Governance of Dual-Use Technologies: Theory and Practice
The term dual-use characterizes technologies that can have both military and civilian applications. What is the state of current efforts to control the spread of these powerful technologies—nuclear, biological, cyber—that can simultaneously advance social and economic well-being and also be harnessed for hostile purposes? What have previous efforts to govern, for example, nuclear and biological weapons taught us about the potential for the control of these dual-use technologies? What are the implications for governance when the range of actors who could cause harm with these technologies include not just national governments but also non-state actors like terrorists? These are some of the questions addressed by Governance of Dual-Use Technologies: Theory and Practice, the new publication released today by the Global Nuclear Future Initiative of the American Academy of Arts and Sciences. The publication's editor is Elisa D. Harris, Senior Research Scholar, Center for International Security Studies, University of Maryland School of Public Affairs. Governance of Dual-Use Technologies examines the similarities and differences between the strategies used for the control of nuclear technologies and those proposed for biotechnology and information technology. The publication makes clear the challenges concomitant with dual-use governance. For example, general agreement exists internationally on the need to restrict access to technologies enabling the development of nuclear weapons. However, no similar consensus exists in the bio and information technology domains. The publication also explores the limitations of military measures like deterrence, defense, and reprisal in preventing globally available biological and information technologies from being misused. Some of the other questions explored by the publication include: What types of governance measures for these dual-use technologies have already been adopted? What objectives have those measures sought to achieve? How have the technical characteristics of the technology affected governance prospects? What have been the primary obstacles to effective governance, and what gaps exist in the current governance regime? Are further governance measures feasible? CERT strategy to deal with phishing attacks

present study aims to explain phishing, and why an organization should deal
with it and its challenges of providing. In addition, different kinds of this
attack and classification of security approaches for organizational and lay
users are addressed in this article. Finally, the CERT strategy is presented to

Online Resumes: Optimizing Design to Service Recruiters
Despite the increasing number of publications in e-Recruiting, there is still scant research on the specific requirements of online resume fields, in particular from the recruiters’ perspective. In this paper, the fields for resume forms are investigated by analyzing literature, interviewing recruiters and systematically categorizing and content-analyzing the resume fields of the 40 largest Dutch e- Recruiting sites. The findings reflect the main categories currently used in online resume forms: current career status, desired job, education, work experience, extracurricular activities, skills and personal and contact information. These identified online resume fields are discussed in light of prior resume design literature and compared with resume requirements derived from interviewing recruiters. Recommendations for resume design theory and practice are proposed
No soldiers left behind: An IoT-based low-power military mobile health system design
© 2013 IEEE. There has been an increasing prevalence of ad-hoc networks for various purposes and applications. These include Low Power Wide Area Networks (LPWAN) and Wireless Body Area Networks (WBAN) which have emerging applications in health monitoring as well as user location tracking in emergency settings. Further applications can include real-Time actuation of IoT equipment, and activation of emergency alarms through the inference of a user\u27s situation using sensors and personal devices through a LPWAN. This has potential benefits for military networks and applications regarding the health of soldiers and field personnel during a mission. Due to the wireless nature of ad-hoc network devices, it is crucial to conserve battery power for sensors and equipment which transmit data to a central server. An inference system can be applied to devices to reduce data size for transfer and subsequently reduce battery consumption, however this could result in compromising accuracy. This paper presents a framework for secure automated messaging and data fusion as a solution to address the challenges of requiring data size reduction whilst maintaining a satisfactory accuracy rate. A Multilayer Inference System (MIS) was used to conserve the battery power of devices such as wearables and sensor devices. The results for this system showed a data reduction of 97.9% whilst maintaining satisfactory accuracy against existing single layer inference methods. Authentication accuracy can be further enhanced with additional biometrics and health data information
