    Land Use Strategy (LUS) Delivery Evaluation Project : Volume 1: Main Report

    Scotland’s first Land Use Strategy (LUS) – Getting the best from our land – was published in March 2011. The LUS is a requirement of the Climate Change (Scotland) Act 2009, highlighting the important contribution that Scottish Ministers expect land use and land management to make towards the climate change agenda in Scotland. The crucial component of the LUS are its ten principles for sustainable land use – the LUS Principles. The LUS Principles are the key mechanism by which the strategic intent of the national level LUS can be translated into regional and local level planning and decision-making, through existing land use delivery mechanisms, to inform action on the ground. The overall aim of the LUS Delivery Evaluation Project therefore was “to evaluate the range of current land use delivery mechanisms, to ascertain their effectiveness in translating the strategic Principles of the LUS into decision-making on the ground”. The evaluation considered eleven case study land use delivery mechanisms ranging from an urban Local Development Plan (LDP) to the Loch Lomond and the Trossachs National Park Partnership Plan

    Deliverable DJRA1.2. Solutions and protocols proposal for the network control, management and monitoring in a virtualized network context

    This deliverable presents several research proposals for the FEDERICA network, in different subjects, such as monitoring, routing, signalling, resource discovery, and isolation. For each topic one or more possible solutions are elaborated, explaining the background, functioning and the implications of the proposed solutions.This deliverable goes further on the research aspects within FEDERICA. First of all the architecture of the control plane for the FEDERICA infrastructure will be defined. Several possibilities could be implemented, using the basic FEDERICA infrastructure as a starting point. The focus on this document is the intra-domain aspects of the control plane and their properties. Also some inter-domain aspects are addressed. The main objective of this deliverable is to lay great stress on creating and implementing the prototype/tool for the FEDERICA slice-oriented control system using the appropriate framework. This deliverable goes deeply into the definition of the containers between entities and their syntax, preparing this tool for the future implementation of any kind of algorithm related to the control plane, for both to apply UPB policies or to configure it by hand. We opt for an open solution despite the real time limitations that we could have (for instance, opening web services connexions or applying fast recovering mechanisms). The application being developed is the central element in the control plane, and additional features must be added to this application. This control plane, from the functionality point of view, is composed by several procedures that provide a reliable application and that include some mechanisms or algorithms to be able to discover and assign resources to the user. To achieve this, several topics must be researched in order to propose new protocols for the virtual infrastructure. The topics and necessary features covered in this document include resource discovery, resource allocation, signalling, routing, isolation and monitoring. All these topics must be researched in order to find a good solution for the FEDERICA network. Some of these algorithms have started to be analyzed and will be expanded in the next deliverable. Current standardization and existing solutions have been investigated in order to find a good solution for FEDERICA. Resource discovery is an important issue within the FEDERICA network, as manual resource discovery is no option, due to scalability requirement. Furthermore, no standardization exists, so knowledge must be obtained from related work. Ideally, the proposed solutions for these topics should not only be adequate specifically for this infrastructure, but could also be applied to other virtualized networks.Postprint (published version

    Of good plants and useless weeds: planning as a spatial technology of the gardening state

    The article deploys Bauman’s metaphor of the ‘gardening’ state to consider the imbrication of planning and the dark side of modernity. It interrogates the public production and defence of urban spaces suitable for people deemed to have value. Using empirical material from urban Zimbabwe, I frame planning as a spatial technology of the gardening state and peer into its handling of informality under two main themes: first, the perception, construction and designation of ‘weeds’, and second, the declaration and treatment of the ‘weeds’. Situating Bauman’s metaphor in the nexus between planning, the state and informality, I conclude that the metaphor paints a helpful but inadequate picture. I argue that while the metaphor is helpful with regards to the first theme, refinements are needed in its application to the second. Rather than see planning enforcement as a rational-scientific practice, a nuanced conceptualisation is needed that explicitly acknowledges the messy business of politics

    Japan’s security policy and the war on terror : steady incrementalism or radical leap?

    The study of globalisation carries important conceptual insights into the contemporary security agenda following the events of 9/11. This working paper argues that globalisation can be defined in a variety of ways, ranging from liberalisation to Westernisation, and can also be extended into concepts of supra-territorialisation. In combination, these definitions help to explain the generation of 9/11 style-conflict by providing the political-economic motivation for hyper-terrorism, by facilitating the political identities and activities of non-state actors; and by creating an environment for the global reach of terror movements. Additionally, the interconnection between globalisation and security can be seen in the response of the US to 9/11 and its striving to project military power on a global scale with declining reference to time and geographical distance, and the varied ability of sovereign states to respond to the challenge of trans-sovereign security problems in the future

