Visibility of contributions in Industrial Organization in international scientific journals.

This empirical study evaluates the relative importance of articles in industrial organization published in major general or specialized scientific journals, either english or french, using the new 1991 J.E.L. classification system. Contributions are examined within two recent periods, 1991-93 and 1994-96, and regrouped according to the nature of the article: theoretical (L100-L390); industrial policy (L400-L590); industry studies (L600-L990). A specialization progress indicator (IPS) may show the evolution of the editorial policy in relation with the treatment of the subject, while a rate of multiple reference (TRM) reveals the specific characteristics of the journals with respect to the type of article being published.Industrial organization; French journals; Sociology of economics; Journals ratings.

Balkanisation of telecommunication networks and regional development : a network economics approach (In French)

The paper focuses on the links between telecommunication networks and local development, emphasizing on the peculiar case of Metropolitan Area Networks (MAN). From tools of network economics, the paper studies the market dynamics of telecommunication networks and the infrastructure diffusion from metropolitan regions to peripheral ones. Télécommunications et politiques de développement au Congo - R D C (Telecommunications and development policies in congo-DRC)

Les télécommunications ont traditionnellement été défavorisées en Afrique au profit d'autres choix industriels. Ce qui explique pourquoi, dans les différentes politiques de développement appliquées dans les pays de ce continent, elles n'apparaissaient pas comme une réelle priorité. En RDC, durant plus d'un siècle, elles resteront dépendantes d'une « gestion politique ». Aujourd'hui, consciente de leur importance et du rôle qu'elles peuvent jouer dans la transformation économique et sociale, la RDC tente de réformer les structures de son marché afin d'attirer des capitaux nécessaires pour moderniser et développer son réseau. A la lumière de l'expérience africaine, peut-on affirmer aujourd'hui que cette réforme sera favorable au développement des télécommunications ? Comment se répartissent aujourd'hui les télécommunications, étudiées sur les plans quantitatifs (nombre de lignes téléphoniques) et qualitatifs (la télédensité) en RDC et en Afrique ? Ce document a pour objet de participer à la réflexion sur ce sujet, en consacrant une large place à l'état des lieux des télécommunications en RDC, à sa comparaison avec les autres pays en développement ou développés et à son analyse basée sur l'examen des politiques de développement des télécommunications en RDC. Traditionally in Africa, telecommunications have not been a priority in development policies. For ages, in DRC, telecommunications have been regulated by governments. Nowadays, they are considered as a very important tool in the economic and social change process, and in this context, Congo tries to restructure its market in order to expand and modernise its network. But, taking account of the African experience, is it possible to ascertain that this policy will be helpful for the development of telecommunications? This document aims at participating to the debate on this subject, giving a large part to the inventory of the telecommunication sector in DRC, and to its comparison with other developing and industrialised countries. La mesure du travail téléphonique

Nous retraçons les débats qu’accueille entre 1911 et 1938 la revue des Annales des Postes Télégraphes et Téléphones sur la question de la mesure du travail des opératrices des centraux téléphoniques. Cette période charnière, entre le règne du télégraphe et l’essor après la Seconde Guerre des technologies numériques, voit les ingénieurs confrontés à un problème inédit, après l’amélioration des lignes qui se poursuit parallèlement : l’optimisation du travail des opératrices. Les propositions présentées dans la revue, émanant de traductions de publications étrangères, de comptes rendus de visites aux États-Unis ou de comptes rendus d’expériences, donnent à voir les valeurs et les évaluations morales qui trament bien souvent l’analyse rationnelle. Le travail est vu, selon les cas, comme un strict coût à réduire, une activité dont le rendement doit être optimisé, ou encore une valeur. La mise en regard des contributions des ingénieurs français et américains met en évidence deux façons d’opérer le passage d’une valeur-travail à une valeur-utilité en matière téléphonique, soit deux cadrages de ce « service », associés aux spécificités du développement téléphonique dans chaque pays.Evaluating Telephone Labor, 1910-1938 This article examines the debates about the evaluation of telephone central operators labor published in the journal  Annales des Postes Télégraphes et Téléphones from 1911 to 1938. During the period between the reign of the telegraph and the post-war era of numeric technologies, engineers were faced with a new problem: given line improvement, how optimize the operators' labor? The published proposals were drawn from foreign publications, accounts of visits to the United States and other experiences. They express the values and moral judgments that often shape rational analysis. Labor was variously considered: simply as a cost to be reduced, or as an activity, the outputs of which should be optimized, or yet again as a value.
