    Adapting the community sector for climate extremes

    Abstract People experiencing poverty and inequality will be affected first and worst by the impacts of climate change to infrastructure and human settlements, including those caused by increasingly frequent and intense extreme weather events and natural disasters. They have the least capacity to cope, to adapt, to move and to recover. Community service organisations (CSOs) play a critical role in supporting individuals, families and communities experiencing poverty and inequality to build resilience and respond to adverse changes in circumstances. As such, the services they provide comprise a critical component of social infrastructure in human settlements. However, very little is understood about CSOs own vulnerability to – or their role in managing and mitigating risks to their clients and the community from – climate change impacts to physical infrastructure. The Extreme Weather, Climate Change and the Community Sector – Risks and Adaptations project examined the relationship between physical and social infrastructure (in the form of CSO service provision). Specifically, the ways in which the climate-driven failure of CSO service delivery worsens risks to the individuals and communities they serve and, on the other hand, how preparedness may reduce vulnerability to climate change and extreme weather impacts to human settlements and infrastructure.The research comprised a comprehensive and critical scoping, examination and review of existing research findings and an audit, examination and judgment-based evaluation of the current vulnerabilities and capacities of CSOs under projected climate change scenarios. It employed three key methods of consultation and data collection. A literature review examined research conducted to date in Australia and comparative countries internationally on the vulnerability and climate change adaptation needs of CSOs. A program of 10 Community Sector Professional Climate Workshops consulted over 150 CSO representatives to develop a qualitative record of extreme event and climate change risks and corresponding adaptation strategies specific to CSOs. A national survey of CSOs, which resulted in the participation of approximately 500 organisations, produced a quantitative data set about the nature of CSO vulnerability to climate change and extreme weather impacts to infrastructure, whether and how CSOs are approaching the adaptation task and key barriers to adaptation.While the methods employed and the absence of empirical data sets quantifying CSO vulnerability to climate change impacts create limitations to the evidence-base produced, findings from the research suggest that CSOs are highly vulnerable and not well prepared to respond to climate change and extreme weather impacts to physical infrastructure and that this underlying organisational vulnerability worsens the vulnerability of people experiencing poverty and inequality to climate change. However, the project results indicate that if well adapted, CSOs have the willingness, specialist skills, assets and capacity to make a major contribution to the resilience and adaptive capacity of their clients and the community more broadly (sections of which will be plunged into adversity by extreme events). Despite this willingness, the evidence presented shows that few CSOs have undertaken significant action to prepare for climate change and worsening extreme weather events. Key barriers to adaptation identified through the research are inadequate financial resources, lack of institutionalised knowledge and skills for adaptation and the belief that climate change adaptation is beyond the scope of CSOs core business. On the other hand, key indicators of organisational resilience to climate change and extreme weather impacts include: level of knowledge about extreme weather risks, past experience of an extreme weather event and organisational size.Given its size, scope and the critical role the Australian community sector plays in building client and community resilience and in assisting communities to respond to and recover from the devastating impacts of extreme weather events and natural disasters, the research identifies serious gaps in both the policy frameworks and the research base required to ensure the sector’s resilience and adaptive capacity – gaps which appear to have already had serious consequences. To address these gaps, a series of recommendations has been prepared to enable the development and implementation of a comprehensive, sector-specific adaptation and preparedness program, which includes mechanisms to institutionalise knowledge and skills, streamlined tools appropriate to the needs and capacity of a diverse range of organisations and a benchmarking system to allow progress towards resilience and preparedness to be monitored. Future research priorities for adaptation in this sector have also been identified

    ICT and the Environment in Developing Countries: an Overview of Opportunities and Developments

