    Experiences of People with Visual Impairments in Accessing Online Information and Services: A Systematic Literature Review

    The World Wide Web is the largest source of electronic information in the world. Over the years, rapid advances in the internet have made it less accessible thereby making it increasingly difficult for people with visual impairments to access online information and services. This paper systematically reviews previous research to identify challenges that people with visual impairments face, and the role of accessibility technologies and guidelines to support people with visual impairments in their access to online information and services. The findings discuss three categories emerged from the literature: inaccessible content for the visually impaired, improving website accessibility for the visually impaired, and accessibility technologies and their benefits and limitations for people with visual impairments. The findings further discuss the usability issues which are present in accessing online content, the different attempts that have been made to mitigate these problems, and the different guidelines and tools that can be adopted by web designers to make websites more accessible for the visually impaired. It also discusses the versatility and availability of various accessibility technologies. Although these technologies provide basic access to online information, they are greatly limited in their functionality. Therefore, it is up to the web designers to change their perceptions when designing websites. With the proper use of the guidelines, the capabilities of accessibility technologies can be accommodated in making information provided accessible to all users including those with visual impairments. The contributions of this research are that it offers a rigorous narrative review to summarise the state of knowledge on challenges that people with visual impairments face in accessing online information and services, the support and limitations of accessibility technologies in addressing some of these challenges. In addition, this study identifies gaps and areas that deserve more scrutiny in future research including digital exclusion issues among the visually impaired, explanation on the unwillingness of web designers to develop accessible websites, improvements to accessibility technologies to support increasingly visually complex websites, among others. Since the visually impaired are a diverse group with different degrees of impairments, needs and preferences, we encourage researchers to involve them in future studies.     A Novel Application: Using Mobile Technology to Connect Physical and Virtual Reference Collections

    This chapter describes an innovative implementation of the use of iPad kiosks to blur the lines between physical and virtual library collections. Providence College’s Phillips Memorial Library + Commons began lending iPads to students, faculty, and staff in 2012. In addition to lending the devices, library staff dedicated time to learning about both task-based and subject-based mobile applications that would be of use to our community. A small group of library staff tested, discussed, and vetted a variety of apps that would be deployed on the iPads to be lent out. Efforts were made to promote the use and discovery of various apps on the devices through thoughtful organization of the apps on the devices themselves, programming around applications, and the creation of an online research guide designed to teach more about the apps. Despite these initiatives, assessment data from the iPad lending program collected over the course of five semesters suggests that patrons borrowing the iPads are using them primarily for accessing the Internet (Safari, Chrome, etc.), social media (Facebook, Twitter, etc.), and consuming media (YouTube, Netflix, Pandora, Spotify, etc.). With this data in mind, library staff began to think of alternative ways to connect our patrons with useful, content-based, mobile applications. Drawing on research around the Internet of Things and the integration of digital technologies with our physical lives, the Digital Publishing Services Coordinator suggested positioning iPad kiosks strategically within the library’s physical book collection as a means to connect patrons browsing a given area of the stacks with the library’s online resources related to that subject area. The library’s Commons Technology Specialist had experience with iPad kiosks and programming the iPads as he had managed the logistics of the iPad lending program since its inception. Working collaboratively, these colleagues devised a way to image the iPads for public use and load them with subject-specific apps as well as links to library databases and open web resources. The team chose to use Scalar as the primary content management tool for kiosk content. This chapter provides details about the selection and deployment of content for the Theology Kiosk, signage and communications created to attract patrons to the kiosk, and initial data about kiosk use. The piece concludes with a review of the kiosk project and an outline of future planning related to the project (staff time, hardware and software requirements, usability testing, scaling the project, etc.)

