    Alternative project delivery in rural Alaska: experiences, quality and claims

    Master's Project (M.S.) University of Alaska Fairbanks, 2015The popularity of alternative project delivery systems has expanded beyond the private sector and into the public sector. Alaska embodies unique challenges that may present obstacles while using alternative project delivery systems. This analysis will provide an understanding of alternative project delivery systems in Alaska and how local experiences, quality and claims are affected. Alaska's unique characteristics present both challenges and opportunities for implementing alternative project delivery systems. This report begins with a discussion of experiences from several rural Alaska projects, and how alternative project delivery systems can be utilized. Some impacts that alternative project delivery systems have on quality are then presented, including a perspective on quality and recommendations for achieving customer satisfaction. A treatment of construction claims is then provided, followed by conclusions and recommendations for stakeholders in selecting an appropriate project delivery system. Alternative project delivery systems were researched by means of scholarly literature reviews, professional interviews and seminars. The report of these findings is intended to provide owners and contractors with a concise presentation of the challenges and advantages for using alternative project delivery systems in Alaska

    A planning study for developing a Missouri natural resources information system (NRIS) that combines satellite-derived data and other information to assist in carrying out key state tasks was conducted. Four focal applications -- dam safety, ground water supply monitoring, municipal water supply monitoring, and Missouri River basin modeling were identified. Major contributions of the study are: (1) a systematic choice and analysis of a high priority application (water resources) for a Missouri, LANDSAT-based information system; (2) a system design and implementation plan, based on Missouri, but useful for many other states; (3) an analysis of system costs, component and personnel requirements, and scheduling; and (4) an assessment of deterrents to successful technological innovation of this type in state government, and a system management plan, based on this assessment, for overcoming these obstacles in Missouri

    Arctic Standards: Recommendations on Oil Spill Prevention, Response, and Safety in the U.S. Arctic Ocean

    Oil spilled in Arctic waters would be particularly difficult to remove. Current technology has not been proved to effectively clean up oil when mixed with ice or when trapped under ice. An oil spill would have a profoundly adverse impact on the rich and complex ecosystem found nowhere else in the United States. The Arctic Ocean is home to bowhead, beluga, and gray whales; walruses; polar bears; and other magnificent marine mammals, as well as millions of migratory birds. A healthy ocean is important for these species and integral to the continuation of hunting and fishing traditions practiced by Alaska Native communities for thousands of years.To aid the United States in its efforts to modernize Arctic technology and equipment standards, this report examines the fierce Arctic conditions in which offshore oil and gas operations could take place and then offers a summary of key recommendations for the Interior Department to consider as it develops world-class, Arctic-specific regulatory standards for these activities. Pew's recommendations call for improved technology,equipment, and procedural requirements that match the challenging conditions in the Arctic and for full public participation and transparency throughout the decision-making process. Pew is not opposed to offshore drilling, but a balance must be achieved between responsible energy development and protection of the environment.It is essential that appropriate standards be in place for safety and for oil spill prevention and response in this extreme, remote, and vulnerable ecosystem. This report recommends updating regulations to include Arctic specific requirements and codifying temporary guidance into regulation. The appendixes to this report provide substantially more detail on the report's recommendations, including technical background documentation and additional referenced materials.     In order to establish permanent human presence in space technologies of constructing and repairing space stations and other space structures must be developed. Most construction jobs are performed on earth and the fabricated modules will then be delivered to space by the Space Shuttle. Only limited final assembly jobs, which are primarily mechanical fastening, will be performed on site in space. Such fabrication plans, however, limit the designs of these structures, because each module must fit inside the transport vehicle and must withstand launching stresses which are considerably high. Large-scale utilization of space necessitates more extensive construction work on site. Furthermore, continuous operations of space stations and other structures require maintenance and repairs of structural components as well as of tools and equipment on these space structures.     Assessment of recent eastern oyster (Crassostrea virginica) reef restoration projects in the Great Bay Estuary, New Hampshire: Planning for the future

    Current oyster populations in New Hampshire total less than 10% of what they were in the 1980s, and the causal factors for the declines include disease, sedimentation, and human harvest. The two major results from a population ecology perspective have been dramatic losses of oyster shell (the major substrate on which oyster larvae typically settle) as well as juvenile annual recruitment to the remaining reefs. Experimental scale oyster restoration projects addressing these two limitations (substrate and natural recruitment) were initiated in the state in the early 2000s by scientists at the University of New Hampshire (UNH). Since the mid-2000s, the focus has been on full restoration-scale projects, and beginning in 2009 most projects have been collaborative efforts by UNH and The Nature Conservancy (TNC). The present study assessed nine recent collaborative efforts, and provided a comprehensive assessment of restoration success with the goal of determining how the restoration process might be improved
