    Training Needs Analysis For Identifying Vocational Teachers' Competency Needs in ICT Expertise Program in Vocational High Schools in Bali Province

    The aims of this study to reveal (1) the description of characteristic vocational teacher, (2) the criterion competency, (3) the account of important competency, (4) the description of actual competency performance, (5)the identification of competency gaps, (6) the determination of training priority order, (7) the recommendations regarding with training methods and training organizerThis study employed a mixed method with exploratory sequential combination. The research subjects comprised the Vocational Technical Teachers with ICT expertise program especially for Network and Computer Engineering expertise competence. This study devised competency needs for training program incorporating Training Needs Analysis. The data were collected through FGD, questionnaires and an interview guide. The data were analysed using Fuzzy Delphi method to determine criterion competency by screening process. Analytic Hierarchy Process method was conducted for determining the important competency. 360-degree rater as evaluation teaching performance. Importance Performance Analysis diagram were used for describing the competency gaps. The determination of Training Priority Order based on quadrant in IPA diagram. The results of this study showed that: (1) Vocational teachers from multiple expertise program are still lack of ICT knowledge and practice mastery especially in network engineering field because they had no ICT educational background. They still look confused and nervous in teaching and practicing in front of the class. (2) criterion competency consists of pedagogy-andragogy aspect with 11 domain areas and 34 sub-domain, professional aspect with 3 domain areas and 7 sub-domain, vocational aspect with 3 domain areas and 8 sub-domain and technology aspect with 4 domains. (3) the order of importance in terms of competency aspect is pedagogy-andragogy with weight of 0.466, vocational around 0.300, professional with weight of 0.172, technology approximately 0.063. (4) the lowest performance in pedagogy-andragogy aspect is ability in guidance and supervision internship program with 3.19 total performance, Whereas in professional aspect is the competency in application of vocational content with 3.35 total performance, in vocational aspect is competency in networking and collaboration with 2.82 total performance and In technology aspect is ability using and utilizing ICT for self-development with 3.56 total performance. (5) the competency gaps fall into the vocational knowledge & skills, application of content, content knowledge, networking and collaboration, continuing professionalism development and entrepreneurship. (6) TPO based on competencies needs has described in IPA diagram most of training needs is located in vocational and professional aspect. (7) In House Training, specific training, and short courses training were recommended as effective training methods.     The need has arises towards the consideration of individual difference to let learners engage in and responsible for their own learning, retain information longer, apply the knowledge more effectively, have positive attitudes towards the subject, have more interest in learning materials, score higher and have high intrinsic motivation level. As regard to the importance of individual differences, Martinez (2000) has grounded a new theory, which is Intentional Learning Theory that covered individual aspects of cognitive, intention, social and emotion. This theory hypothesizes that the fundamental of understanding how individual learns, interact with an environment, performs, engages in learning, experiences learning, and assimilate and accommodate the new knowledge is by understanding individual’s fundamental emotions and intentions about how to use learning, why it is important, when the suitable time, and how it can accomplish personal goals and change. The intent of this theory is to focus on emotions and intentions of an individual regarding why, when and how learning goals are organized, processed, and achieved. In conclusion, Learning Orientations introduced by this theory describes the disposition of an individual in approaching, managing and achieving their learning intentionally and differently from others

    Evaluation of e-learning web sites using fuzzy axiomatic design based approach

    High quality web site has been generally recognized as a critical enabler to conduct online business. Numerous studies exist in the literature to measure the business performance in relation to web site quality. In this paper, an axiomatic design based approach for fuzzy group decision making is adopted to evaluate the quality of e-learning web sites. Another multi-criteria decision making technique, namely fuzzy TOPSIS, is applied in order to validate the outcome. The methodology proposed in this paper has the advantage of incorporating requirements and enabling reductions in the problem size, as compared to fuzzy TOPSIS. A case study focusing on Turkish e-learning websites is presented, and based on the empirical findings, managerial implications and recommendations for future research are offered

    Experts’ Opinion Matters! Green Technology Elements for Construction Technology in Vocational Colleges

    Green Technology refers to clean energy production, the use of alternative fuels, and technologies that are less harmful to the environment than fossil fuels. It has garnered a significant amount of interest due to increasing awareness about the impacts of climate change and the depletion of natural resources. While the buildings emit more carbon dioxide and other greenhouse gases than other industries, the use of Green Technology will be able to reduce human impacts on the natural environment and prevent climate change. Therefore, the purpose of this study is to investigate the Green Technology Elements for Construction Technology in Vocational College that is seen fundamental as these students will be in the construction workforce in the future. The study was conducted using the Fuzzy Delphi Method (FDM) involving a combination of 20 experts with various expertise from a heterogeneous group. A set of questionnaires using a 7-point Likert Scale was formed based on expert interviews in the first phase of this study and the data obtained were then analysed using triangular fuzzy numbers and ranking for each variable was determined using the defuzzification process. The findings showed that all elements listed reached the experts’ consensus. Expert consensus also found that the Carbon Initiatives element ranked first meanwhile the Introduction to Green Technology element ranked last in the list of elements. These elements are agreed upon in preparing academically exemplary individuals while ensuring every graduate from Vocational College, especially from the Construction Technology course is equipped with job-ready skills to tackle real-life problems.

