    A spatial multi-criteria model for the evaluation of land redistribution plans

    A planning support system for land consolidation has been developed that has, at its heart, an expert system called LandSpaCES (Land Spatial Consolidation Expert System) which contains a "design module" that generates alternative land redistributions under different scenarios and an "evaluation module" which integrates GIS with multi-criteria decision making for assessing these alternatives. This paper introduces the structural framework of the latter module which has been applied using a case study in Cyprus. Two new indices are introduced: the "parcel concentration coefficient" for measuring the dispersion of parcels; and the "landowner satisfaction rate" for predicting the acceptance of the land redistribution plan by the landowners in terms of the location of their new parcels. These two indices are used as criteria for the evaluation of the land redistribution alternatives and are transferable to any land consolidation project. Moreover, a modified version of the ratio estimation procedure, referred to as the "qualitative rating method" for assigning weights to the evaluation criteria, is presented, along with a set of non-linear value functions for standardizing the performance scores of the alternatives and incorporating expert knowledge for five evaluation criteria. The application of the module showed that it is a powerful new tool for the evaluation of alternative land redistribution plans that could be implemented in other countries after appropriate adjustments. A broader contribution has also been made to spatial planning processes, which might follow the methodology and innovations presented in this paper

    A framework for the selection of the right nuclear power plant

    Civil nuclear reactors are used for the production of electrical energy. In the nuclear industry vendors propose several nuclear reactor designs with a size from 35–45 MWe up to 1600–1700 MWe. The choice of the right design is a multidimensional problem since a utility has to include not only financial factors as levelised cost of electricity (LCOE) and internal rate of return (IRR), but also the so called “external factors” like the required spinning reserve, the impact on local industry and the social acceptability. Therefore it is necessary to balance advantages and disadvantages of each design during the entire life cycle of the plant, usually 40–60 years. In the scientific literature there are several techniques for solving this multidimensional problem. Unfortunately it does not seem possible to apply these methodologies as they are, since the problem is too complex and it is difficult to provide consistent and trustworthy expert judgments. This paper fills the gap, proposing a two-step framework to choosing the best nuclear reactor at the pre-feasibility study phase. The paper shows in detail how to use the methodology, comparing the choice of a small-medium reactor (SMR) with a large reactor (LR), characterised, according to the International Atomic Energy Agency (2006), by an electrical output respectively lower and higher than 700 MWe

    Multi crteria decision making and its applications : a literature review

    This paper presents current techniques used in Multi Criteria Decision Making (MCDM) and their applications. Two basic approaches for MCDM, namely Artificial Intelligence MCDM (AIMCDM) and Classical MCDM (CMCDM) are discussed and investigated. Recent articles from international journals related to MCDM are collected and analyzed to find which approach is more common than the other in MCDM. Also, which area these techniques are applied to. Those articles are appearing in journals for the year 2008 only. This paper provides evidence that currently, both AIMCDM and CMCDM are equally common in MCDM

    Crossing the death valley to transfer environmental decision support systems to the water market

    Environmental decision support systems (EDSSs) are attractive tools to cope with the complexity of environmental global challenges. Several thoughtful reviews have analyzed EDSSs to identify the key challenges and best practices for their development. One of the major criticisms is that a wide and generalized use of deployed EDSSs has not been observed. The paper briefly describes and compares four case studies of EDSSs applied to the water domain, where the key aspects involved in the initial conception and the use and transfer evolution that determine the final success or failure of these tools (i.e., market uptake) are identified. Those aspects that contribute to bridging the gap between the EDSS science and the EDSS market are highlighted in the manuscript.     New MCEQLS TFN method for evaluating quality and reusability of learning objects

    The aim of the paper is to present a new simple to use and efficient MCEQLS (Multiple Criteria Evaluation of the Quality of Learning Software) TFN (Trapezoidal Fuzzy Numbers) method for the expert evaluation of the quality and reusability of learning objects (LOs). MCEQLS and TFN methods are analysed, improved, and practically applied to present the decision analysis process for selecting LOs suitable to reuse in different pedagogical situations and in different education systems. The research results are implemented in eQNet – a three-year strategic pan-European project focused on reusability of LOs. A novel method of consecutive application of Fuzzy Numbers theory to establish the weights of LOs quality criteria and MCEQLS approach to establish final evaluation results are explored in more detail. A number of multiple criteria decision analysis principles are applied to create a comprehensive quality model (criteria system) for evaluating the quality and reusability of LOs. Several practical examples of LOs evaluated against the proposed MCEQLS TFN method are presented in the paper. The research results have shown that the proposed method is quite objective, exact, simple to use, and efficient for selecting qualitative reusable LOs alternatives in the market

    Integration of decision support systems to improve decision support performance

    Decision support system (DSS) is a well-established research and development area. Traditional isolated, stand-alone DSS has been recently facing new challenges. In order to improve the performance of DSS to meet the challenges, research has been actively carried out to develop integrated decision support systems (IDSS). This paper reviews the current research efforts with regard to the development of IDSS. The focus of the paper is on the integration aspect for IDSS through multiple perspectives, and the technologies that support this integration. More than 100 papers and software systems are discussed. Current research efforts and the development status of IDSS are explained, compared and classified. In addition, future trends and challenges in integration are outlined. The paper concludes that by addressing integration, better support will be provided to decision makers, with the expectation of both better decisions and improved decision making processes
