A conceptual study of the factors influencing e-inclusion
With the advancement of the Internet and supporting Information and Communication Technologies, e-inclusion has emerged as an effective means to create opportunities for all and to further individual autonomy and capability in terms of using online services offered by public agencies. The aim of this paper is to offer a critical discussion on the role of e-inclusion from the user perspective, which goes beyond the demographic factors when adopting e-government services. Further, this paper explains the fundamental differences between digital divide and e-inclusion and examines why research focus is now shifting towards studying e-inclusion rather that digital divide in Europe. Through a conceptual analysis the authors examine the relationship between social inclusion and e-inclusion and how they contributes towards promoting the use of ICT to overcome exclusion and improve economic performance, employment opportunities, quality of life, social participation and cohesion
Assessing regional digital competence: Digital futures and strategic planning implications
Understanding strategic decisions aimed at addressing regional economic issues is of increasing interest among scholars and policy makers today. Thus, studies that proffer effective strategies to address digital futures concerns from social and policy perspectives are timely. In light of this, this research uses strengths, weaknesses, opportunities and threats (SWOT) analysis tool to frame a regional strategy for digital futures to enhance place-specific digital connectivity and socio-economic progress. Focus group discussions and a structured questionnaire were conducted to examine a SWOT for a digital economy strategy in the Southern Downs Region in Queensland, Australia. The findings show that while the proposed regional strategies for digital futures are susceptible to internal and external forces, strategic planning makes them manageable. The studyâs findings also reveal that adaptive strategic planning can help regulate the effects of internal and external factors that shape individual and organisational responses to digital transformation, and that these factors promote regional competitiveness

The role of intermediaries in facilitating e-government diffusion in Saudi Arabia
Recent studies of e-government activity have highlighted adoption and diffusion issues as important subjects for rating e-government success. However in developing countries inadequate resources and limited citizensâ capabilities regarding new e-government have resulted in low diffusion and adoption of e-government services. This paper examines the role of intermediaries, which can be played by a third party; in bridging the gap between e-government implementation and social reality, and looks at the roles a third party can add within the e-government services mechanism. This paper uses a case study approach in order to reflect e-government progress within the context of the Kingdom of Saudi Arabia (KSA) as one developing country. The result of this paper shows that intermediaries play an important role in the diffusion of e-services in relation to improving the availability, accessibility and enhancing privacy and security
Retail technology adaptation in traditional retailers:A technology-to-performance chain perspective
Traditional retailers must immediately embrace and adapt technology to survive in the competitive retail industry as retail technology rapidly changes consumersâ buying habits and expectations. This study may be the first to apply the Technology-to-Performance Chain (TPC) to traditional retailers' technological adaptation in an emerging market. A developing country's traditional retailers were studied qualitatively. Most of traditional retail's ongoing technologies are the result of adaptation by combining existing technologies to local conditions or technology adoption improvements. Technology adaptation includes using PoS system software with a printer and barcode scanner to substitute modern retail cash registers, a combination of mobile apps and PoS system software to mimic mPoS, and adapted EDC for digital product transactions. This technology adaptation is meant to manage business processes and manage the business growth of traditional retail that has limited resources and unique additional services. Therefore, available technology should be adapted to ensure low complexity, compatibility, and reliance on technologies that are familiar to people in developing countries. Furthermore, the task-technology fit (TTF) component requires the support of traditional retailersâ awareness, effective partnerships with technology providers, and perceived technical competence to increase the utilization of adapted technology and achieve the expected performance which includes inventory data clarity, increased retail revenue, and time savings

Current state of e-services in Saudi Arabia: the case of intermediaries in facilitating government services in Madinah city
The government of Madinah has launched âKhdamatecâ electronic Offices (e-Offices) concept under their national electronic Government (e-Government) modernisation agenda to facilitate service delivery to citizens and seamless interaction to communicate their needs. By offering e-Offices around the government departments, Madinah government hopes to increase accessibility of e-Government services and make steps forward to electronic age, encourage Medina' citizens to participate and use e-Services and bridging digital divide. However, the empirical findings illustrate that the adoption and diffusion of the e-Office concept and e-Government in the wider context at a lethargic pace. E-government adoption in Qatar: An investigation of the citizens' perspective
Electronic government (e-government) initiatives are in their early stages in many developing countries and faced
with various issues pertaining to their implementation, adoption and diffusion. Like many other developing
countries, the e-government initiative in the state of Qatar has faced a number of challenges since its inception in
2000. Using a survey based study this paper describes citizensâ behavioural intention and adoption in terms of
applying and utilising the Unified Theory of Acceptance and Use of technology (UTAUT) model to explore the
adoption and diffusion of e-government services in the state of Qatar. A regression analysis was conducted to
examine the influence of e-government adoption factors and the empirical data revealed that performance
expectancy, effort expectancy, and social influences determine citizensâ behavioural intention towards e-government.
