    An integrated assessment of INDCs under Shared Socioeconomic Pathways: an implementation of C(3)IAM

    A series of global actions have been made to address climate change. As a recent developed climate policy, Intended Nationally Determined Contributions (INDC) have renewed attention to the importance of exploring temperature rise levels lower than 2 °C, in particular a long-term limit of 1.5 °C, compared to the preindustrial level. Nonetheless, achieving the 2 °C target under the current INDCs depends on dynamic socioeconomic development pathways. Therefore, this study conducts an integrated assessment of INDCs by taking into account different Shared Socioeconomic Pathways (SSPs). To that end, the CEEP-BIT research community develops the China’s Climate Change Integrated Assessment Model (C3IAM) to assess the climate change under SSPs in the context of with and without INDCs. Three SSPs, including “a green growth strategy” (SSP1), “a more middle-of-the-road development pattern” (SSP2) and “further fragmentation between regions” (SSP3) form the focus of this study. Results show that after considering INDCs, mitigation costs become very low and they have no evident positive changes in three SSPs. In 2100, a temperature rise would occur in SSP1-3, which is 3.20, 3.48 and 3.59 °C, respectively. There are long-term difficulties to keep warming well below 2 °C and pursue efforts toward 1.5 °C target even under INDCs. A drastic reduction in greenhouse gas emissions is needed in order to mitigate potentially catastrophic climate change impacts. This work contributes on realizing the hard link between the earth and socioeconomic systems, as well as extending the economic models by coupling the global CGE model with the economic optimum growth model. In C3IAM, China’s energy consumption and emissions pattern are investigated and refined. This study can provide policy makers and the public a better understanding about pathways through which different scenarios could unfold toward 2100, highlights the real mitigation and adaption challenges faced by climate change and can lead to formulating effective policies

    Assessment of equity principles for international climate policy based on an integrated assessment model

    Defining an internationally equitable distribution of the burdens of reducing greenhouse gases has been one of core concerns for as long as climate policies have been debated. This paper suggests the specific formulae and indicators for four equity principles for international climate policy including the ability to pay, egalitarianism, grandfathering, and historical responsibility. We introduce the carbon trading scheme into the integrated assessment model to assess and compare the global climate policies which are based on the four principles. To be specific, the regional emission caps are determined by the four equity principles, and all regions are allowed to buy and sell permits. Results show that none of the four equity principles creates a burden sharing arrangement that completely equalizes the benefits of each nation. To be specific, grandfathering is more beneficial to developed countries, while historical responsibility benefits developing countries more. From the global perspective, the global cumulative output of the grandfathering is 8% higher than that of the historical responsibility. In addition, international cooperation on climate change mitigation is necessary, because if individual nations undertake policies which are in their national self-interests, global cumulative CO2 emission will be over two times as much as that in cooperative scenarios

    The goal of this paper is to provide a unified resource for Eritrea, Djibouti, Somaliland, Somalia, Ethiopia, Kenya, Uganda, Rwanda and Tanzania. For each country the review covers the topics of livestock production systems and agroecological zones, food and nutrition security, climate change, greenhouse gas (GHG) emissions and climate-smart agriculture (CSA) with a focus on the role of, or impact on, livestock systems. Each of these topics is broad and many excellent studies and reviews have been produced covering these topics either at the country level or for the entire East Africa region. It is the goal of this paper to provide an accessible introduction to these topics and to direct readers to the resources that exist for gathering detailed information on livestock production, food nutrition and security, climate change, GHG emissions and climate-smart livestock production in each country

    This sourcebook, and accompanying poster learning series, is aimed at policy makers, planners in government, local research administrators, civil society partners and researchers in Southeast Asia. Compiled and repackaged by Dr. Julian Gonsalves and a resource team, the Climate-Smart Agriculture (CSA) source book draws from a rich pool of literature from over 700 sources. The compilation provides succinct, relevant and timely information about climate challenges, and potential solutions from previously published work in a simplified or a shortened form from around the world. While the focus is on challenges specific to Southeast Asia, solutions may come from, or already have been tested elsewhere; it is for this reason that articles from around the world have been included, to demonstrate that adaptation efforts are already being implemented, and a wide range of approaches and strategies are available. This resource seeks to bridge the gap between what policy makers know, and what research shows can work on the ground to improve adaptation, increase productivity, enhance livelihoods, and contribute to sustainable development affected by climate change.     Climate Smart Agriculture: Building Resilience to Climate Change

    The book uses an economic lens to identify the main features of climate-smart agriculture (CSA), its likely impact, and the challenges associated with its implementation. Drawing upon theory and concepts from agricultural development, institutional, and resource economics, this book expands and formalizes the conceptual foundations of CSA. Focusing on the adaptation/resilience dimension of CSA, the text embraces a mixture of conceptual analyses, including theory, empirical and policy analysis, and case studies, to look at adaptation and resilience through three possible avenues: ex-ante reduction of vulnerability, increasing adaptive capacity, and ex-post risk coping. The book is divided into three sections. The first section provides conceptual framing, giving an overview of the CSA concept and grounding it in core economic principles.
