    New Trends in Development of Services in the Modern Economy

    The services sector strategic development unites a multitude of economic and managerial aspects and is one of the most important problems of economic management. Many researches devoted to this industry study are available. Most of them are performed in the traditional aspect of the voluminous calendar approach to strategic management, characteristic of the national scientific school. Such an approach seems archaic, forming false strategic benchmarks. The services sector is of special scientific interest in this context due to the fact that the social production structure to the services development model attraction in many countries suggests transition to postindustrial economy type where the services sector is a system-supporting sector of the economy. Actively influencing the economy, the services sector in the developed countries dominates in the GDP formation, primary capital accumulation, labor, households final consumption and, finally, citizens comfort of living. However, a clear understanding of the services sector as a hyper-sector permeating all spheres of human activity has not yet been fully developed, although interest in this issue continues to grow among many authors.     INNOVATIVE CITY IN WEST CHINA CHONGQING

    This working paper offers insights on science and technology in China with supporting official and interview data. The paper, as evidenced from the title, is indicating the future role of Chongqing and its evolution primarily focusing on the period of rapid development of the Municipality after Chongqing became a political entity on the same level as provinces of China. This has coincided with the planning, construction and completion of the Three Gorges Dam Project involving the resettlement of 1,000,000 people – most them coming to the rural areas Chongqing Municipality. Three major sub-themes are highlighted. First, the city played important role during more than 2000 years of its history (in 1981, for example it became first inland port in China open for foreign commerce). In the XX century Chongqing was national capital during the Second World War and the Japanese invasion (Nationalists government). Since then it enjoyed higher political status and economic independence than any other city of the same size in whole western China. Second, the municipality’s geographical position and demographic condition makes it quite unique in West China. It has a population of 31 million, an area of 82 square km, a population density of 379 persons per km2 and a location at the upper reaches of Chang (Yangtze) River. This makes it the gate of Southwest China. Third, Chongqing has a strong basic multi-faced economy in the region. Central investment since the 1950s has assisted the development of a relatively strong modern industrial base in the city. Despite the post-Mao reform era’s impact on social and economic disparities as between the coastal areas and the west, Chongqing remains one of the China’s strongest city economies. Its industrial output value ranked 11th among the 35 biggest city economies in China in 2000, though it ranked behind the top ten most industrialized coastal cities, all of which had attracted much greater foreign investment during the reform era. The campaign to Open up the West provides Chongqing with the opportunity to act as the growth pole for a number of less industrialized provincial-level units in north-west and south-west China. Fourth, the initiatives by central authorities and the extraordinary task of Three Gorges Dam project required among other great tasks also relocation of over 1,2 million people, the rebuilding of two cities, eleven county towns and one hundred sixteen townships from the site of Three Gorges Dam water reservoir. Until 2005 there were already almost one million residents resettled.     SCIENCE AND TECHNOLOGY POLICIES, INDUSTRIAL REFORM AND TECHNICAL PROGRESS IN CHINA. CAN SOCIALIST PROPERTY RIGHTS BE COMPATIBLE WITH TECHNOLOGICAL CATCHING UP?

    This paper analyses the quest for technological progress in China, a large, semi-industrialized, socialist developing country. In the introduction, it is argued that international income convergence is not an automatic product of market forces. Therefore, the path of technological progress in a less advanced country is dependent on its bsorptive capacity, which can be enhanced by the development of an effective national innovation system. The specific meaning attached to key terms such as technological progress, market-compatibility and “socialism” are also explained. Section II briefly illustrates the relative position of China in the international division of labour, as well as some basic economic and social indicators. Section III contends that the huge amount of FDI flowing to China is not per se a major source of technical progress, but important gains can be obtained t h r o u g h strategic bargaining with large transnational corporations from industrialized countries. Section IV sketches the main lines of evolution of Chinese technological culture since the inception of the reforms and provides basic data on China’s R&D system. Section V analyses the new focus of innovation and research policies and describes the major science and technology programmes. Section VI shifts the analysis to the level of industrial enterprises, arguing that a kind of symbiosis exists among the two groups of public firms. Collective enterprises reali ze their comparative advantage specializing in simpler industrial activities and benefit from technological spillovers from state-owned enterprises, while the latter are undergoing a process of upgrading and rationalization in order to gain a strong position at the upper end of the technological spectrum. This section also presents and illustrates aggregate data on production and employment trends in China’s industry and proposes a tentative estimate of the technical change component of labour productivity growth in state-owned enterprises, showing that it has been substantial and increased in the late 1990s. Section VII concludes that China’s experience so far shows that a radical improvement in a socialist economy’s ability to achieve technical progress is not inconsistent with the reaffirmation, in a new and diversified form, of a fundamentally public framework of property relations.

    Prototypes of 21st century management, especially for large scale enterprises, may well be found within the aerospace industry. The space era inaugurated a number of projects of such scope and magnitude that another type of management had to be created to ensure successful achievement. The challenges will be not just in terms of technology and its management, but also human and cultural in dimension. Futurists, students of management, and those concerned with technological administration would do well to review the literature of emerging space management for its wider implications. NASA offers a paradigm, or demonstrated model, of future trends in the field of management at large. More research is needed on issues of leadership for Earth based project in space and space based programs with managers there. It is needed to realize that large scale technical enterprises, such as are undertaken in space, require a new form of management. NASA and other responsible agencies are urged to study excellence in space macromanagement, including the necessary multidisciplinary skills. Two recommended targets are the application of general living systems theory and macromanagement concepts for space stations in the 1990s

    Big sensor data is prevalent in both industry and scientific research applications where the data is generated with high volume and velocity it is difficult to process using on-hand database management tools or traditional data processing applications. Cloud computing provides a promising platform to support the addressing of this challenge as it provides a flexible stack of massive computing, storage, and software services in a scalable manner at low cost. Some techniques have been developed in recent years for processing sensor data on cloud, such as sensor-cloud. However, these techniques do not provide efficient support on fast detection and locating of errors in big sensor data sets. For fast data error detection in big sensor data sets, in this paper, we develop a novel data error detection approach which exploits the full computation potential of cloud platform and the network feature of WSN