Moreover, facilitating conditions and behavioural intention were found to determine citizensâ use of e-government
services in the state of Qatar. Implications for practice and research are discussed
Why the Utilization of E-Government Services is Poor? â A study with the Citizens in Colombo Municipal Council Area in Sri Lanka
One of the most important elements of an e-Government system is the interaction between users and e-Government systems, specifically the adoption and utilization by those users, who are the main target of such systems. However, even after taken numerous efforts to develop an e-service system in Sri Lanka, its utilization and adoption are still at a very poor level. It indicates as the rate of online submission of applications is 1.16% and for license/ permits it is 0.18%. Thus, this research aims to investigate, analyze and understand the key factors that influence usersâ adoption and utilization of two e-Government services: e-Vehicle revenue license and e-Police clearance certificate in Sri Lanka with a holistic approach. The conceptual framework was developed by studying the Technology Acceptance Model (TAM) and Web Trust models and theories related to technology acceptance and usage, in conjunction with a review of e-Government adoption and utilization literature. The study population was the Colombo Municipal Council area with 561,314 individuals. A random sample of 203 chief occupants was selected and the response rate was 96.5%. Respondentsâ demographic details, educational qualifications, internet experience, e-Government usage and as well as preferences when obtaining e-Government services were included. Â The results showed significant (5% level) moderate positive relationships among utilization and âusefulnessâ, âease of useâ, âtrust in the internetâ and âtrust in the Governmentâ. Moreover, âusefulnessâ (ÎČ=0.445) and âtrust of the governmentâ (ÎČ=0.379) were found to be the significant (5% level) influential factors in adoption and utilization with model adequacy at 36.5%. Similar to the literature, the findings ensure that when the usefulness and the trust are at a higher level, the adoption and utilization also be at a higher level. The- Â challenges for citizen-centered e-Government applications were identified as a lack of usersâ trust in the internet service providers, level of security standards, quality of e-Government systems, reluctance to share, exchange, and store their personal information specially the financial information in the online platform. However, the positive factor is the citizens perceive and experience e-Government systems as simple to use and useful. Further, they intend to accept and use it. Based on the interviews held with the uses, implementing simple and useful e-services and e-transactions, enhancing the reliability of the services, improving the accessibility options of the implemented e-services and e-transactions, and increasing the awareness of implemented e-services and their benefits were highlighted as their suggestions to develop the existing e-Government systems and services in Sri Lanka. The most important fact emphasized here is the implementation of a one-stop e-Government portal for all the services. Actions taken to enhance the digital literacy of the citizens from their school level will be benefited to successful adoption and utilization of e-services in Sri Lanka
Determinants of User Acceptance of a Local eGovernment Electronic Document Management System (EDMS)
On numerous occasions the significant value of the investments involved in the development of eGovernment and the expectations of governmental information systems use do not correspond to the rate of effective use. This scenario makes it difficult to justify the development of electronic government by governments and local authorities among its citizens. It is therefore important to understand the factors that influence the employees' intention of using governmental information systems. With the aim of understanding the determining factors of using an Electronic Document Management System (EDMS) in the context of Portuguese municipalities, this study develops an empirical analysis using the Unified Theory of Acceptance and Use of Technology (UTAUT) model, (Venkatesh et al., 2003). This model's application for information systems research in the governmental context has a weak expression and is unique in EDMS research. This empirical research
follows a realist and positivist approach. Data was collected from a survey answered by 2,175 employees of Portuguese municipalities (EDMS users). Partial Least Squares (PLS) was used to test the model proposed. The
results showed that Intention to Use is positively affected by Performance Expectancy, Effort Expectancy, Social Influence and Facilitating Conditions. With respect to the EDMS Use, the results showed that it is positively
influenced by Intention to Use and Facilitating Conditions. The main result indicates that EDMS users believe that the use of this information system will help them to obtain performance benefits in their work. However, the
increasing use of EDMS is not very influenced by the system's perceived ease of use. In short, this study provides a contribution to the Information Systems Acceptance and Adoption literature in local eGovernmental
contexts. In addition, our contribution empirically tests the model for implementation in governmental organizations and provides a better understanding of the adoption and use of an EDM
