    Synthesis and final recommendations on the development of a European Information System for Organic Markets. = Deliverable D6 of the European Project EISfOM QLK5-2002-02400

    Executive summary European markets for organic products are growing rapidly, but the market information available in most European countries is woefully inadequate. Often only very basic data such as certified organic holdings and land area are reported, and sometimes not even individual crop areas or livestock numbers. Important market data, such as the amount of production, consumption, international trade or producer and consumer prices, do not exist in most European countries. In some European countries there are only rough estimates of the levels of production and consumption. There is no standardisation and data are seldom comparable. Furthermore, detailed information on specific commodities is missing. Hence, investment decisions are taken under conditions of great uncertainty. Policy evaluation, including periodic monitoring of the European Action Plan for Organic Food and Farming and RDP 2007-2013, will require many other data in addition to those regarding production structures and financial data that are already available, but obtaining this information would require a new EU-wide data collection and processing system (DCPS) to be put in place. The European Information System for Organic Markets (EISfOM) project is an EUfunded Concerted Action which has analysed and documented the current situation and proposed ways in which organic data collection and processing systems (DCPS) can be improved by means of: • improvement in the current situation of data collecting and processing systems for the organic sector • innovation in data collection and processing systems for the organic sector • integration of conventional and organic data collection and processing systems This report summarises the most relevant findings of the EISfOM project, which are analysed in the main project reports: Wolfert, S., Kramer, K.     Measuring inequality and dependences between income sources with administrative data and survey data

    ProducciĂłn CientĂ­ficaThis paper aims at analyzing the effects of changing from survey to administrative data on inequality and its structure. Taking advantage of the Spanish Survey on Income and Living Conditions (ECV) that continued asking households for their income despite assigning them the income data provided by the Tax Agency and the Social Security administration, different analyses are carried out. By using copula functions we pay special attention to the effect on the dependences between income sources. We find a significant growth in the disposable income of households when using administrative data. The incomes of both tails of the distribution increase considerably more than middle incomes, and administrative data produce significantly lower levels of inequality. Using administrative instead of survey data also gives rise to changes in the structure of inequality by income sources, rising the contribution of capital income. Both methods of data collection also produce significant differences in the observed dependences between income sources.EconomĂ­a Aplicad

    Report on proposals for the development, harmonisation and quality assurance of organic data collection and processing systems (DCPS)

    This report represents the conclusion of the European seminar on development, harmonisation and quality assurance of organic data collection and processing systems (Berlin, April 2004) as well as of the first phase of the EISFOM-project. - In the first chapter the objectives and general approach of this workpackage are described. - Chapter 2 focuses on quality assurance, the main results of WP2 and WP3 and the European Seminar in Berlin (see Recke et al. 2004; https://orgprints.org/2935/. Furthermore, the strengths and weaknesses of organic DCPS (data collection and processing systems) are analysed and the chapter closes with proposals for the development of organic DCPSs. - Chapter 3 focuses on results of expert interviews on the main barriers for the implementation of improved organic statistical data collection and processing systems. - Chapter 4 gives a summary and some general conclusions are drawn. This report provides perspectives on how the above mentioned issues of the European Action Plan might be implemented

    Death and Paperwork Reduction

    How does government value people\u27s time? Often the valuation is implicit, even mysterious. But in patches of the federal administrative state, paperwork burdens are quantified in hours and often monetized. When agencies do monetize, they look to how the labor market values the time of the people faced with paperwork. The result is that some people\u27s time is valued over ten times more than other people\u27s time. In contrast, when agencies monetize the value of statistical life for cost-benefit analysis, they look to how people faced with a risk of death subjectively value its reduction. In practice, agencies assign the same value to every statistical life saved by a given policy. This Article establishes these patterns of agency behavior and suggests that there is no satisfying justification for them. Welfarist and egalitarian principles, along with the logic of statistical life valuation, lean against the use of market wages to monetize a person\u27s time doing government paperwork. The impact of this practice might be limited, given the modest ambition of today\u27s paperwork reduction efforts. But time-related burdens—and benefits—are key consequences of government decisions in countless contexts. If we want to scale up a thoughtful process for valuing people\u27s time in the future, we will need new foundations

    Establishing an Internet Based Paediatric Cancer Registration and Communication System for the Hungarian Paediatric Oncology Network

    Cancer registration has developed in Europe over the last 50 years, and in the last decade intensive joint activities between the European Cancer Registries, in response to the need of pan-European harmonization of registration practices, have taken place. The Hungarian Paediatric Cancer Registry has been functioning as the database of the Hungarian Paediatric Oncology Network since 1971, aiming to follow the incidence and the treatment efficacy of malignant diseases.The goals of this globally unique open source information system are the following: 1) to raise the quality of the registration system to the European level by developing an Internet-based registration and communication system, modernizing the database, establishing automatic statistical analyses and adding an Internet website, 2) to support clinical epidemiological studies that we conduct with international collaborators on detailed analyses of the characteristics of patients and their diseases, evaluation of new diagnostic and therapeutic methods, prevention programs, and long-term quality of life and side effects.The benefits of the development of the Internet-based registration and communication system are as follows: a) introduction of an Internet-based case reporting system, b) modernization of the registry database according to international recommendations, c) automatic statistical summaries, encrypted mail systems, document repository, d) application of data security and privacy standards, e) establishment of a website and compilation of educational materials.The overall objective of this scientific project is to contribute towards the improvement of cancer prevention and cancer care for the benefit of the public in general and of cancer patients in particular

    The Western Pacific Fishery Information Network: A Fisheries Information System

    The Western Pacific Fishery Information Network (WPACFlN) is an intergovernmental agency cooperative program sponsored by the National Marine Fisheries Service (NMFS) to help participating island fisheries agencies carry out data collection, analysis, reporting programs, and data management activities to better support fisheries management under the Magnuson Fishery Conservation and Management Act; and to help meet local fisheries information and management needs. The WPACFlN is the central source of information for Federal fisheries management of most fisheries in American Samoa, Guam, and the Northern Mariana Islands, and it plays an important role in acquiring fisheries data in Hawaii. This paper describes the development and status of this fishery information system
