Economically sustainable public security and emergency network exploiting a broadband communications satellite

The research contributes to work in Rapid Deployment of a National Public Security and Emergency Communications Network using Communication Satellite Broadband. Although studies in Public Security Communication networks have examined the use of communications satellite as an integral part of the Communication Infrastructure, there has not been an in-depth design analysis of an optimized regional broadband-based communication satellite in relation to the envisaged service coverage area, with little or no terrestrial last-mile telecommunications infrastructure for delivery of satellite solutions, applications and services. As such, the research provides a case study of a Nigerian Public Safety Security Communications Pilot project deployed in regions of the African continent with inadequate terrestrial last mile infrastructure and thus requiring a robust regional Communications Satellite complemented with variants of terrestrial wireless technologies to bridge the digital hiatus as a short and medium term measure apart from other strategic needs. The research not only addresses the pivotal role of a secured integrated communications Public safety network for security agencies and emergency service organizations with its potential to foster efficient information symmetry amongst their operations including during emergency and crisis management in a timely manner but demonstrates a working model of how analogue spectrum meant for Push-to-Talk (PTT) services can be re-farmed and digitalized as a “dedicated” broadband-based public communications system. The network’s sustainability can be secured by using excess capacity for the strategic commercial telecommunication needs of the state and its citizens. Utilization of scarce spectrum has been deployed for Nigeria’s Cashless policy pilot project for financial and digital inclusion. This effectively drives the universal access goals, without exclusivity, in a continent, which still remains the least wired in the world

Satellite monitoring of harmful algal blooms (HABs) to protect the aquaculture industry

Harmful algal blooms (HABs) can cause sudden and considerable losses to fish farms, for example 500,000 salmon during one bloom in Shetland, and also present a threat to human health. Early warning allows the industry to take protective measures. PML's satellite monitoring of HABs is now funded by the Scottish aquaculture industry. The service involves processing EO ocean colour data from NASA and ESA in near-real time, and applying novel techniques for discriminating certain harmful blooms from harmless algae. Within the AQUA-USERS project we are extending this capability to further HAB species within several European countries

SAFARI (Societal Applications in Fisheries and Aquaculture using Remotely-Sensed Imagery) is an initiative which provides a forum for coordination, at the international level, of activities in global fisheries research and management. The forum is open to all interested parties, including policy makers, research scientists, government managers, and those involved in the fishing industries. SAFARI organizes international workshops and symposia as a platform to discuss the latest research in Earth observation and fisheries management, information sessions aimed at the fisheries industry, government officials and resource managers, representation at policy meetings, and producing publications relevant to the activities. SAFARI gains worldwide attention through collaboration with other international networks, such as ChloroGIN (Chlorophyll Global Integrated Network), IOCCG (International Ocean-Colour Coordinating Group), POGO (Partnership for Observation of the Global Oceans) and the oceans and society: Blue Planet Initiative of the intergovernmental organization, the Group on Earth Observations (GEO)

Evaluating last-mile hazard information dissemination : a research proposal

This is a comprehensive and detailed report regarding implementation of a first-responders ICT strategy for emergency communication and disaster management in Sri Lanka. The project showed that ICTs can be incorporated into communities and form a critical infrastructure. However, from a technical perspective all ICTs used in the hazard information dissemination system (HazInfo Pilot) need upgrading to receive Complete Full-CAP (Common Alerting Protocol) messages before their use in the Last-Mile Communities of Sri Lanka. Sri Lankan society is not used to working according to plans, nor adhering to concepts of deadlines. Disastrous weather events and ongoing civil conflicts are impediments to pilot project planning