    AbstractBalancing human and environmental needs is urgent where food security and sustainability are under pressure from population increases and changing climates. Requirements of food security, social justice and environmental justice exacerbate the impact of agriculture on the supporting ecological environment. Viability of the Australian rural economy is intrinsically linked to food production and food security requiring systematic evaluation of climate change adaptation strategies for agricultural productivity.This food-systems research drew on global climate change literature to identify risks and adaptation. The transdisciplinary team applied specialist experience through collaboration in social science, economics and land-management to provide comprehensive methods to engage researchers and decision-makers making decisions across the food-system. Research focus on the dairy and horticulture sectors in the SW-WA and SEQld provided a comparative context in food-systems and regional economies. Expert knowledge was engaged through a series of panel meetings to test and challenge existing practice applying conceptual and empirical approaches in Structural Equation, Value-Chain, Supply-Chain modelling and Analytical Hierarchy modelling. This iterative action-research process provided immediate generation and transfer of expert knowledge across the involved sectors. The scenarios and adaptive strategies provide evidence-based pathways to strengthen food-systems; account for climate change mitigation and adaptation; and weather-proof regional economies in the face of climate change. Balancing human and environmental needs is urgent where food security and sustainability are under pressure from population increases and changing climates. A framework of capitals that includes social components - cultural, human and social capital-, economic components -economic and physical capital - and ecological components -ecological and environmental capital - should be applied to address capacities. A priority assessment of climate change intervention strategies shows that strategies categorised as ‘Technology & Extension’ are most important in minimising risk from climate change impacts.     The goal of this paper is to provide a unified resource for Eritrea, Djibouti, Somaliland, Somalia, Ethiopia, Kenya, Uganda, Rwanda and Tanzania. For each country the review covers the topics of livestock production systems and agroecological zones, food and nutrition security, climate change, greenhouse gas (GHG) emissions and climate-smart agriculture (CSA) with a focus on the role of, or impact on, livestock systems. Each of these topics is broad and many excellent studies and reviews have been produced covering these topics either at the country level or for the entire East Africa region. It is the goal of this paper to provide an accessible introduction to these topics and to direct readers to the resources that exist for gathering detailed information on livestock production, food nutrition and security, climate change, GHG emissions and climate-smart livestock production in each country

    Monitoring Climate Finance in Developing Countries: Challenges and Next Steps

    At the 18th Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC), the parties agreed to a standard format for developed countries to follow when reporting on the climate finance they provide to developing countries. Developed countries will use these formats for the first time when they submit their Biennial Reports to the UNFCCC in early 2014. Later in 2014, developing countries are expected to submit Biennial Update Reports showing the financial support that they have received. From initial attempts to measure and report climate finance by developed and developing countries, it is already apparent that information on finance provided is unlikely to match information on finance received.Aside from the reporting requirements of the UNFCCC, better financial data can help decision makers in developing countries identify gaps, improve coordination and management, and raise funds to mitigate and adapt to climate change. Better climate finance information can also enable countries to draw lessons from the use of different financial instruments and develop strategies and policies that aim to expand finance for climate change. Improved data will allow the information reported by developed countries to be cross-checked, thus promoting transparency, completeness, and accuracy. Finally, it can contribute to a more comprehensive picture of climate financial flows in relation to development assistance at the national and international levels. This working paper reports on three workshops in Asia, Africa, and Latin America, in which participants discussed some of the steps that developing countries and their international partners can take toward monitoring and tracking climate finance more effectively. More than 40 representatives from 20 developing countries, regional development banks, and national organizations attended the three workshops. Participants shared information on the limits of existing legislation and mandates, national planning and approval processes, financial management systems, efforts to coordinate among ministries and development partners, and many other unique challenges faced by the participating countries. WRI obtained additional information via a questionnaire, follow-up correspondence, and interviews with representatives of the countries

It is based on a review of the science. It is expected to be applied in Member States mainly by line ministries responsible for climate change adaptation. It provides step-by-step guidance on estimating (a) the costs associated with damage to health due to climate change, (b) the costs for adaptation in various sectors to protect health from climate change and (c) the efficiency of adaptation measures, i.e. the cost of adaptation versus the expected returns, or averted health costs. The tool consists of a document describing the methods step-by-step and a manual with an Excel spreadsheet, which is a visual aid for calculating costs
