrates the potential effectiveness of documents as primary sources in the field of building design, where they are often relegated to a supporting role