    Factors Affecting the Accessibility of IT Artifacts : A Systematic Review

    Accessibility awareness and development have improved in the past two decades, but many users still encounter accessibility barriers when using information technology (IT) artifacts (e.g., user interfaces and websites). Current research in information systems and human-computer interaction disciplines explores methods, techniques, and factors affecting the accessibility of IT artifacts for a particular population and provides solutions to address these barriers. However, design realized in one solution should be used to provide accessibility to the widest range of users, which requires an integration of solutions. To identify the factors that cause accessibility barriers and the solutions for users with different needs, a systematic literature review was conducted. This paper contributes to the existing body of knowledge by revealing (1) management- and development-level factors, and (2) user perspective factors affecting accessibility that address different accessibility barriers to different groups of population (based on the International Classification of Functioning by the World Health Organization). Based on these findings, we synthesize and illustrate the factors and solutions that need to be addressed when creating an accessible IT artifact.© 2022 by the Association for Information Systems.     Towards Design Theory for Accessible IT Artefacts

    Accessibility in the use of information technology (IT) artefacts, such as websites, applications, and user interfaces, means that they are designed in such a way that people with the broadest range of abilities can use them. However, although accessibility is a human right, IT artefacts often remain inaccessible. Aside from the available accessibility guidelines, we need sufficient design theories that explicitly state how accessibility should be addressed and designed to develop accessible IT artefacts for all users. This dissertation summarises four articles that address this problem. These studies are conducted with qualitative approaches that include a narrative literature review, a systematic literature review and a design science method comprising a participatory design and interviews. The first article develops an explaining theory of accessibility to gain an understanding of the construct of accessibility, showing possible variables of human abilities, tasks and contexts and their relationships in IT use. The second article illustrates the factors in management, development, user, and IT artefact features, including the roles and actions that these domains have and how they affect the realisation of accessibility. The other two articles contribute to accessibility guidance to improve and support content creators’ text production and writing process of accessible online text in the web context. The dissertation underscores three key determinants of the knowledge of accessibility: (1) assumptions of users’ abilities; (2) users’ actual needs; and (3) factors in the development chain. The foregoing factors contribute to the knowledge of accessibility and would help researchers, particularly design scientists, form prescriptive knowledge for practitioners to achieve accessible IT artefacts. Thus, researchers could better identify the variables, relationships and affecting factors in human abilities, management, development, content creation, tasks, and contexts that need to be addressed when designing IT artefacts for certain tasks and use contexts.Informaatioteknologia-artefaktien (IT-artefaktien), kuten verkkosivustojen, sovellusten ja käyttöliittymien saavutettavuus tarkoittaa sitä, että ihmiset erilaisine ominaisuuksineen ja kykyineen voivat käyttää niitä. Vaikka saavutettavuus on ihmisoikeus, IT-artefaktit eivät kuitenkaan ole aina saavutettavia. Käytettävissä olevista saavutettavuusohjeista huolimatta tarvitsemme suunnitteluteorioita, jotka ohjaavat IT-artefaktien suunnittelua, jotta niistä tulisi saavutettavia kaikille IT-artefaktin käyttäjille. Tämä väitöskirja on yhteenveto neljästä artikkelista, jotka käsittelevät tätä ongelmaa. Kaksi muuta artikkelia kehittävät ohjeistuksen sisällöntuottajien työn tueksi saavutettavan verkkotekstin tuottamiseksi.     An investigation into accessible Web navigation for the blind people

    Current screen-reader program used by the blind people to access the Internet inflicts navigation restrictions since the blind users can only perceive the content in serial mode.The serialized access using screen-reader program restricts the blind users from having the multi-dimensional effects required to fully understand the page layout. We believe that by accessing web pages using bi-modal interaction, a blind user would be able to perceive a two-dimensional perspective of a web page in his or her mental model.The purpose of this study is to investigate the differences in the mental models created by blind people from a two-dimensional web page using two different means: one using a screen-reader only and the other using a touch screen with audio feedback. Ten blind people and thirty sighted blindfolded participants participated in this study. This study employed within-subjects repeated measures experiments together with observations, verbal protocols and semi-structured questionnaires to achieve the objectives of the study. Besides, the influence of user’s spatial ability on the user’s performance was investigated using Tactual Performance Test (TPT). The study revealed that using touch screen with audio feedback, the blind people achieved more accurate orientation. However, the accuracy seems to be affected by page complexity.In addition, investigation of blind users’ spatial ability on users’ sense of position revealed that using touch screen with audio feedback, blind participants with lower spatial ability took longer time to locate information. Therefore, users’ spatial ability plays an important determinant for the Web navigability using touch screen with audio feedback