    Privacy and Robustness in Federated Learning: Attacks and Defenses

    As data are increasingly being stored in different silos and societies becoming more aware of data privacy issues, the traditional centralized training of artificial intelligence (AI) models is facing efficiency and privacy challenges. Recently, federated learning (FL) has emerged as an alternative solution and continue to thrive in this new reality. Existing FL protocol design has been shown to be vulnerable to adversaries within or outside of the system, compromising data privacy and system robustness. Besides training powerful global models, it is of paramount importance to design FL systems that have privacy guarantees and are resistant to different types of adversaries. In this paper, we conduct the first comprehensive survey on this topic. Through a concise introduction to the concept of FL, and a unique taxonomy covering: 1) threat models; 2) poisoning attacks and defenses against robustness; 3) inference attacks and defenses against privacy, we provide an accessible review of this important topic. We highlight the intuitions, key techniques as well as fundamental assumptions adopted by various attacks and defenses.     Interoperability and FAIRness through a novel combination of Web technologies

    Data in the life sciences are extremely diverse and are stored in a broad spectrum of repositories ranging from those designed for particular data types (such as KEGG for pathway data or UniProt for protein data) to those that are general-purpose (such as FigShare, Zenodo, Dataverse or EUDAT). These data have widely different levels of sensitivity and security considerations. For example, clinical observations about genetic mutations in patients are highly sensitive, while observations of species diversity are generally not. The lack of uniformity in data models from one repository to another, and in the richness and availability of metadata descriptions, makes integration and analysis of these data a manual, time-consuming task with no scalability. Here we explore a set of resource-oriented Web design patterns for data discovery, accessibility, transformation, and integration that can be implemented by any general- or special-purpose repository as a means to assist users in finding and reusing their data holdings. We show that by using off-the-shelf technologies, interoperability can be achieved atthe level of an individual spreadsheet cell. We note that the behaviours of this architecture compare favourably to the desiderata defined by the FAIR Data Principles, and can therefore represent an exemplar implementation of those principles. The proposed interoperability design patterns may be used to improve discovery and integration of both new and legacy data, maximizing the utility of all scholarly outputs

    Agriculture and Political Reform in Japan : The Koizumi Legacy

    Given former Prime Minister Koizumis reformist zeal, agriculture might have been expected to be high on his list of targets for so-called structural reform. However, an investigation of the record of his administration on agricultural policy reveals only modest achievements in terms of policy innovation for agriculture and farm trade. To some extent Japans farming sector has been impacted by processes of fiscal reform and deregulation as well as cutbacks in rural public works. Koizumi-initiated reforms to the policymaking process have also served to reduce the power of individual ruling Liberal Democratic Party politicians as representatives of special interests. However, the bureaucratic, party and interest group actors within the agricultural policy community retain their independent policymaking authority over the farm sector. Furthermore, the vertically segmented nature of Japans policymaking process will continue to limit the possibility of trade-offs between agriculture and business over issues such as Free Trade Agreements (FTAs).agriculture, Political Reform, Japan

    A longitudinal examination of structural environments within U.S. college and university leadership development programs

    This study sought to examine the structural elements of leadership development programs (LDPs) within U.S. colleges and universities. Much research has been written describing individual student effects of LDPs, however there has been a dearth of literature related to institutional mission alignment, theories utilized, targeted populations, financial and human resources, assessment and evaluation, and institutionalization of such programs. Utilizing the 2009 and 2015 Multi-Institutional Study of Leadership – Institutional Survey (MSL-IS), a quantitative analysis of the above and other elements was conducted on the two time points. Results indicate that LDP institutionalization in 2015 had a positive significant relationship to an institution having a leadership center, programs primarily focused on leadership education, and programs incorporating mentoring relationships, and a negative significant relationship to programs primarily focused on individual skill building and development and level of LDP institutionalization in 2009. Leadership educators believe their LDPs to be more institutionalized in 2015 compared to 2009. In evaluating variables related to LDP institutional and programming changes from 2009 to 2015, the following conclusions were reached: (a) there was no difference in the number of institutions that incorporate student leadership development as an aspect of their institutional strategic plans; (b) more institutions have their primary co-curricular leadership program informed by a clear definition of leadership; (c) more LDPs are open to all students rather than to students with leadership roles or specific populations; (d) a higher number of LDPs are concentrating on leadership training and leadership development than leadership education and individual skill building; (e) LDPs are focusing on mentoring relationships, socio-cultural conversations, and community service “to an extent” or greater; (f) greater funding, but no additional staff, is being allocated to LDPs; and (g) LDPs are incorporating more sophisticated assessment techniques (such as pre-/post-tests and rubrics). Implications for theory include the creation of a definition of institutionalization for LDPs and consequences for practice include aligning LDPs with high-impact practices and other published research