    This study examined the effects and efficacy of two vocational instructional interventions - a Hand-Held Computer intervention versus a Staff Model intervention - as vocational instructional tools for high school students with autism and mental retardation. Specifically, the study analyzed the effects of these two treatments on the completion of authentic novel job tasks within a local department store. This research indicated the provision of specific technology as an instructional model positively influenced participants\u27 ability to: accurately complete tasks, exercise increased independence during task completion, reduce problematic behavior during task completion, and lower necessary staff prompts during task completion. The use of technology to support individuals with severe disabilities has the potential to increase their level of independence and accuracy of job completion within community-based settings. Five high school students with autism and mental retardation participated in this study, which compared the use of a palm-top computer with a traditional staff model during the completion of eighteen novel job tasks within various departments of a large department store.     This research cross-employs the Social Cognitive Theory (SCT) and three major labor theories comprised of Maslow’s theory, Alderfer’s theory and Herzberg’s theory with Multiple Criteria Decision Making (MCDM) consisting of Factor Analysis (FA), Analytical Network Process (“ANP”), Fuzzy Analytical Network Process (FANP) and Grey Relation Analysis (GRA) to evaluate the four types of innovative investment strategies in China after the Domino Effect of the China’s Labor Revolution. The most contributed conclusion is that the “change of original business at the raising compensation policy” (CBRCP) is the best choice for Taiwanese manufacturers operating in China because it is the highest scores of three assessed measurements in the CBRCP. This conclusion further indicates that manufacturing enterprises have little leverage, in the interim, but to increase employment compensation and benefits to satisfy the demands from the ongoing Chinese labor revolution even though it brings about an incremental expenditure in their manufacturing costs. Therefore, the next step beyond this research is to collect additional empirical macroeconomic data to develop a more comprehensive evaluation model that takes into consideration a more in-depth vertical measurement and horizontal assessment methodologies for developing added comprehensive and effective managerial strategies for surviving in this momentous, dynamically-changing and lower-profit Chinese manufacturing market.China labor revolution; Maslow theory; Alderfer theory and Herzberg theory; Multiple criteria decision making

    Learning Content and Software Evaluation and Personalisation Problems

    The paper aims to analyse several scientific approaches how to evaluate, implement or choose learning content and software suitable for personalised users/learners needs. Learning objects metadata customisation method as well as the Method of multiple criteria evaluation and optimisation of learning software represented by the experts' additive utility function are analysed in more detail. The value of the experts' additive utility function depends on the learning software quality evaluation criteria, their ratings and weights. The Method is based on the software engineering Principle which claims that one should evaluate the learning software using the two different groups of quality evaluation criteria - `internal quality' criteria defining the general software quality aspects, and `quality in use' criteria defining software personalisation possibilities. The application of the Method and Principle for the evaluation and optimisation of learning software is innovative in technology enhanced learning theory and practice. Application of the method of the experts' (decision makers') subjectivity minimisation analysed in the paper is also a new aspect in technology enhanced learning science.     The object of research is a human in complex sociotechnical systems (STS). A particular case of the sociotechnical system is the human-machine system (HMS). The subject of research is the professional activity of a person in the sociotechnical system, the structure of his professionally important qualities, the methods of assessing the professional suitability of a person, and the methods of training and training of operational personnel. The model of vocational aptitude and the process of decision-making in the class of hierarchical systems were developed based on the hierarchy analysis method. Intelligent processing of data was requested to be carried out by the use of decision support systems, which provides support to multicriteria decision in a complex system. The experimental research of vocational aptitude assessment for operators of transport-technological machines was carried out. The outputs of the decision support systems were obtained individual operator’s portraits (IOP) and integrated estimation capabilities. As a result, it became possible to reduce the preparation cost of professionals and to raise the level of the operator’s professional skills. In addition, based on the IOP, we can customize the HMC interface

    An integrative review of computational methods for vocational curriculum, apprenticeship, labor market, and enrollment problems

    Computational methods have been used extensively to solve problems in the education sector. This paper aims to explore the computational method's recent implementation in solving global Vocational education and training (VET) problems. The study used a systematic literature review to answer specific research questions by identifying, assessing, and interpreting all available research shreds of evidence. The result shows that researchers use the computational method to predict various cases in VET. The most popular methods are ANN and Naïve Bayes. It has significant potential to develop because VET has a very complex problem of (a) curriculum, (b) apprenticeship, (c) matching labor market, and (d) attracting enrollment. In the future, academics may have broad overviews of the use of the computational method in VET. A computer scientist may use this study to find more efficient and intelligent solutions for VET issues
